I would like to thank you on behalf of Backflow Solutions, Inc (BSI) for the opportunity to submit a
proposal to the City of Fort Collins with regard to your backflow program.
Based on the specifications laid out in the RFP, BSI is uniquely qualified to administer the City’s backflow
program while meeting all of your specified needs. On top of our 15+ years of experience in
administering municipal backflow programs, BSI is also the inventor of the online backflow management
concept with our BSI Online tracking system for which we hold a Patent (#US-2012-0030250-A1). BSI
Online distinguishes itself in that it provides unmatched municipal access, allowing you to maintain
control of your program at all times, without any of the administrative hassles such as sending letters
and performing data entry of test reports. BSI is also well versed in performing backflow inspections,
having performed over 20,000 in recent years.
BSI is a corporation, headquartered in Illinois, with offices in Florida, Texas, South Carolina, Mississippi
and Coquitlam, BC. We currently administer backflow programs across the country. Clients include
Thornton, CO, Cleveland, OH, Carrollton, TX and Broward County, FL. We are well versed in conducting
Colorado DPHE regulations and are exceptionally placed to provide a seamless transition of your
program.

Backflow Solutions, Inc. (BSI) is the nation’s premiere backflow management firm. In the following
summary, we will provide a brief overview as to our firm’s qualifications, our methodology and blueprint
for providing the proposed services, an implementation plan and lastly, an account as to why BSI is the
right firm to administer the City’s backflow program.
Fort Collins, CO Project
BSI is grateful for the opportunity to bid this project. Our BSI Online system is being used across the
continent, and will provide the City with expert backflow tracking and reporting capabilities. A key
distinction of our services is that we will be assisting you in the management of your backflow program,
from providing customer service to your customers to sending all test due notifications. While allowing
you control with transparency. We have included a detailed description of our services and system, and
encourage you to view both our system (and any others presented) first hand, so that you may see the
benefits of each.
Qualifications
Founded in the mid 90’s, BSI currently manages and oversees backflow programs across the United
States, including Colorado. We are proud to count among our staff: a founding member of the American
Backflow Prevention Association (ABPA), former water operator and state plumbing inspector, a NICET
IV fire protection engineer, a mechanical engineer, licensed plumbers / backflow assembly testers,
MBA’s and University of Florida TREEO / Backflow Management certified personnel . Our team
members serve in countless backflow organizations, such as the ABPA (including the IL Chapter),
AWWA, APWA, NFSA and local rural water associations. We also provide countless hours of continuing
education classes through the AWWA with regard to backflow administration.
BSI has the unique distinction of being the singular pioneer of online backflow management, and
inventors of the country’s most recognized and widely utilized online backflow management program,
BSI Online. Our BSI Online system is the first of its kind, with a U.S. patent (Patent #US-2012-0030250-
A1 – See also Exhibit B). Our experience and innovation makes us exceptionally qualified in both the
implementation and continued management of your backflow program.
Services and Infrastructure
BSI is highly experienced in seamlessly implementing backflow programs in communities of all sizes,
including many with 100,000+ populations. We provide expert (and environmentally friendly) backflow
assembly tracking through BSI Online. BSI Online combines first class automation and web based
technology with our award winning backflow management personnel and service.
Through BSI Online, we will verify all tester licenses and credentials for companies and backflow testers
working in your City, along with the proactive tracking of all test kit / gauges for annual certification. BSI
will send multiple notifications to your water customers informing them of their annual backflow testing
requirements. We have gone to great lengths in implementing mailing procedures that combine
automation with hands on oversight to ensure that all notifications are sent out on time and to the correct,
responsible party. All test reports will be filed by the licensed contractors through BSI Online, which
automatically checks for passing or failing results (based on State and local standards), distributes

electronic copies of each report to both the City and contractor and collects a filing fee (paid by the
contractor) for each report. All filing fees are paid via our secure, PCI compliant site.
We deliver immediate, electronic notification to the City when a customer becomes non-compliant with
testing requirements, and BSI Online provides unmatched, real time reporting and searching capabilities
of your backflow data. Our friendly staff is extremely proficient in working with your water customers,
guaranteeing that no question goes unanswered. We provide the same level of exceptional service to your
local backflow testers, and will even assign to the City a dedicated contact person for any and all
inquiries.
Implementation
BSI is uniquely experienced in seamlessly implementing backflow programs including the initial database
setup, educating local contractors through face to face meetings and the overall tracking of several
hundred thousand backflow assemblies. BSI has a dedicated Program Implementation Team (PIT), who
will work closely with the City in starting your program. The PIT team will build your database from the
City’s existing records (both electronic and paper records) and will use those records to identify all
licensed contractors performing backflow testing within your City. BSI will then conduct several face to
face meetings with local testers, like we did when we started the program in Thornton, CO, to educate
them on the new program and procedures, plus all of the benefits of using BSI Online.

Inevitably, it comes down to a matter of trust and capability; for instance, is this firm going to continue to

tasks) we provide a complete backflow management package. Our BSI Online system allows you access
to all of your data, complete control of the program, extensive reporting features to comply with CDPHE

entry, tester verification and answering customer phone calls. Our program is funded entirely by a filing
fee paid by the backflow testers (described in detail in the body of the bid) versus traditional software
which can run into the tens of thousands of dollars, BSI Online is the most cost effective solution
available.

leader in the industry we have to strive to improve the world around us. Even through the ultimate goal
is to make a profit we know that everything we do affects the world as a whole. That is why we created
the online program.
Environmental Sustainability
Traditional backflow programs have always relied on a large amount of paper. BSI Online was designed
to be an environmentally friendly program. When inventing this system, our goal was to create a
backflow program that minimized the amount of paper that would be needed. BSI Online has been able to
reduce the amount of paper used in a typical backflow program by 93%. We have harnessed technology
and innovation to create a system that only uses paper for the actual letters that are sent to your water
customer, and this is still the most legally recognized way to do so. All other reports and correspondence
are done electronically.
Our goal to reduce our carbon footprint also extends within our company through the use of
environmentally conscious office supplies and recycling efforts.

BSI has over 15 years’ experience in administering municipal backflow programs.
The level of experience of our company as a whole, as well as our individual staff
members, is unmatched by any other firm in the industry, as the principals in our
company have been dealing in backflow data management for over 30 years.
Through the years, we have assembled a team of industry professionals unlike any other management
firm. From the president of our company (who has written Illinois State backflow regulations and is a
founder of the ABPA) to the customer service representatives that speak with your customers every day,
each team member of BSI brings unique knowledge and qualities to our company.
While other firms primarily specialize in software development or backflow testing, BSI was founded
with the express purpose of protecting water resources and assisting municipalities with the

As backflow regulations have become more prevalent, BSI has been the driving force behind the
evolution of third party backflow management. We were the first firm to provide complete, full service
backflow administration to municipal water purveyors, allowing these purveyors to protect their water
supply and comply with an unfunded mandate.
Several years ago, we recognized the landscape of management would be changing, as municipal budgets
continued to dissolve and manpower was at a premium. Thus, we used our expert knowledge of the
industry to invent an entirely new concept, which was a web-based backflow tracking system that was
infinitely more cost-effective to the municipality. BSI Online is completely contractor driven, and it is
currently providing highly effective, environmentally conscious backflow management to municipalities
across the United States.
Within the past year, several backflow testing companies / management firms have attempted to replicate
our online management services and technology. While a select few of these companies have very

years of experience with online management, first-hand knowledge of the industry and history with

necessary to ensure that all questions are addressed in a courteous, respectful and expeditious manner.
As a convenience to your customers, we provide a myriad of customer service avenues, including an 800
number, email contacts and a 24-hour emergency line.

will provide the City with designated contacts ensuring that there is always a person waiting to assist you

To summarize the start-up process, the PIT team will acquire all of the City’s records and will reconcile
electronic and paper data, identify proper mailing addresses and expertly build your database. The team
will also establish any special procedures the City would wish to implement, formalize the notifications
that will be sent, work with the City on education efforts and establish start dates and benchmarks.
Whenever BSI enters into a new community, we perform countless face to face meetings with the local
backflow testing companies so that they can become acclimated with our BSI Online program and
procedures. This aids the transition and puts a physical presence to the online program. The testers can
rest assure that we will be available for any assistance that they need with the program.
Transitioning from an in-house program to a third party, online management system presents a certain
amount of change to all parties involved. BSI is the singular firm with the experience and staff to provide

BSI believes in the free market system, and we welcome competition in the industry, as we feel it drives
us all to be better firms. As a matter of practice, we certainly prefer to speak on our company’s
qualifications, innovation and exceptional track record, rather than to sell on the shortcomings of our
competitors. However, it is important to explain what differentiates BSI from other backflow
management firms, which we will do in this proposal in the most respectful manner possible.
BSI currently administers online backflow programs in 20 States, including
Colorado. BSI’s competitors are only administering online backflow programs in a very small
number of areas; the largest firm to our knowledge has none in Colorado.
BSI invented the entire concept of online, backflow management, with our
system, BSI Online. BSI Online has been successfully implemented and running in
communities for many years. Our competitors all began marketing “similar” online backflow
management systems less than 2 years ago. Their systems are still in their beta testing phase, with
one system yet to go live in a single community. More importantly, BSI holds a U.S. Patent on
technology related to online backflow management.
BSI Online is an extremely user friendly, yet sophisticated backflow
management system. Over the past few years, we have consistently added new features to
our program to enhance each user’s experience. For example, BSI Online is the only
system to provide comprehensive, real time reporting, unmatched
municipal access (so that you can always retrieve your records) and complete
customization. Conversely, the untested systems provided by our competitors act more as
simple test submittal portals without the customization, real time reporting, access and security of

BSI is the only firm to conduct face to face meetings, across the country with
local backflow testers when starting a program. Of our competitors that have
actually implemented their systems, all started their programs with a simple fax to the local

BSI has been administering municipal backflow programs for over 15 years
for communities of all sizes (many in the 100,000+ population range). Our
most experienced competitor has been doing so for only a few short years and the other firms
have been in the backflow management industry for less than 15 months.
BSI’s infrastructure is well equipped in both staff and resources to

The Backflow Solutions, Inc. (BSI) Team has been assembled from industry professionals. Each of the
key personnel were hand-picked based on criteria such as knowledge and experience, with the goal of
producing a collective team that would be able to meet all the needs of a municipal backflow program.
Proposed Team
The team that will be in charge of administering the City of Fort Collins’ backflow program will consist
primarily of Brad Stancampiano (Executive Vice President), Jody Hill (Director of Field Operations) and
Christine Walsh (Vice President).
BSI maintains a highly trained customer service staff that will be assisting your customers, licensed
plumbers and backflow inspectors, and an in-house IT / Graphic Design department. The City will be
assigned two direct contact liaisons: Christine Walsh for day to day operations and Jody Hill for
technical questions.

Operational Plan and Narrative of Services
Introduction
The objective of this section is to explain in detail how BSI will deliver on the services outlined in the
RFP. We will expound on our management methodology and logistical blueprint, while also providing
comprehensive information on our BSI Online system. Ultimately, our goal is to provide you the pertinent
information needed to make an informed decision; one which we hope will lead to a long and beneficial
partnership between BSI and the City of Fort Collins.
Scope of Services
To best explain the BSI online system and the services we will provide the City, we have broken up the
narrative into two sections: Development and Implementation.
Development
The Development Phase for the City of Fort Collins’s annual backflow tracking program will consist of
constructing a working database of customers and backflow assemblies.
Program Start Up
Database
BSI currently manages and tracks, on a daily basis, backflow assembly information on several hundred
thousand backflow assemblies, making us well equipped to track any and all assemblies identified by the
City of Fort Collins. The BSI Program Implementation Team (PIT) will construct your database from
existing paper and electronic records. Regarding the electronic records, the PIT team is expertly qualified
at managing and building databases, and is proficient at extracting data from other electronic formats (for
example, systems such as XC2, Tokay and BPMS).
The BSI PIT team will also garner information from your existing paper backflow records. This process
allows us to identify any inconsistencies or inaccuracies between the hard copy reports and the City’s
electronic records. We are then able to reconcile all backflow data to provide a clean and accurate
database from which to begin your program.
During this phase, we will also incorporate any additional, customizable fields that
the City wishes for BSI to track. BSI Online is easily manipulated to include the tracking of any
additional information the City requests.
As a proprietary, value added service, we will incorporate updates as available to both customer records
and the inventory of devices. BSI will also provide an overlay review of your existing database /
inventory to look for gaps or properties that would typically require backflow protection but are currently
missing backflow prevention records.
Escrow
Upon the completion of the development phase and construction of the City’s database, BSI will place in
escrow our BSI Online program’s source code, as well as any pertinent backflow assembly data (if the
City so chooses). BSI will provide updates and code changes as necessary to the escrow account. Should
BSI go out of business, the escrowing firm shall be directed to turn all pertinent information over to the
City of Fort Collins. The escrowing firm will be chosen and agreed upon by BSI and the City of Fort
Collins.

Training and Education
In addition to the tester meetings, BSI has many educational and instructional supplements to assist
testers with using the system. These supplemental brochures are available in PDF format, so that they can
be easily transmitted and sent to testers requesting assistance. Our in-house IT and Graphics Design
Department is also available to assist the City with the development of additional public educational
materials at no additional cost.
Implementation
The City of Fort Collins has identified various services to be conducted during the implementation and
ongoing tracking phase of the program. These services include the issuance of annual test due
notifications, online report submittal, verification of credentials, reporting and customer service. We have
taken the liberty of dividing this section into the three parties directly affected by the services outlined,
i.e. the water customer, testers and the City, and have detailed the proposed services therein.
Category 1: Water Customer
As the individual owner of the backflow assemblies to be tracked, the customer is an integral part of your
tracking program. Our job is to make sure that all information regarding the testing requirement is
properly conveyed to your customers, and that we are available to answer any questions they may have.
Details of the customer deliverables are as follows:
General
BSI will send all customer notifications via U.S. Postal Service. All customer notifications will bear a
City of Fort Collins logo, but will include our return address, so the City is not burdened by any returned
mail. Our staff will research returned mail due to vacancy, occupancy changes, etc. for correct mailing
addresses and will resend notifications as needed at no extra cost to the City.
Customization
All of our notifications are customizable to the City’s preferences – we can include any specific
information you would like, such as City code / ordinance references, specific City requirements,
educational information, etc.

Notification Schedule
BSI will send multiple notifications to water customers based on City specifications and a schedule
agreed upon by both the City of Fort Collins and BSI. Our standard schedule is to send the initial
notification 30 days prior to the due date, with a subsequent, overdue notice (if needed) the day after the
due date. However, all letter schedules are completely customizable to the City’s specifications.
Customer Participation
BSI encourages customer participation in a number of ways. For instance, we include the name and phone
number of the last test company of record on each notification sent. This makes it easier for people to
reach their tester, especially as 92.4% of customers use the same company year after year, but might not
always have a phone number on record. We also email the last test company of record when the initial
notification goes out, which encourages communication between the customer and testers, and thereby
leads to increased compliance (this process would be pending customer approval). Lastly, and as
mentioned previously, we can customize any letter to include additional information that the City would
deem helpful or necessary.
Customer Confirmation Number (CCN)
When we invented BSI Online, we immediately understood the need for a unique identifier (other than
the assembly serial number, which at times could be unavailable or misread due to wear and tear) that the
contractor would use to access their customer’s records within our system. Such a unique identifier
provides extra layers of security, as it prevents data mining of the program and protects confidential
customer information. Each customer is assigned a unique, Customer Confirmation Number (CCN) that
the customer will provide their contractor of choice for secure report entry into BSI Online.
Customer Service
Above all else, BSI prides itself on our customer service. We consider our communities to be a part of our
family, and your water customers are treated as such. When they contact BSI via our 800 number, they
will speak to a live customer service representative who can answer questions about backflow and the
testing requirements. We are always available to provide your customers with educational information
and copies of their test reports. We also provide educational material on our website to help explain the
dangers of backflow incidents and unprotected cross-connections. In addition, we provide your customers
with methods to contact us via email, as well as a 24 hour emergency line.
Category 2: Testers
BSI takes great steps to educate the testers in using the BSI Online system, through personal meetings /
seminars that have been refined over years of experience. BSI Online is also designed to ensure that only
qualified, City approved testers are filing reports in your community. The following summary details how
BSI will meet the required deliverables for testers.
Report Submittal
BSI Online is the first of its kind (U.S. Patent #8,463,823) in merging online report submittal into a fee
based system. With BSI Online, all backflow reports are submitted via the BSI Online system. There are
many benefits with this method, which include:

Real time data: All reports are automatically accepted into the system the instant they are filed.
No lag times for municipal data entry. In addition, this allows for instant notification to the
City of failed test reports.
Easy submittal process: BSI Online pre-populates much of the report information, such as
constants like the physical address or assembly information. This allows for fast and easy
report entry by the tester.
Customization: The BSI Online report is customizable to City of Fort Collins standards,
specifications and licensing requirements. We can also customize the report to include additional
fields / questions per City requirements.

Complete reports: BSI Online ensures that all information is filled in for a test, thereby
eliminating the problems of reports missing information, difficult to read faxes or handwriting,
etc. All reports are typed and easy to read.
Notification of failed reports: BSI Online automatically computes if a test fails based on
the report entered by the tester, and notifies both the tester and City. Pass / fail standards are
constructed specific to City of Fort Collins and State of Illinois standards.
Security: All BSI Online reports are kept indefinitely in the BSI Online database, which is backed
up continuously on multiple, secure servers. This ensures both uninterrupted service and
that your information is highly protected.
As BSI Online is currently being used in countless communities, we have been able to constantly improve
and optimize our system so that it is a very user-friendly program. The test submittal process is easy for
the tester to complete, whether they are extremely tech savvy or with only basic computer knowledge.
Should it be needed, BSI is capable of accepting fax reports directly from the tester, and will work this
out on a case by case basis with the applicable testers.

Tester Verification
BSI Online is the only backflow tracking system capable of monitoring an
unlimited number of tester credentials within the system, including real time color
coding and the ability to upload certificates online.
We take a very proactive approach to this process, to ensure those testers working in the City of Fort
Collins meet all specified requirements. Steps include:
During the start-up phase of your program, BSI will work with the City to establish any and all
credentials that will be monitored for both testers and their respective companies. BSI Online
allows you an unlimited number of tester credentials, so for instance, we can track both a State of
Illinois license and an individual City license at the same time.
BSI Online will also track test kit calibration certificates to verify that all applicable gauges have
been properly calibrated and are up to date.
BSI obtains hard copies (when applicable) of all tester licenses and test kit calibration certificates
to ensure validity. Testers even have the ability to upload these certificates directly to BSI Online.

license and test kit is vetted by BSI staff before being activated.
BSI Online provides testers with a real time dashboard, that they will see
each time they log in. This dashboard shows all testers and test kits for their company, along
with expiration dates of licenses / test kits. As an expiration date grows closer, the date will
change colors from green – yellow – orange - red to stress urgency with updating the information.
This provides a helpful and easy to view way for testers to keep track of their licenses and test
kits. Once a license or test kit turns red, that tester / test kit is locked out of the system until
proper documentation is received. This proactive approach is intergral to the integrity of your
program.
Payment
BSI Online provides mulitple payment methods for your testers. We accept all major credit cards (Visa,
Mastercard, American Express and Discover). Our system operates on a secure portal, meeting all PCI
compliance requirements for internet commerce. All information is encrypted, and we never store or view
private credit card information.

BSI Online also allows testers to set up a pre-paid account within the system. For instance, a tester would
send in a check for X amount, and then the applicable filing fee will be deducted from their account each
time a report is filed. Any discrepancies or questions are resolved in a quick and efficient manner.
Receipts for each transaction are immediately emailed to the applicable testing company upon report
submittal / payment. Each receipt is stored in BSI Online, so that the tester can access it at any time.
One unique feature about BSI Online is the ability for a tester to split up receipts
based on address. For instance, if a tester files reports for 5 different properties in
the same transaction, he/she has the ability to print one receipt, or 5 individual
receipts separated by property. This feature is extremely helpful to the testing
community for bookkeeping purposes.
Customer Service
BSI provides exceptional and personal customer service to all testing companies and testers working in
your community. Our well trained staff is available to answer questions from your testers, who can be
assured of speaking with a live customer service representative and not an answering service or voicemail
machine. We also provide an email address that testers can submit their questions or comments to, and
lastly, we provide a 24 hour emergency phone number. Within BSI Online, we have the capability to post
messages to your testers, which will immediately present when they log into the system.
Our company policy is that all questions, whether phone or email, will be answered within 24 hours.
Category 3: City
BSI Online is distinctive in its ability to provide extensive municipal access and
reporting without the purchase of additional software. BSI Online is the preferred
system for municipal backflow management because it allows the municipality an
unprecedented level of access and control, in addition to customizable, exportable
reports. Addressing the specific deliverables specified in the RFP:
City Access
BSI Online will provide secure access into the system for as many City employees as you would like.
Each user will have their own unique user name and password.
Searching: BSI Online provides exceptional searching capabilities. You will be able to look up
specific information regarding your water customers simply by entering an address, business
name, backflow serial #, etc. You can access all past test reports entered in BSI Online for the
City of Fort Collins, and these reports are all stored indefinitely. We like to call it Google for your
backflow program.

Testers: The City will also be able to access information regarding the testers working in your
community, so that you are always aware of your local contractors.
Dashboard: City users will also have a dashboard that collects pertinent data and is displayed
upon login. The City dashboard contains a comprehensive list of all failed backflow assemblies,
as well as a real time, non-compliant report of all customers delinquent in annual testing.

Test Reports: All backflow test reports are immediately emailed to the City upon submittal. These
reports can be sent directly to any specified email address. Each subject line of the email lets you
know if the report passed or failed. All reports are also stored in the system indefinitely, and are

Reporting
Unlike other systems that only provide periodic reporting (i.e. on a monthly basis
or only on request), BSI Online provides real time data and reports that can be
generated based on your time parameters. Our reports are unique in that we will
customize both fields and reports to fit your requirements, with all reports being
easily exportable into Excel spreadsheets.
BSI Online reporting features are:
Customizable: BSI Online is designed to allow the City the ability to generate reports to assist in
your backflow management program. We will customize any report needed, including additional
fields specified by the City (such as a water services number). Our reports will be based on your
parameters (for instance: Number of tests submitted in a given time period, Number of test
reports failed, Number of overdue tests, etc.).

Exportable: All BSI Online reports are easily exportable with two clicks of a button into Excel
spreadsheets (in .XLSX, PDF and CSV formats). These spreadsheets provide
immediate back-ups of your data (including full, electronic data dumps),
and also allow for GIS integration.
Real Time: All BSI Online reports are in real time. If a test report is filed for a customer currently
listed as non-compliant, they are immediately updated in the system. This real time reporting
provides the most accurate data for your program, so that you are never working off of outdated
information.
Lastly, BSI would like to stress that all of your City information within BSI Online
belongs to the City of Fort Collins. You will always have access to your records, and
we never charge you to retrieve your data.

Representation
The BSI Online system is secure and trusted. At the City’s behest, BSI will act as your representative at
any regulatory Colorado Department of Public Health and Environmental (CDPHE) inspection. Our staff
will be available to answer any questions the regulatory inspectors may have.
Fee Structure for Annual Tracking
BSI Online is the first and most widely recognized 3rd party, fee based system. The BSI Online program
allows a municipality to administer a comprehensive backflow tracking program and is fully funded by
applying a $9.95 filing fee for each backflow test report.
The way the system works is that the testing company filing the test report will pay a $9.95 filing fee, for
each report at the time of submittal. We do not assess late fees or registration fees, and at no time will the
City ever be responsible for collecting fees.
BSI will notify, in advance, all local backflow testing companies of the fee structure. The first month of
any BSI Online system is a “grace period” month, where test companies can submit all backflow reports
with no filing fee. This is to allow each company ample time to make business decisions regarding the
fees, and give everyone time to become acclimated to the program. Our goal is to work with the testing
companies and consumers, and we go to great lengths to do so.
When BSI first invented this system, we realized immediately that some cities/counties (who were
already charging filing fees or who were looking to recoup costs) would like to add additional money
onto our filing fee, such as Thornton, CO. This feature has been a part of BSI Online since its inception.
All additional money added is rebated monthly back to the City, based on the number of reports filed via
BSI Online the previous month.
BSI Online can set up electronic processing, so that the rebates can be electronically transferred to the
City on a monthly basis, and we are also capable of creating specific reports within the system to aid in
your accounting practices.

Projected Timeline
The following is an estimated timeline for implementation of your Backflow Program. Dates will
be established upon award of contract, and based on the projected schedule listed in the RFP.
Program Start-Up Meeting – to take place immediately after award of contract and
council approval. At this time, BSI will establish any additional, specific requirements for the
City, and obtain pertinent backflow records. Begin data conversion
Tester Training – Will take place within 30 days of program start-up. Meetings will be
conducted in person, preferably in a City building. BSI will conduct several meetings for each
group (as needed).
City Staff Training – Will take place within 30 days of program start-up. Can usually be
accomplished in one session, but we will adjust as needed.
Data Conversion – Will be complete within 60 days of program start-up. Timeline is
contingent on the City providing applicable records in a timely manner.
BSI Online Goes Live – Program will be live (letters being sent, reports being filed online)
within 75 days of program start-up.
Please note, BSI has performed start-ups of municipal programs for over 15 years, across the
United States and Canada. We are well staffed and able to meet accelerated timelines if needed,
at no extra cost to the City. Our goal is to be as flexible and helpful as possible to make sure your
program is started both correctly and in adherence with your schedule.

Golden Technologies’ Administrators offer the following information for the onsite Data Center located in
Valparaiso, IN. The GT Data Center incorporates the best practices in security and redundancy, including
backup power, state-of-the-art environmental controls, and 24/365 monitoring and various levels of
support. Only authorized personnel are permitted in the center.
SSL Encryption: 2048 bit RSA keys with AES-256 bit encryption (if the browser supports it).
Firewalls: All traffic in and out of our datacenter goes through dedicated firewall devices that utilize
industry proven filtering technologies. In addition to this we firewall traffic that passes between the
isolated internal subnets.
Further detail:
• Storage Area Network – Golden Technologies uses a robust server farm with true data redundancy and
imaging software where applicable. Offsite data storage is utilized for complete security.
• Audit Systems – Random and periodic audits are run on the hardware and software infrastructure. This
is to ensure the overall integrity of each component used in the Data Center.
• Environmental Systems – Golden Technologies has redundant HVAC units that are monitored with real-
time remote temperature sensors. Temperatures are set for an optimal equipment running environment.
In the event that the temperature exceeds or diminishes, the alarm is triggered and the appropriate steps
are taken to rectify the situation.
• Electrical Systems – Golden Technologies has an individual circuit dedicated to the Data Center for
complete itemized power consumption via the local area gas and power utility company. As a redundant
layer of power, a gas powered generator is used for immediate and seamless energy if an outage would
occur. Additional power assistance is supplied through more than 25 UPS’ that are deployed in the Data
Center.
• Internet Redundancy – Four Internet T1 data lines are the primary connection to the Data Center for
Internet connectivity. As a secondary measure a broadband connection is in place as a failover connection.
Both lines are monitored and load balanced 24/365.
• Surveillance Systems – Secure IP based video cameras are placed throughout the Data Center and
surrounding the property. These cameras are reviewed remotely and real-time 24/365. The data from the
video is kept and backed up in case of a need to review past video. No external access is available unless
deemed necessary.
• Human Monitoring – Golden Technologies’ system administrators are on call and onsite 24/365 for
complete “onguard” support. In case of an emergency a technician will notify our support group and the
proper channels of issue resolution will be executed.
