Design Assistance consultants shall apply to the City of Fort Collins to be part of the program. Consultants meeting the criteria, as determined by the Landmark Preservation Commission, will be placed on a list that will be provided to property owners.. Consultants on the list must have demonstrated their competency in historically compatible design. Proposals submission via email is preferred. Proposals shall be submitted n Microsoft Word or PDF format and e-mailed to: purchasing@fcgov.com. If electing to submit hard copy proposals instead, four (4) copies, will be received at the City of Fort Collins' Purchasing Division, 215 North Mason St., 2nd floor, Fort Collins, Colorado 80524. Proposals will be received before 3:00 p.m. (our clock), July 25, 2013 and referenced as Proposal No. 7531. If delivered, they are to be sent to 215 North Mason Street, 2 nd Floor, Fort Collins, Colorado 80524. If mailed, the address is P.O. Box 580, Fort Collins, 80522-0580. The City encourages all disadvantaged business enterprises to submit proposals in response to all requests for proposals and will not be discriminated against on the grounds of race, color, national origin for all proposals for negotiated agreements. Paul Director of Purchasing & Risk Management REQUEST FOR QUAILIFCATIONS 7531 DESIGN ASSISTANCE PROGRAM FOR HISTORIC EASTSIDE & WESTSIDE NEIGHBORHOODS & LANDMARK PROPERTIES BACKGROUND: The City of Fort Collins has recently established a new funding program, the Design Assistance Program (DAP). The DAP is a reinvention of an earlier program with the same name and similar goals. The new DAP aims to help property owners minimize the impacts of additions, alterations, and new construction on neighbors and on the overall character of the historic Eastside and Westside Neighborhoods, as well as on Landmark properties. The program provides solutions to the problem of design compatibility in these areas, through the use of consultants with experience in appropriate historic design. To implement the new DAP, the City has revised the requirements for participation, and is updating the list of approved consultants. APPLICATION CRITERIA FOR CONSULTANTS: Design Assistance consultants shall apply to the City of Fort Collins to be part of the program. Consultants meeting the criteria, as determined by the Landmark Preservation Commission, will be placed on a list that will be provided to property owners. Property owners shall interview, select and contract with the consultant. The City will pay the consultant directly, upon receipt of the deliverables and an itemized invoice. Any costs above the $2,000 maximum, or any costs incurred outside of the scope of the program, will be the sole responsibility of the property owner. 1. To be eligible for the program, consultants shall meet the following criteria: • Be in the design or construction profession, with a specialization in or strong understanding of historic preservation. • Can demonstrate having successfully worked on at least five historic properties; and can demonstrate context sensitive design, compatible with surrounding historic properties. • Applicants must specifically describe the work that they were responsible for on said properties/ projects. • Provide drawings and/or before photos, along with documentation of the work through after-photos. • Through overall body of work, must demonstrate an understanding of the Secretary of the Interior Standards for Historic Preservation. This could be in conjunction with the sample projects, demonstrating how the Standards were applied. • Receive approval of LPC. 2. In addition to the previous criteria, the applicant will show how they meet one or more of the following criteria established by the Secretary of the Interior’s Professional Qualification Standards: Architects/Designers • At least two years of graduate study in architectural preservation, American architectural history, preservation planning, or closely related field; or • At least two years of full-time professional experience on historic preservation projects and can demonstrate a leadership role in their area of expertise on sample projects. • Such academic study or experience shall include detailed investigations of historic structures, preparation of historic structures research reports, and preparation of plans and specifications for preservation projects. Contractors/Engineers/Specialized Trades • The equivalent of at least two years managing projects where the Secretary of the Interior’s Standards for the Treatment of Historic Buildings were applied. • Such projects shall include detailed investigations of historic structures, preparation of historic structures research reports, and preparation of plans and specifications for preservation projects. 3. Consultants shall remain on the list for a period of three years, at which time they will need to reapply to remain on the list. Consultants who are deemed by the Landmark Preservation Commission to not be maintaining their commitment to historic preservation standards and historic design compatibility may be removed from the list. DESIGN ASSISTANCE PROGRAM: The Design Assistance Program pays up to $2,000 towards the development of compatible design for changes occurring in the historic Eastside and Westside Neighborhoods. The program’s goal is to minimize the impacts of additions, alterations, and new construction, on neighboring properties and on the overall character of Fort Collins’ historic neighborhoods. The program is designed to enable property owners to utilize the expertise of qualified design consultants to both assist in the design of new construction and alterations, and to provide expert assistance during the project planning stages. Consultants on the list have demonstrated their competency in historically compatible design. Who May Apply for Funding • The applicant shall be the owner of the property. The Design Assistance Program is available to properties located within the Eastside and Westside Neighborhoods (generally north of Prospect Road, between Taft Hill Road and Lemay Avenue); properties in or adjacent to the Old Town commercial district; and properties designated as Landmarks, or located adjacent to a designated Landmark. Other projects/properties may be approved by the Landmark Preservation Commission. • The Design Assistance Program is intended for projects that will impact a building’s exterior, particularly those elevations that are visible from public streets. • Design Assistance Program funding can be applied towards more than one aspect of the same project using separate consultants, i.e., a mortar analysis and the design work can both receive funding, up to the $2,000 per property per year limit. • Owners of multiple buildings may apply for Design Assistance Program funding for up to five separate properties per year, unless otherwise approved by the Landmark Preservation Commission. • Funds are available on a first come, first served basis. Assistance Amounts and Deliverables • The City will provide a maximum of $2,000 per property per year. Depending on the scope of the project, the entire fee may be more. Any costs above the $2,000 maximum, or any costs incurred outside of the scope of the program, will be the sole responsibility of the property owner. • The consultant is responsible for providing a set of the plans or report (the “deliverables”) and an itemized invoice to both the City and the property owner. The City will pay the consultant directly, and will provide notice of this payment to the property owner. Application Process • Property owner meets with City Historic Preservation staff for an initial discussion. Receive/ download the Application Form and current list of Design Assistance Program consultants. • Property owner contacts, interviews, and selects consultant. • Owner submits completed Application Form, including property location, property owner name and contact information, consultant selected, nature of project, and full amount of anticipated charges. Staff will review the application and will notify the owner of the availability of funds. • Owner enters into a contract with the consultant. • Consultant submits conceptual plans or report to staff for approval, and provides an itemized invoice. The City will provide the Design Assistance funds to the consultant directly. • The Landmark Preservation Commission Design Subcommittee offers complimentary, no obligation reviews of projects. The owner, the consultant, or City staff may request a meeting with the Design Subcommittee of the Commission, for a complimentary, no obligation review of the design.
