The City of Ft Collins Natural Areas Department(NAD) is requesting a sole source to hire Comanche Creek Enterprises
(CCE) to provide prairie dog control. CCE employs a new method of control (PERC) that provides for more flexibility in
application and greater efficiency than the current method used buy the NAD. The PERC method is being used by many
Front Range municipalities with success and is approved by the Colorado Department of Agriculture.
PERC stands for Pressurized Exhaust Rodent Controller and is a pressurized exhaust (carbon monoxide) system that is
applied to a burrow with multiple hoses. It can be used to manage prairie dogs as long as the temperature is above 32F
which expands their ability to manage colonies. Their current method, fumigation, is limited by the amount of soil
moisture within the burrow system at the site. If conditions are dry then fumigation is not a viable control
method. Fumigation also requires that newspaper is stuffed inside the burrow after the chemical has been applied and
soil is shoveled onto the paper. The paper keeps soil from continually filling the burrow. Once prairie dogs reoccupy a
treated area, they dig out the burrows and the newspaper, which creates a mess. PERC requires the burrows to be
treated for a set amount of time with no issues of residual newspaper.
As of now, Comanche Creek is the only know company that uses the PERC method of control in Colorado.
Upon your approval, I will issue a Purchase Order to Comanche Creek Enterprises.

source, a competitive process cannot reasonably be used or, if used, will result in a substantially higher cost to the City,
will otherwise injure the City's financial interests or will substantially impede the City's administrative functions or the
delivery of services to the public.
