Description of BID 7572: Fort ZED Marketing & Community Engagement Services
OPENING DATE: 3:00 PM (Our Clock) November 8, 2013
To all prospective bidders under the specifications and contract documents described
above, the following changes/additions are hereby made and detailed in the following
sections of this addendum:

EXHIBIT 1 – QUESTIONS & ANSWERS
1. Is a scoring advantage awarded to firms located within Fort Collins?
Response: No; the City of Fort Collins does not have a Local Preference.
2. Page 13, Project Drawings – The statement in question appears in the sample
contract. Please clarify the following items in regard to the request for AutoCAD
formatting of projects:
a. Please confirm if this statement is applicable to the project(s) being
requested, or if the City is anticipating removal/revision of the statement in the
final contract document (as opposed to the sample contract).
b. In the event that the statement will remain in the final agreement, please
provide an overview of the types of images or system prototyping the will be
incorporated and requires AutoCAD files as opposed to traditionally utilized
graphic design file formats (example: Adobe Illustrator, Photoshop, etc.).
Response:
a. No, this statement is not applicable to this project, and will be removed
from the final contract document. The sample contract is a generic
template which the buyer customizes to the specific project as part of the
contract award process.
b. Not applicable.
3. Page 14, Subcontractors – Assuming that this clause applies to the creative development,
strategic planning, and execution – please confirm that use of subcontracting for items
such as printing services is acceptable with prior approval by the City.
Response: Yes, that is fine. What is intended here; is that sometimes firms will
partner with other firms to provide a variety of services under one lead agency.
For example in this Project; a Marketing firm may want to partner with a firm that
specializes in website work or in conducting customer surveys. All the City is
saying is that the Marketing firm who is awarded the project and signs the
contract with the City is responsible for the work of those subcontractors who
operate under them, and the City would like to know in advance who is doing
what. Another example is; the City would be more interested in who is doing
Graphic Design work for the prime contractor, than who is printing a flyer.
4. Page 5, List of Project Personnel – Please answer the following questions to clarify the
statement, “The resumes shall include at least three references from previous
assignments.”
a. Is this statement requesting that we make reference to past projects that are
similar or requesting professional references (beyond those requested
‘Qualifications and Experience’)?

b. If professional references, are you requesting them for all personnel or only
partners and subconsultants being used?
Response:
a. Under List of Project Personnel; we want to know whom from the firm’s
staff is going to be assigned to our project. Then we would like to know
what other projects have they worked on specifically where they
performed similar tasks to what they will be doing for us. Under
Qualifications and Experience; we are asking about the experience of the
overall Firm. Depending on the size and age of the firm; these responses
may be similar. If that is the case, just indicate so; there is no need to type
the same information twice.
b. We would like to know the background of the main players responsible for
the success of our project.
