7. The Soil Report is added to the Specifications. Note that the soil report is for 2
structures. Only the portions of the soil report for the “Prospect Bridge” are
applicable to this project.

Pre-Bid clarifications and answers to received questions:
1. Is a Colorado Dept. of Public Health and Environmental Services SWMP Permit
required?
A CDPHES SWMP Permit is not required. The total disturbed area is under 1
acre. The City will require that the erosion control plan that is supplied in with
the plans be implemented and Best Management Practices (BMPs) will need
to be maintained throughout construction and during the revegetation period.
2. Can the City add a Force Account Item to manage additional dewatering costs
associated with the testing and discovery of polluted groundwater in order to
minimize risks and costs associated with the Dewatering line item?
A $5000 Force Account line item is added to the contract and the contract
language for “Basis of Payment” in the project special for dewatering is
revised to:
Permitting, removal, sample collection, analytical testing,
containerization, transportation, and disposal of all groundwater will not
be paid for separately but shall be included in the work. The Ground
Water Force Account line item will be used to pay for any required
treatment of contaminated groundwater that is discovered during the
groundwater analysis.
Payment will be made under:
Pay Item Pay Unit
Dewatering Lump Sum
Ground Water Force Account Lump Sum ($5,000.00)
3. The Traffic Control Specification is revised to read:
Subsection 630.14 is hereby deleted and replaced with the following:
Construction Traffic Control will not be measured separately but will be paid
for on a lump sum basis. This lump sum basis shall include all traffic control
devices that are shown on the plans (including temp. Jersey Barriers) or
any other devices that may be requested by the engineer to ensure the safety
of the project. Flagging will not be measured and paid for separately but
shall be included in the cost of the work. Traffic control management
(TCM) and Traffic Control Inspection (TCI) services will be measured
and paid for separately up to the specified contract length (total
combined quantity for TCI and TCM will be 164 Calendar Days plus any
approved contract extension time).

4. Flashing Beacons and “Contractor XYZ Thanks You” signs will not be required on
this project.
5. A City of Fort Collins 12” waterline will need to be lowered and modified during this
project. The location of this work is shown on the plans as “24 inch PVC Schedule
80 10’ pass edge of structure on both sides” on plan sheet 8. The work will include
installing a 12” gate valve with solid sleeve to isolate the waterline. Followed by
removal of 70 LF of existing waterline and casing pipe. And lastly, reinstall 70 LF
of 12” Ductile Iron Pipe with a casing pipe that extends 10’ on each side of the new
box culvert and installing 4 - 45 degree bends for the lowering, and installing 60 LF
of pipe restraints on either side of the 45* bends. See attached City of Fort Collins
waterline details for more information. Concrete pavement removal and concrete
replacement will be required to access the waterline to install the isolation valve
and possibly for the restraints. Concrete Removal and Concrete Pavement (8”) will
be measured and paid for separately in their individual line items. Excavation and
backfill to get to the waterline at the isolation valve and at the structure is
considered incidental to the work. Remove 12” waterline pipe, Remove 24” casing
pipe, 12” Gate Valve, 12” DIP Waterline, and Waterline Casing pipe are added to
the contract. 40 SY of concrete pavement removal and 40 SY of concrete
pavement are added to the contract quantities.
6. What is the specification for Dryland Seeding and Mulching?
The dryland seed mix is:
Great Basin Wild Rye: 3 lb/acre
Green Needle Grass: 2 lb/acre
Indian Rice Grass: 1 lb/acre
Slender Wheat Grass: 2 lb/acre
Thickspike Wheat Grass: 3 lb/acre
Western Wheat Grass: 4 lb/acre
7. Is the concrete sidewalk on the box culvert included in the Structural Concrete CL
D (Box) item or is it included in the sidewalk quantity?
The concrete sidewalks on the CBC are under Structural Concrete Class D
(Box) quantities since they are attached to the Concrete Box Culvert.
8. Are the concrete columns included in the Strucutral Concrete Class D (Box) or
(Wall) item?
The four concrete columns on each corner of the bridge plus the short
wingwalls connecting them to the concrete box culvert are in the Structural
Concrete Class D (Wall) quantities.

9. Can you please verify the Structural Concrete Class D (Wall) quantity?
The riparian walls are under the Structure column and the landscape walls
are under the Roadway column for Class D (Wall). When KDG Engineering
back-checked quantities for the Cl. D (Wall) concrete, they noticed the
quantity under the Roadway column is too high and the quantity under the
Structure (bridge) column is too low.
The Concrete CL. D (Wall) under the Roadway column should have been 10
CY, not the 25 CY shown.
The Concrete CL. D (Wall) under the Structure column should have been 62
CY, not the 57 CY shown.
Therefore, the total Concrete CL. D (Wall) should be 72 CY instead of 82 CY.
We had 10 CY for the landscape (L-shape) wall. It falls under Conc. CL D
(Wall) under the Roadway column.
10. KDG Engineering also verified the Concrete Class D (Box) and it calculated that
the plan quantity should be 333 CY, not the 327 CY shown. The bid tab reflects
this additional 6 CY of Structural Concrete Class D (Box).
11. Can you make an electronic version (excel) of the bid tabs available to the
contractors for bidding?
The City will provide an Excel format bid tab for bidders available on the
Purchasing website.
12. What are the R-value specifications for embankment?
The specified R-value for all embankment is a minimum of 30.
