Civil Site Engineering and Design Services
Dear Rick,
Attached is the project scope and fee estimates based on our discussions for the project.
Description
Interwest Consulting Group (Interwest) will provide civil engineering services for the design of S. Lemay Ave.
between Mulberry and Magnolia Street along the Woodward Technology Center (WTC) Lot 3 commercial site
frontage in addition to the design of the dual southbound left turn lanes at the Lemay — Mulberry intersection.
The services to be provided as part of this Work Order will generally include:
• Final design for S. Lemay Avenue in accordance with the PDP design concepts south of Magnolia
Street along the commercial site frontage.
• Final design for the southbound left turn lanes at Mulberry. This design will be based on the
conceptual design prepared under a separate Work Order.
• Meetings and coordination with city staff and team members
• Preparation of Bid Documents (Plans, Specifications and Estimates)
• Construction support services
Scope of Services
Lemay Avenue between Magnolia and Mulberry (100% CD's and Bid Documents) - Prepare construction
level plans, profiles and cross sections for the following arterial improvements.
I. Plan and profile for the improvements across the WTC Lot 3 commercial property frontage. These
improvements will include curb, gutter and sidewalk and storm drainage systems along the west side
of Lemay from Magnolia to the Mulberry Intersection as well as modifications to the existing median
required for the additional southbound left turn lane at the Mulberry intersection. General notes,
details and roadway cross sections will be included.
2. Intersection improvements at the Lemay - Mulberry intersection to accommodate the additional
southbound left turn lane with traffic signal modifications (if required) by the City. These intersection
modifications will include adjusting the existing pork -chop right turn lane as well as modifications to
the existing Lemay northbound left turn lane on the south side of the intersection.

Estimated Fee: S34,000
Construction Services - The fee below is a standalone estimate for construction services of the work in and
adjacent to the Mulberry right-of-way assuming that construction will be phased due to the timing of the
CDOT Mulberry Bridge project. If it is determined that both the Mulberry and Lemay portions of the project
can be constructed concurrently, this fee estimate may be reduced based on the portions previously approved
under the S. Lemay Work Order. Interwest will provide support services during construction including:
I. Site Visit — Interwest staff will visit the site up to three (3) times during the course of construction to
review items related to the civil engineering documents.
2. Shop Drawing Review — Review and approval of applicable civil related submittals to verify
conformance with the design concept.
3. Requests for Information (RFI's) — Responding to requests for information/interpretation of the site
civil drawings as required or needed. This task is not intended to cover site design changes or city
plan revisions.
Estimated Fee: $4,000
Record Drawings - Interwest will prepare one set of record drawings at the completion of the site
improvements for both Mulberry and Lemay utilizing the Consultant's drawings, GC provided field and survey
information and a final site visit. Surveying services to record as -built data to be provided by others. The fee
below is an incremental increase to the Record Drawing fee previously approved for the S. Lemay project.
Estimated Fee: $1,250
Reimbursable Items — Including prints, mileage, and deliveries, etc. The fee below is an incremental increase
to the Reimbursable Items fee previously approved for the S. Lemay project.
Estimated Fee: $1,000
Assumptions —
1. The following services will be provided by other consultants, the client, or under separate agreement
and are specifically excluded from this agreement
• Surveying services including topographic survey, platting, legal descriptions, ALTA surveys, etc.
• Structural Engineering design for roadway or urban design features
• Traffic Engineering services, including street light and traffic signal design
• Geotechnical reports including pavement designs
• Environmental studies and mitigation plans
• Utility potholes
• Poudre River floodplain modeling
• Landscape and Irrigation design
• Traffic Control Plans to be provided by the selected Contractor
• Stormwater Management Plan (SWMP) for State Permitting
2. Water quality measures will be incorporated into the Woodward site design
3. A storm drainage outfall will be required from the Lemay frontage to Water Quality Pond B proposed
to the south of the Woodward commercial area project. Required Drainage Easement legal
description(s) will be provided by the City Surveyor. Interwest will prepare the associated Exhibit.
4. The procurement of offsite easements or rights of way is not anticipated
5. No public outreach or open houses are anticipated
6. The previously approved PDP documents generally reflect the scope and geometry of the roadway
improvements and the scope and fees above are based upon advancing the previous design to the
construction document level
7. The previously approved conceptual design 44 for the southbound left turn lanes generally reflect the
scope and geometry of the intersection improvements and the scope and fees above are based upon
advancing the conceptual design to the construction document level. Improvements generally include:
• Rebuild north leg median, set west median flowline approximately 4' from existing east
median flowline
• Relocate one existing street light in median
• Two I V left turn lanes, two 12' travel lanes, one 8' bike lane, one 12' right turn lane
• Rebuild northwest pork chop island and northwest curb return
• No impact to southwest pork chop island or west curb flowline on south leg
Approximately 4.5' lane shift to the east through the intersection
• Rebuild south leg median, set east median flowline 4' from existing west median flowline to
shift existing northbound left turn lane approximately 5' to the west so northbound and
southbound lefts do not conflict
8. The CDOT Mulberry Street Bridge improvement project will be built concurrently or in advance of the
intersection improvements so it is assumed that the tie in point of the north flowline of Mulberry will
be per the proposed CDOT design and not the existing flowline location
9. The onsite improvements for Woodward shall be built concurrently or in advance of the roadway
improvements so it can be assumed that the future ground elevations at the right of way lines will be
completed prior to construction of the roadways
10. The design, review and approval of the construction documents will follow a modified city capital
improvement project process and schedule to enable the projects to be construction ready at the same
general time as the onsite Woodward improvements. Courtesy reviews by CDOT are anticipated;
however, the plans and specifications will not be prepared in CDOT format and will not require full
FIR/FOR reviews or clearances by CDOT staff.
11. Plans will be prepared as a single phase and separate construction phasing plans are not included in the
scope of services listed above. However, due to the uncertainty of the construction timing for the
CDOT Mulberry improvements it is anticipated that work within the Mulberry right-of-way may be
delayed relative to the work along S. Lemay. Therefore, the Construction Services listed above are
assumed to be a separate construction sequence and cannot be combined with the previously
contracted Lemay services.
