I would like to develop a change order for the North College Improvements Project — Conifer to Willox design contract with
Interwest. Please see the attached documentation. The change order is for additional Historic Clearance work, specifically
focusing on the Section 106 and the 4(f) clearances, not originally included in the contract. The change order also addresses
services to design raised medians within the project limits. The total change order amount should be for the following:
• Historic Clearance Work: $21,976.00
• Raised Median Design: $17,227.00 (1 am not including construction observation services at this time)
• Grand Total: $39,203.00

Please accept this request for additional services in the amount of $41,651 for the North College — Conifer
to Willox Improvement Project based on our previous discussions.
Summary
The Interwest Team will provide additional services as further described below ,to include Historic
Section 4(f) environmental clearances for the historically eligible properties. The Team will also provide
construction design level documents and construction administration services associated with the raised
median that was added to the scope of the project.
Additional Services
1. Section 4(f) Documentation and Historic Impact Mitigation
Task I — Project Management: Interwest and Pinyon will coordinate with the Client to identify the
purpose and need, right-of-way, project alternatives and help determine which alternative would
cause the least overall harm to the Section 4(f) properties. Pinyon will initiate consultation with
"officials with jurisdiction" including SHPO, ACHP, DOI, and FHWA regarding views on Section
4(f) properties and project impacts, project alternatives, minimization and mitigation measures, and
circulation of 4(f) documentation. It is anticipated that four project meetings will be required. This
will be conducted in close consultation with CDOT Environmental, including the Section 4(f) liaison
in the Environmental Programs Branch.

Task 2 — Purpose and Need: Pinyon will develop a purpose and need for the project in coordination
with the Client. The purpose and need establishes a basis for the development of alternatives required
for the Section 4(f) evaluation. Interwest will assist with review and coordination.

Task 3 —Project Alternatives: Based on information provided by the Client, Pinyon will evaluate the
design alternatives and help determine which of the alternatives would cause the least overall harm,
including avoidance measures, to the Section 4(f) properties based on the seven factors set forth in 23
CFR 774.(c)(1). Documentation regarding the evaluation of project alternatives will be included in
the Section 4(f) evaluation. Interwest will provide engineered drawing and analysis, and assist in
various project descriptions, for inclusion in this discussion.

Task 4 — Minimization and Mitigation Measures: Based on information provided by the Client and
coordination with `officials with jurisdiction", Pinyon will identify minimization and mitigation
measures to reduce impacts to Section 4(f) properties. This information will be included in the
Section 4(f) evaluation. Interwest will assist with review and coordination.

Task 5 — NRHP Compliance and Archival Documentation: In accordance with NHPA requirements,
Pinyon will draft a Memorandum of Agreement (MOA) for FHWA and SHPO that would be needed
to address adverse impacts to eligible properties. As part of the MOA, Pinyon will work with the
Client, SHPO, and consulting parties to determine a form of mitigation acceptable to all parties. This
mitigation may include the standard Level II documentation or may take the form of other creative
mitigation. Depending upon the mitigation format that is decided upon, additional fees may apply.
Interwest will assist with review and coordination.

Task 6 — Section 4(1) Reporting. Pinyon will develop a Section 4(f) evaluation report summarizing
the proposed action, purpose and need, description of the Section 4(f) properties (individual and
programmatic), avoidance alternatives, minimization and mitigation measures, views of officials, and
conclusions. Pinyon will revise the report based on Client and stakeholder comments. Interwest will
prepare revised engineered designs and analysis and assist with project coordination among the
stakeholders. The assumptions are:
Four revisions will be required. If `officials with jurisdiction' require coordination beyond this scope
of work, a revision to this scope of work, and fee, would be required. Only four alternatives will be
evaluated, including the No Action, Proposed Action, and two Alternative Actions.

2. Raised Median Final Design
Task I - Engineering Documents: Interwest will prepare median plan and profiles, cross sections and
details suitable for construction. This task includes the evaluation of the raised medians with city staff and
property owners as they related to the final construction documents. AECOM will provide storm drainage
design analysis associated with the median underdrain and connections to the main line system.

Task 2 — Landscape and Irrigation Design: — BHA Design and Hines Irrigation will prepared detailed
landscape and irrigation construction plans for the center raised median. This task includes open house
materials beyond the initial public outreach, additional project specifications and design elements not
found on the roadway parkway plans.

*BHA anticipates that the available funds under the base contract can adequately cover the additional
services required as part of the raised median construction detailing.
Task 3 - Construction Services — The Interwest Team will provide the following construction services
after plan approval relative to the center raised medians:
1. Answer Contractor questions and RFI's.
2. Review civil related Shop Drawings.
3. Site Visits during construction
8 hours of staff time per consulting team member has been assumed for this work.

3. Environmental Phase I & H Deduction
A deduction of $19,001 is reflected in the summary below based on the anticipated unused portion of the
Pinyon Environmental contract. This is due to the reduced scope of work performed for the Phase I work
and the deletion of the entire Phase H scope as described in the base contract.
