Dear Ron:
Pie Consulting & Engineering (Pie) is pleased to submit this proposal for air barrier
performance testing of the South Transit Center project in Fort Collins, CO.
One, 4,395 SF, 1-story Transit Center building will be tested in accordance with the City
of Fort Collins Building Air Leakage Testing Protocol. Testing will exclude the service
area as it is partially conditioned space.
These services are further defined below.
AIR BARRIER PERFORMANCE TESTING
SCOPE OF WORK
1.0 Scope of Services
1.1 Air Barrier Performance Testing
A. Testing Schedule
Pie will test one, 4,395 SF, 1-story Transit Center building during one
mobilization. The mobilization includes the following:
Preparation and delivery of an air barrier test plan submittal package.
Conference call with the client prior to testing to review submittal
package.
Building Preparation Measures for Air Leakage Testing.
1 report.
B. Air Barrier Performance Testing
Pie will provide the staffing and equipment necessary to conduct air
barrier performance testing in accordance with the following recognized
standards and per the City of Fort Collins Building Air Leakage Testing
Protocol:
ASTM E779 (2003): Test Method for Determining Air Leakage Rate by Fan
Pressurization

ASTM E1827-96 (2002): Standard Test Methods for Determining
Airtightness of Buildings Using an Orifice Blower Door
C. Reporting
Pie will prepare and issue a report that will include the following:
A summary of test procedures.
Collected data and log-linear regression analysis.
Equipment calibration records.
Infrared thermography test report with infrared images, and
corresponding digital images without written explanation for both.

Digital photographs from building preparation, testing, and smoke
diagnostics. (Required only if building does not pass)
D. Infrared Thermography and Smoke Diagnostics
(Required only if building does not pass)
Pie will conduct infrared thermography and smoke generation diagnostic
evaluation of the buildings air barrier in accordance with the following
recognized standards:
ASTM C1060-90(1997/2003): Standard Practice for Thermographic
Inspection of Insulation Installations in Envelope Cavities of Frame
Buildings
ASTM E1186-03: Practices for Air Leakage Site Detection in Building
Envelopes and Air Barrier Systems
ISO 6781-1983: Thermal Insulation – Qualitative detection of thermal
irregularities in building envelopes – Infrared method
2.0 Exclusions and Clarifications
2.1 Base Services
A. Air Barrier Performance Testing
Follow-up air barrier performance testing can be conducted should
the specified air leakage requirement not be achieved; however, the
cost for these services is not included in this proposal.
Building preparatory tasks prior to air leakage testing by Pie is
included.
Identifying the boundary of the building air barrier (plane of air
tightness) and the test envelope square footage is the responsibility of
the designer of record.
B. Infrared Thermography and Smoke Diagnostics (if required)
A minimum of 10-degrees differential between inside and outside
temperature is required for effective thermographic imaging of air
leakage. This proposal does not include temporary heating or cooling
if the installed HVAC system is not operable at the time of testing.

The fixed fee pricing above includes Pie’s rates for 2013 through 2014 and related expenses.
