City of Fort Collins IMTRRW T COR5ULT1NG GROUP May 12, 2014 Ms. Karen Manci City of Fort Collins Natural Areas 1745 Hoffinan Mill Road Fort Collins, CO 80524 Riverbend Ponds Trail Improvement Project Project Description and Scope of Services Dear Karen - Attached is the project scope and description that we discussed: Description Interwest and King Surveyors will provide engineering and surveying services necessary to create plans for construction and stormwater permitting for the following three projects at Riverbend Ponds previously identified by Natural Areas: • Project #2 - 360 linear feet of new concrete trail from the proposed ADA parking to the relocated fishing dock • Project #6 - 675 linear feet of boardwalk to be replaced at or below existing elevation • Project #7 - 850 linear feet of gravel trail to be removed and replaced at or below existing grade. Individual Protect Scone of Services Project #2— ADA parking and ADA accessible trail Surveying — Topographic sunny — King Surveyors will provide four phases of topographic survey. The initial phase will include topographic survey of the existing parking lot and 20' either side of the existing gravel trail alignment down to the proposed location of the new fishing pier. The second phase will establish existing elevations every 50 feet along the proposed ADA concrete trail alignment that is in the tloodplain so that an accurate comparison of existing and proposed ground can be made after construction is completed. During this phase, King will place blue top stakes on both sides of the trail to be used during construction. The third phase will include staking out the ADA parking and concrete trail for the contractor prior to construction. The final phase of survey will occur during construction of the trail and include as -built elevations at the location of the critical points established every 50 feet along the trail. Estimated Fee: $1,600 ADA Improvements — Interwest will prepare a demo plan and a detailed grading plan for the addition of a concrete ADA parking area in the existing gravel parking lot and a grading plan for the ADA accessible concrete trail extending down to the relocated fishing dock. The initial phase will include topographic survey 20' either side of the existing boardwalk alignment. The second phase will include an as -built survey of the new boardwalk to verify that the finish grade is at or below the existing boardwalk elevations. Estimated Fee: $3,000 Trait plan grading — Interwest will prepare a plan for the boardwalk alignment showing existing ground elevations every 50 feet and a typical section for the proposed boardwalk. The finish grade of the boardwalk will be based on the grade of the existing boardwalk prior to the flood damage. The boardwalk design will be provided by others. Estimated Fee: $800 Project #7 — Remove and Replace Gravel Trail Surveying — Topographic survey — King Surveyors will provide three phases of topographic survey. The initial phase will include topographic survey 20' either side of the existing trail alignment. The second phase will establish existing elevations every 50 feel along the proposed alignment so that an accurate comparison of existing and proposed ground can be made after construction is completed. During this phase, King will place blue top stakes on both sides of the trail to be used during construction for all areas that will be removed and replaced at or below existing grade. The final phase of survey will occur after construction of the trail and include as -built elevations at the location of the critical points established every 50 feet along the trail. Estimated Fee: $1,700 Trail plan grading — Interwest will prepare a trail alignment plan, spot elevations every 50 feet, and a typical section for the existing gravel trail that will be removed and replaced. EstinmtedFee: $1,200 Commoo5cope of Services Floodplain process assistance — Interwest will assist the City with the floodplain documentation necessary to construct all three projects including benchmarks and BFE elevations along the trail and boardwalk segments. It is assumed that all three projects can be permitted through a single floodplain use permit and no rise certification. Interwest will also incorporate the as -built survey points (provided by King) into exhibits to compare the design to the as -built conditions and close out the City Floodplain Permits. Estimated Fee: $2,100 Reimbursables— for prints, mileage, and deliveries, etc... Estimated Fee. $100 Total Estimated Fee: $12,900 Assumptions- 1. Since there is no way to establish the existing grade of the boardwalk prior to the flood damage, Interwest will rely on Natural Areas to confirm that the proposed elevation is at or below the previous existing elevation. 5. No CA or CM work is included. 6. Stormwater Management Plan and Discharge Permit will be provided by the Contractor. 7. No environmental construction related permitting tasks will be completed by Interwest. chedule Interwest and King Surveyors will begin work on the project immediately in hopes of having plans available for bid in July, 2014.
