This project is funded entirely with local funds. Since there are no federal funds associated with the project, there are no Disadvantaged Business Enterprise (DBE) or On the Job Training (OJT) goals for the project. B. The City will no longer accept project questions after October 3, 2013; one week before the project’s bid opening. C. There are existing trolley tracks within the proposed work zone at the Mountain Avenue location. The trolley will not be in operation during the replacement project. There will be no power in the overhead lines during the ditch replacement. D. The Contractor is responsible to protect the existing trolley tracks at the Mountain Avenue location in place. This is to be accomplished by shoring the tracks (paid under the Shoring Area 1 line item). The trolley group will install new ballast and ties after the Contractor constructs and backfills the new concrete box culvert. Coordination with the trolley group will be necessary to ensure a smooth construction. E. The City is comfortable with the Contractor performing the ¾” tap for all water services. This cost is to be incidental to the following line item:  619 WATER SERVICES F. Excavation will be paid per plan quantity as defined in the plans and the bid tab. Please see the project special with clarification. G. Question: Would a precast concrete box culvert be an acceptable option for the standard 2’-6” x 17 ft box section (the ends of the box would still be cast in place)? This would require that the structural concrete be either paid at plan quantity or an alternate could be added to the bid form to subtract the CY of structural concrete and the pounds of steel and add the linear footage of the Precast box. The City of Fort Collins encourages Contractors to develop and offer innovative proposals for improved construction techniques and would not be opposed to a pre-cast box option for this project. The City would consider the pre-cast box option as a Value Engineering Change Proposal (VECP). Please reference the Colorado Department of Transportation’s (CDOT) Standard Specifications for Road and Bridge Construction (2011), Section 104.07 for additional information on the VECP by the Contractor. Per this section, the proposal can only be submitted by the successful low bidder after the contract is awarded. If the proposal is rejected, the work shall be completed in accordance with the Contract at contract bid prices. The City is beginning to transition from the use of PG 58-28 asphalt binder to PG 64-22 for the asphalt binder. The two asphalt line items have been adjusted to the following:  Hot Mix Asphalt (Grading S)(75)(PG 64-22)  Hot Mix Asphalt (Grading SG)(75)(PG 64-22) Quantities for the above have not changed. Bid tabs have been adjusted to reflect this change. B. A new line item has been added to the project under section 609:  Curb and Gutter Type 2 (Section II-B)(Special)(6”-12” Curb Face) 20 LF Anticipate using this line item as directed by the City of Fort Collins at the Myrtle Street location. C. The minimum thickness of the 16” Steel Pipe is 0.312” D. The material for the 24” casing is Steel. The minimum thickness of the 24” Steel Casing is 0.375”. The casing seals should consist of high density rubber casing seals with stainless steel straps (COFC Utilities Construction Specifications, Section 2.02). Approved manufacturer is Pipeline Seal and Insulator Co., Model W or approved equal. E. Please see revised SWMP sheets for both replacement sites. Standard general notes, along with clarification for the management of contaminated soils, loading and unloading operations, and equipment management are now included. F.
