Re: MAX BRT Sidewalk and Retaining Wall Design Services provided by Interwest Consulting
Project Staff requests a purchase order for Interwest Consulting Group INC. for the design of a 6'
sidewalk from the Spring Creek Station to College Avenue as a part of the MAX BRT project. The
proposed sidewalk will provide a direct route from the Spring Creek Station to College Avenue deterring
commuters from using private property for access. Interwest Consulting Group, INC design services will
be provided through an existing federally procured contract with the City and would have the ability to
provide time efficient design plans. The scope of work includes topographic survey, sidewalk design, and
delivery of draft and final plans. The design will take approximately six weeks from work order execution
to delivery.
I have included the engineer's estimates for the sidewalk improvements provided by Interwest Consulting
Group INC in the amount of $9,450.00; in support of the attached Independent Cost Estimate (ICE) in the
amount of $10,332.90. Hourly rates used in the ICE were taken from the Michael Baker Inc. contract
PG# 9957149. As such, I believe the requested budget of $9,450.00 is reasonable for the design of a
sidewalk and recommend approval.

Additionally, Northern and its consultants, if any, shall be paid for reimbursable expenses
incurred in the interest of the Project Reimbursable expenses will be invoiced at cost
plusl0%. Reimbursable expenses mean the actual expenses incurred directly in

Project Description and Scope of Services
Dear Erika,
Attached is the project scope and description:
Description
INTORWIOSTCONSULTING GROUP
Interwest will work with your department to design a sidewalk connection from the MAX stop at Whole Foods
east to College Avenue through the existing parking lots (approximately 600 LF). Parking lot reconfiguration will
be necessary for this connection.
Scope of Services
Topographic Survey — King Surveyors will provide a topographic survey with platted property lines in the area
shown below. King will call 811 prior to the survey, but will not pay for private utility locates.
Estimated Fee: $2,600
Easement Descriptions and Exhibits — King Surveyors will provide access easement descriptions as needed for
the project. The cost per description will be $450 and it is assumed at this time that three (3) easements will be
needed.

Sidewalk and Parking Lot Reconfiguration Plans — Interwest will prepare a construction plan showing the new
proposed sidewalk, parking lot curb modifications, striping modifications, surface utility relocations, .tree and
demolition and proposed grading for the new sidewalk area. Project quantities will be provided for the City's use
during estimating and construction.
Estimated Fee: $5,400
Reimbursables— for prints, mileage, and deliveries, etc.
Estimated Fee: $100
Assumptions-
1. No underground utility relocations will be required for the project.
2. No structural engineering (retaining walls) will be required for the project.
3. Pavement section will be provided by the City (some standard patch from MAX).
4. No specifications will be provided — it is assumed that all construction will fit with some existing
specification in the MAX contract documents.
5. Interwest will not provide CM or CA services.
6. No entitlement process (City planning process) will be required.
7. The City will coordinate the project with the impacted property owners.
Schedule
We can proceed immediately with this project. We would anticipate approximately 3 weeks to obtain the survey
and then another 3 weeks for a first draft of a plan (in coordination with you for parking lot impacts).
