Questions and Answers
1. Section II, C: Would Technical personnel be assigned to the city? If so, how many? Please clarify
the types of technical personnel you are looking for.
Answer: The question is asking for potential TPA agencies to provide the number of TPA staff
that would be anticipated to be assigned to the City based on an entity the size of Fort Collins
and number of historical claims provided in the body of the RFP (Section VI - Exhibit I). I.e.
Number of adjusters, supervisors, managers, etc.
2. Clarification on Section II #3A Data Processing and Reporting Services. Can you please explain
how you want this demonstrated within a written proposal? Or is this what you are looking for
during the in-person presentations? Also, how many liability claims are you looking for?
Answer: Section II 3 A is an opportunity for your firm to provide an example of the power and
flexibility of your database or IS solution. Please provide a sample report or reports based on the
criteria provided in Section II 3A. This should be formatted in a way that best highlights your
system and potential benefit to the City through cost saving opportunities as well as
communication of information internal and external to the City Risk Management Office. Names
or other personal information should be omitted or redacted from reports. Please provide ten
examples of various lines of liability coverage.
3. Clarification on Section V Special Provisions. Is a response necessary for this section?
Answer: No response is required in Section V.
4. Noted the City has a Police department. How are those claims handled, in-house?
Answer: Claims originating from Police are handled identically to claims arising out of any other
City department. Claims with clearly assignable liability are typically handled in house. If there is
question as to liability or other factors the City will turn these claims over to the TPA for further
investigation and communication with the claimant, assuming the claimant is not represented.
Final determination however is always made by the City.
5. Are any liability employment claims handled by the TPA?
Answer: Typically, no. Because of the level of technical expertise required in managing this type
of claim, these are usually turned over to outside council. The TPA will however be responsible
for the payment of attorney fees associated with claims handled by other third parties.

6. Noted the City owns and maintains a golf course. How are those claims handled, in-house?
Answer: The City owns and maintains three golf courses. The City does not operate golf
courses, but rather contracts with private parties to operate the day to day activities. Golf
course claims can originate from various sources and each is unique. The question is not specific
to the type of claim in question so it is not possible to provide a clear answer. However, claims
related to golf course activity are handled the same as any other City department. (See #4
above)
7. Are Fire and Paramedic Services contracted out by the City?
Answer: Poudre Fire Authority (PFA) is a separate entity from the City and will not be
participating in joint services of any contract arising from this RFP. Neither the City nor PFA
provide paramedic services.
