AIR QUALITY CONSULTATION SERVICES FOR
REVIEW AND ANALYSIS OF DRAFT AIR PERMIT
SCOPE OF SERVICES
Background
Martin Marietta Materials (MMM) operates a hot mix asphalt plant located within Larimer County at
1800 N. Taft Hill Road just outside the city limits of Fort Collins. Larimer County (County) and the City of
Fort Collins (City) will be reviewing and providing public comments on a draft air permit to be issued by
the Colorado Department of Public Health and Environment (CDPHE) for the asphalt plant. The County
will be engaging its Environmental and Science Advisory Board (ESAB) to review the draft air permit and
provide comments to the County Commissioners. The City will be engaging its Air Quality Advisory
Board (AQAB) to review the draft air permit and provide recommendations to City Council for
submitting comments to CDPHE during the 30-day public comment period. The ESAB, AQAB, and
County and City staff will be asked to review background and supporting documentation included with
the draft air permit as well as information presented by Citizens Against Asphalt Toxins and MMM.
In order to more fully inform the review of the draft air permit, the County and City are collaborating on
procuring the services of Air Resource Specialists, Inc. (ARS) to perform air quality consultation services
as outlined in this scope of services. The costs for these services w6be shared equally by the County
and the City.
Tasks
1. Review Draft Air Permit Emissions Inventory and Permit Conditions
ARS will conduct a technical review of the assumptions and calculations used to compile the air
emissions inventory in the draft permit. ARS will review the terms and conditions contained in the draft
air permit. The purpose of this task is to answer the following questions:
• Are estimated plant emissions reasonable and consistent with emissions data from other
asphalt plants?
• Have facility -wide emissions been appropriately calculated and used to determine
characterization of the source and the applicability of state and federal regulations?
• Are the proposed emission limits and other permit conditions appropriate and comprehensive?
• Are there additional requirements and compliance measures that should be incorporated into
the permit that would provide additional protection of public health?
• Are there voluntary measures that MMM is considering or has implemented that should be
incorporated into the permit?
2. Review and Analyze Air Dispersion Modeling
ARS will conduct a technical review of the air dispersion modeling performed by CDPHE in support of the
draft air permit. As part of this task, ARS will obtain the air modeling files and documentation from
CDPHE to confirm the appropriateness of modeling inputs and parameters. ARS will determine if the
base modeling files can be used to conduct additional modeling runs and if appropriate, conduct up to
two additional modeling scenarios. ARS will determine if CDPHE's modeling results can be used for
scaling (or other methodology) to determine concentrations of other air pollutants of concern (see task
3). The scope of this task also includes answering the following questions:
Has the modeling been performed in accordance with standard modeling protocols and
guidelines?
Are the modeling inputs consistent with proposed permit limits and conditions?
Have appropriate meteorological, terrain, and facility characteristics been utilized in the
modeling?
3. Provide Analysis and Recommendations to Address Hazardous Air Pollutants
ARS will review the analysis of hazardous air pollutants included in the draft air permit and will provide
recommendations on additional permit conditions for hazardous air pollutants particularly with regard
to benzene and polycyclic aromatic hydrocarbons. ARS will evaluate how hazardous air pollutants have
been addressed in air permits for comparable asphalt plants in other jurisdictions. ARS will use
extrapolated modeling results to compare predicted concentrations of hazardous air pollutants to
established unit risk factors, reference concentrations, or threshold limit values.
4. Provide Assistance with Request for Public Hearing
ARS will compose a draft letter to CDPHE requesting a public hearing to be conducted to hear public
concerns with the draft air permit. Specific justification for the public hearing will be included in the
letter. The County and City will independently review the draft letter for their potential submission to
CDPHE.
5. Summarize Results of Tasks 1 through 3 in a Technical Memo
ARS will record the results of tasks 1 through 3 in a technical memorandum to be completed by May 5,
2014. An electronic copy of the memo will be provided to both the County and the City.
6. Attend and Present at Board Meetings
ARS staff will attend the Larimer County Environmental and Science Advisory Board meeting on May 13,
2014 and the City of Fort Collins AQAB meeting on May 19, 2014. ARS will prepare and present a
presentation that summarizes findings from tasks 1 through 3.
The results of the ARS technical analysis and contract deliverables shall become the sole property of the
City and County. The City and County shall have the right to use, publish, release, and distribute such
material at its sole determination and discretion.
Period of Performance and Not to Exceed Cost
The period of performance for this scope of services is April 14 — May 31, 2014. Key project milestones
include:
1. Submit Technical Memorandum May 5, 2014
2. Attend Larimer ESAB meeting May 13, 2014
3. Attend City AQAB meeting May 19, 2014
The costs for this scope of services will be shared equally between the County and the City. The service
agreement will include a not to exceed amount of $7,200.
