After reviewing the materials enclosed with the RFP, we wish to express interest in being selected as the design team to help realize the vision and goals for the West Central Area Plan and Prospect Road Corridor Design. We believe we are a perfect selection for your needs and have summarized our attributes below for your consideration: Collaborative and Flexible Attitude - We understand the need for consistent collaboration and flexibility that are ingrained in this overall project. As a firm, these are some of our key values and attributes. We envision a strong working relationship with City staff and anticipate the need to be flexible in approach and schedule on a variety of tasks and protocols with this project. We will remain engaged and involved through every step of the project, facilitating a holistic approach. Advancing Previous Plan to an Implementable Vision - The West Central Neighborhoods Plan provides a foundation for the project, but needs to become relevant to changing conditions and evolve into an implentable vision. This will become the focus of our efforts. Urban Design Emphasis - Our skillset in Urban Design and Planning will be brought to the team, with our work focus in these areas, complementing the skills brought by City Staff. Specialized Transportation Modeling- Fehr and Peers will bring theri extensive LOS modeling and employ VISSM software and XWalk, a proprietary software developed by the firm to the project, ensuring a rich and clear public involvement effort and defensible methodology. Defensible Public Involvement Approach - We embrace a defensible public involvement approach that is well documented, data driven and objective, to help clearly articulate findings and avoid confusion. CSU Knowledge and Coordination - Our experience working with CSU on a variety of projects as well as Aggie Village North, along Prospect Road, provides us with an understanding of these efforts. Of particular importance are Lake Street pedestrian safety and circulation, the intersection of Prospect Rd. and Center Avenue as a pedestrian/bike thoroughfare for students and impacts the proposed Stadium will have on the area. Corridor Design Expertise - We bring extensive corridor design expertise that results in a strong public engagement process and a well articulated vision, and pushes boundaries through exploration and analysis of alternative approaches. Specialized Engineering Experience - JVA Inc joins our team for engineering services. JVA specializes in public realm projects and has a Fort Collins Office located in the Avery Building, with their parent office located in Boulder. JVA has a long standing successful relationship with Russell + Mills Studios, working together for the past three years on projects at CSU and other locations. They are a municipal focused firm that has experience in road design in Fort Collins as well as other complex urban projects. We bring a strong collaborative attitude towards the project and will actively engage in all public involvement efforts. It is critical that we maintain a strong understanding of all tasks undertaken by the City and coordinate in an effective manner to help create a great project outcome. Urban design, streetscapes, and corridor planning is at the core of our practice. Our experience working with several state DOT’s as well as municipalities provides us with a basis for addressing a variety of streetscape conditions including commercial corridors, downtown conditions, parkways and arterial roadways. We share a design philosophy focused on creating memorable and comfortable places that resonate with people, and design accountability is an important value to us as well, and we take strides to ensure that the various effects of a design or planning decision are well understood by both clients and ourselves. JVA, Incorporated is a consulting civil and structural engineering firm located in Fort Collins, Boulder, and Winter Park. JVA has a 58-year history of engineering experience serving architects and Owners nationwide. JVA’s Fort Collins office was established in 1998 and they are in Old Town Square to better serve their clients. JVA has been involved in many private and municipal streetscape projects along the Front Range and mountain towns in Colorado. He has practiced for over seventeen years working on projects throughout the United States. Prior to starting Russell + Mills Studio, Craig worked for an international firm based in Fort Collins, Colorado and has practiced in Summit County, Colorado. Craig possesses experience in a broad range of applications of the profession, including urban design and master planning studies; public garden and parks master planning; site planning and design for corporate facilities, campuses and civic centers. Many of these projects have received awards from the American Society of Landscape Architects. Paul Mills, RLA, Partner Russell + Mills Studios Paul Mills is a founding partner at Russell + Mills Studios. She has worked on or managed a variety of projects for both public and private clients. Her experience includes transportation master plans, traffic impact studies, traffic calming projects, corridor studies, bicycle and pedestrian plans, and intersection analysis. Ann also has a tremendous amount of public involvement experience, having been the Transportation Engineer for Salt Lake County where, in addition to development review, traffic analysis, canyon transportation and park and ride planning, and neighborhood traffic calming; she chaired the 34-member technical advisory committee that provided project and funding recommendations to the Salt Lake Area Metropolitan Planning Organization. Ann is a registered Professional Engineer in four states and is also a certified Professional Traffic Operations Engineer. The project focuses on the character of Lincolnway, a state and federal highway, through Down- town and examines the roadway and streetscape design, gateway designs and landuse through this area. Level of service analyses for several alternative roadway designs will help determine the roadway cross-section and lead to developing the overall roadway design approach. Elements from the Downtown historic context are integrated into the streetscape with the goal of enhancing the look and feel based on public input from a series of workshops and surveys. The project includes a BRT line and utilizes the extensive Right of Way to develop signature landscape medians and parks at Transit Centers. Design Standards for the development of the corridor will be critical for successful implementation. These address architectural massing, setbacks, access points, parking, building height and articulation, landscape and lighting. A set of renderings was developed to help assist residents and other stakeholders in understanding the ideas within the Master Plan. Several workshops have been held with property owners, WYDOT representatives, City officials and other stakeholders to create a plan that meets a variety of objectives, including efficient access, pedestrian connectivity, a unique identity, and a safe, human-scale roadway. A traffic analysis helped determine turn lane requirements for the streetscape and concepts include the use of bulb-outs to enhance the overall pedestrian experience and create a pedestrian scale at intersections. The overall plan reflects the historic character of Downtown Laramie as well as redevelopment opportunities and downtown amenitites such as a retail focused plaza space. Neighborhoods centered around an open space network respond to an existing urban framework and a lively civic district. Economic studies helped drive land-use types and density. in addition to a desire to create a new urbanist community, the project pro-formas demonstrate an economically viable solution. Johnstown, with a population of 7,500, lies in the center of the rapidly growing – and highly desirable – North Front Range of Colorado. An extensive public participation program helped define a plan that encourages increased density in walkable, mixed-use centers, offers a variety of neighborhood types, explores opportunities for transportation beyond the automobile, and encourages investment in revitalizing and expanding the historic downtown. The Master Plan emphasizes park edge conditions and connections to important destinations as well as activation of the park through a broad range of activities attracting a diverse demographic. A Market Hall is envisioned anchoring the east end of the park along 13th street connecting north to Pearl Street Mall and the Civic Campus is envisioned as the Western Anchor. In addition, strategies for mitigating the Boulder Creek Floodway and relocating buildings within the floodway were developed. Boulder Civic Area Plan project experience russell+mills studios Landscape Architecture + Urban Design + Master Planning 141 s. college ave., suite 104 fort collins, colorado 80524 970.484.8855 17 project experience Client: Fort Collins Downtown Development Authority Russell + Mills Studios was selected by the Downtown Development Authority and the City of Fort Collins to create a master plan for the alleys and integrated walkways within downtown Fort Collins. The goal of this project is to enhance pedestrian connections from CSU to downtown and the River District. The study has resulted in the creation of a vision of the future opportunities of shared connections throughout downtown. The project will build upon the success of two previous alley enhancements projects , Trimble and Tenney Court. The study resulted in a 11x17 report that analyzed alleys from Colorado State University to Old Town Fort Collins. The master plan established strategies for an integrated alley network, strategies for trash removal, and other services in order to create a shared environment and an avenue for business growth and opportunities downtown. This study enabled Russell + Mills Studios to become intimately familiar with downtown and understand the land uses, and specifically how the Old Town Square plays a critical role in providing a civic core to Fort Collins. This progressive approach was based upon a sustainable plan for the future that provided transportation synergy to a Triple Bottom Line – Economic, Environmental and Social. The transportation plan element evaluated land use scenarios, in conjunction with multi modal transportation. Key analysis innovations included: • A rigorous validation process of the Regional Travel Demand model. This systematic approach revealed model strengths and limitations • Travel Demand modeling and evaluation of Green House gases via model post processing. Fehr & Peers’ proprietary quantification informed key choices for staff, public and elected officials. • A GIS based pedestrian and bicycle model tool to look at land use vs demand. A series of maps provided effective means of identifying pedestrian and bicycle key choice implications and needs. An extensive stakeholder and public involvement process provided key input into the process to inform key choices regarding funding commitments, maintenance scenarios and plan visioning. Much of the input from the public came from interactive key pad polling. This corridor connects downtown Denver to the Interstate and has begun to see Mixed Use Development interest. The corridor is also adjacent to two future light rail stations associated with the FasTracks project. The plans consider bicycle, pedestrian, bus, and vehicular travel along the corridor. A model was created in order to size the corridor taking into account three development scenarios with varying densities. Fehr & Peers worked directly with the planning and public works departments to determine the appropriate cross section for the corridor in order to accommodate the various modes of travel in the area. The information provided a basis for the corridor preliminary design. The Russell + Mills Studios team will become intimate collaborators with City Staff and stakeholders invested in the successful evolution of the West Central Area Plan. A team approach and collaborative attitude will ensure a thorough planning process resulting in a successful project from many different perspectives. We have recently worked in a very similar capactiy with the City of Boulder on the Civic Area Master Plan, as team partners, urban designers and visualizers. Our experience working on multiple projects at Colorado State University including Aggie Village North along Prospect Road, brings us the ability to coordinate effectively with the University and gives us a thorough understanding of the Campus Master Plan objectives Implementable and More Accurate Vision Critical to the overall success of this project, Old Town Square must become an inspirational envi- ronment where visitors wish to return to, and a place recognized for its potential to host a variety of events and performances. This objective is achieved through effective resolution of acoustics, circulation, and provision of amenities. To achieve this, the Square must convey a character and identity which is distinctive and unique through its design, materials and features. A timeless and permanent quality should be developed that will not seem dated after a few years, but will remain a valued asset to the community. We will draw upon materiality/design influences that are local and regional as well as input from the community to help create a strong theme and identity. Engage and Excite Residents and Stakeholders Gaining ownership in the planning process from the outset for residents and stakeholders will be critical in establishing project support from those most affected by the outcomes. As an important part of outreach we will develop large scale vinyl floor maps for stakeholder meetings that become a means of to help engage these groups in the design process. On-site design mobile outreach and other means of public outreach can help facilitate buy-in and excitement. Public involvement efforts must also be objective and defensible, using live polling for surveys, and visual preference surveys to assist with character preference determination. Placemaking in Complex Conditions Successful placemaking along the Prospect Road Corridor will require a thorough analysis of existing conditions and opportunities. This ROW is currently constrained to the back of a 3’ sidewalk in many cases, requiring careful study of potential cross-sectional modifications and possible ROW acquisition. Opportunities for redevelopment must coincide with the corridor planning efforts, and quality of this redevelopment could hinge on successful corridor enhancements and placemaking. There are currently a number of vacated and vacant lots within the corridor that could influence the character of all redevelopment efforts here. Complete Streets within Transportation Framework The perception of safety and a feeling of overall comfort will be critical to ensuring that the corridor can be effectively utilized by all modes of transportation. Fehr and Peers will bring their innovative ideas and expertise in Complete Streets to the project, focusing on creating safety for pedestrians and bikes in addition to an effective vehicular system within the corridor. The team will work together to develop a holistic vision for the corridor, considering aesthetics, roadway character, efficiency, safety and redevelopment potential. CSU Context and Knowledge As Colorado State University continues to grow in student population and expands into their south campus, coordination will become critical for the success of the corridor and the West Central Area. Our experience working with CSU on a variety of projects as well as Aggie Village North, along Prospect Road, provides us with an understanding of these efforts. An important component of the planning effort will include developing more realistic and predictable development scenarios and examining potential transportation impacts, compatibility and effects on the West Central Area/ Prospect Road. Future Student populations need to be factored into this, as the previous plan’s estimates are currently irrelevant. This may involve land-use recommendations, possible zoning modifications and possibly some level of design standards specific to the West Central Area/Prospect Road. Neighborhood Compatibility As the West Central Area continues to increase in density, a critical component of planning efforts will involve ensuring growth is compatible with existing development. In many cases, such as the Campus West area, redevelopment and infill has been disjointed and has caused friction between multi-family proposals and existing single family residential neighborhoods. Student Housing projects in particular have received much opposition in recent years due to parking concerns and compatibility issues. Parking Impacts from student housing projects, off-campus on-street parking by CSU students and overall deficiencies in the area have increasingly become an issue of concern in the West Central Area. CSU continues to plan for additional student parking in the South Campus, and on-street neighborhood parking policies are being developed. In integrated analysis of the issue involving coordination with CSU will be a key component of the Transportation Framework, as well as considerations for impacts on traffic and pike pedestrian circulation. The Analysis Map should be developed in close collaboration with Staff. A charrette with Staff will be held to develop a draft of this component and will be refined in collaboration. This map will become a key analysis component to the overall project. Phase II - Reconfirm Plan Vision/Frameworks Task 3: Visioning • Stakeholder/Public/TAC/CAC Meetings - Gather understanding of specific issues and needs from residents and others influencing or influenced by this reach of the corridor. Large scale vinyl floor maps will be used during these meetings, as well as surveys with live polling and visual preference surveys. During these sessions, we will use graphic note taking as a means to capture additional thoughts and ideas. The sessions should be dynamic and involve a variety of engage- ment techniques with the objective being to capture a vision accurately during the meetings, and provide a true sense of ownership by stakeholders. We will help ensure these will not become traditional public meetings. • Mobile Outreach Sessions - In an effort to reach a broader audience, mobile sessions that include surveys, large scale vinyl maps and other tools will be conducted to help engage and involve residents and others in key locations to be determined in collaboration with Staff. • Prospect Corridor Vision - Based on the outreach, meetings and input we will develop a sum- mary framework diagram illustrating clearly what was heard from stakeholders and others. Pur- pose and need statements will be created with annotated photos and a compilation of preferred visual preference conditions will help capture character intent of the corridor. A Team Charrette will be conducted to achieve preliminary versions of these alternatives. The alternatives will be designed as a team, and drawn to standard by JVA Engineer- ing. Using JVA’s CAD base plans, illustrative versions of the plans will be developed, including an overall drawing and key enlargements. The alternatives will be distinct and will likely represent a gradation of lane configuration changes and potential ROW access. Fehr and Peers will employ their X-Walk software during this phase to evaluate multimodal incorporation locations. Corridor, work- ing with Staff, and supporting City Staff with the West Central Area Plan Frameworks analysis. • Comparative Metrics Description -Prior to developing frameworks evaluation, we will develop descriptions and graphics that illustrate and clarify the key metrics to assist with public involve- ment efforts and describe these often complex considerations in a clear manner as well as what constitutes a high or low grade. • Comparative Analysis Matrix for Alternatives -A matrix comparing each alternative will be developed based on the determined TBL criteria. This will be developed and reviewed with Staff. • Alternative Comparison Diagrams -The comparison criteria will be measured and analyzed in a graphic format depicting specific attributes of each alternative for key criteria, such as traffic impacts, trip times, bike and pedestrian lane widths, parking, character and urban design ele- ments, etc. We have used this method previously in corridor planning efforts to help stakeholders better understand the alternative comparisons, to complement the Matrix method. In addition, Fehr and Peers will provide animated simulations using VISSM software to illustrate multimodal movement for each alternative. This work will be developed in conjunction with 30% engineering drawings developed by JVA. During this time, further coordination with CSU and Staff will be necessary to ensure quality outcomes. • Public Open House - It may be necessary to conduct a public open house format meeting or TAC/CAC open house to present the preferred alternative to clarify outcomes and gain additional feedback if necessary, prior to finalization of plans. Phase III Task 7: Neighborhood Projects • Meet with various stakeholders - Coordination meetings with CSU, City Staff and others will be undertaken to prioritize projects that begin to implement the vision for the West Central Area. • Prioritized Project List -Based on the coordination meetings, a list of prioritized projects that tie to an overall project map will be developed, in a clear, graphic format. Task 8: On-Campus Stadium Impacts Our work on Aggie Village North at CSU and corresponding coordination with the Stadium Design Team provides us with knowledge of this project and access to information and design team members that will assist in evaluation of Impacts. This evaluation could serve as a very useful tool for further describing the contentious project to residents during the process. This task should be discussed further during scope negotiations. • Meet with CSU - A meeting with Colorado State Staff and potentially the Stadium Design Team will help in understanding proposed design concepts, attendance numbers, frequency of use, parking strategies and other parameters. • Impacts Summary -Based on these parameters, potential parking impacts, LOS impacts, light- ing impacts and noise will be evaluated as well as potential positive outcomes such as increase in revenue from local businesses. Task 9: Policy Development Many of the existing policies in the current plan are outdated or irrelevant given existing condi- tions and evolution of planning and design efforts. This portion of the plan is critical for establish- ing a foundation to implement relevant policies. • Workshop sessions with TAC/CAC and other City Staff- Gather understanding of specific applicable policies and formulate new policies in workshop charrette based formats including an overview of the vision and frameworks, project list and public outreach outcomes. These sessions may require a list of potential new policies that the project team feels are appropriate and can act as a starting point for workshop discussions. • Updated Policies -Based on the outreach, meetings and input we will develop a set of revised policies that are appropriate to the new vision for the West Central Neighborhoods. Stone seatwalls, similar to those in the Depot Plaza, with planting beds facing roadways are added at bulbouts, for seating and to create the perception of safety and separation from roadways. Where possible, permanent umbrellas, tables and chairs are added for cafe type seating, creating additional corner activation. Pedestrian scale, LED, full cut-off streetlights with fixed hanging baskets and adjustable banners are added for safety, and streetscape uniformity, while allowing banners to be changed according to events or seasons as needed. The project emphasizes a new aesthetic vision for Downtown Cheyenne, which will improve the viability of retail and several planned downtown residential projects. Two alternative road cross sections, one three lane and one five lane, were developed to explore their merits and gauge public acceptance and input. The plans emphasize pedestrian spaces and placemaking for downtown as well as maximizing on-street parking and level of service. The project involved three workshops, a walk through of the main street with steering committee members, elected officials, and WYDOT representatives. The following goals were established for the project: 1. Create an accessible, people focused place for all visitors and residents to shop, eat, congregate, rest, learn and enjoy. 2. Create a streetscape that is safe for pedestrians and vehicles. 3.
