This equipment is housed across the BRT Transit network at the CSU Transit Center, Downtown Transit Center, South Transit Center, and at the Transfort Maintenance Facility. The contract specifications (Section 27 2129.13 as part of Addendum 1) and drawings (network block diagrams) were reviewed to'support this change request. The attached matrix summaries show the specified items and quantity versus those requested by the City IT Department through their vendor. This summary provides for the net change based on IT Department requests in network configuration through the construction phase. It takes into account the network equipment outlined in the referenced specification provided to contractors as part of Addendum 1. Also attached to this change review form is the CEI CCR, supporting change information from H&H Data Services and quotes from multiple vendors to support this change in contract cost. The review of this claim shows that the City IT Department requested multiple changes in the network equipment that does increase the contractor's cost. It also shows that many items claimed by H&H as extra were part of the original base bid through addendum 1 and are not compensable. Store layer 3 switchers under cover at a secure location at project site. Place in stacks of five units maximum, space by blocking, or minimum 4-inch high wood blocking. Do not store in a manner that traps excess humidity. Provide minimum '/4-inch space between each layer 3 switch carton to permit air circulation. C. Deliver layer 3 switches to MIS NetComm Project Engineer 120 days prior to the date of system testing for the project. 1.8 EXTRA MATERIAL A. Contractor shall provide one spare Layer 3 Switch to the MIS NetComm Project Engineer. B. Any extra materials or spare parts required for products installed shall meet the following minimum requirements: 1. In new, unused condition. 2. Packaged in protective covering for storage, and identified with labels describing contents. Extra materials shall be in original manufacturer's packaging, where practical. 3. Inspected prior to delivery. Replace any damaged or incorrectly supplied material. 4. Furnish inventory list of extra materials in a printed format and provided as a Microsoft Office Excel 2007 spreadsheet file. PART 2 PRODUCTS 2.1 GENERAL A. The layer 3 switches and network firewalls shall be capable of transmitting Ethernet packets at a rate of a ten gigabits per second, as defined by the IEEE 802.3-2005 in a full duplex communications mode. The device shall continually diagnose and provide external visible indication of, but not limited to, power status, link integrity on each electrical/optical port, and data activity on each electrical/optical port. (CEI) was directed through Work Change Directive (WCD) No. 109 to adjust the material types and quantities associated with the Ethernet switches and transit network design as dictated by the City's Netcomm Engineer. Please find attached the referenced change request. In reviewing this request, an independent analysis was completed using the change review process. Comparative costs were obtained from GTRI to verify the change in material costs. These costs were fully reconciled with the materials required to be provided through Addendum 1 as part of the base bid. The results are summarized in the change request review.
