(Our Clock) • Where: 215 North Mason Street (2nd Floor) • Bid Documents are available at: http://fcgov.com/eprocurement http://fcgov.com/purchasing/ 4 Contract Documents for Bid 7535 • Bid Set Plans for Mason Grade Separation at NRRC by Felsburg, Holt & Ullevig • Sheets 1 thru 34 • Specifications Book 3 5 Vicinity Map 6 Summary of Work • Supply and Install Steel Bridge • Install Concrete Walking Surface on Bridge • Install Architectural Treatments on Bridge • Install Electrical Wiring and Lighting on Bridge • Traffic Control 4 7 Important Contract Dates: • AWARD CONTRACT • Bid Opening August 13, 2013 at 3:00 PM • PRE-CONSTRUCTION MEETING • Mandatory Meeting Prior to Start of Construction • Date to be determined after contract is awarded • CONSTRUCTION START DATE • Anticipate Notice to Proceed in mid-September, 2013 • SUBTANTIAL COMPLETION - 150 Calendar days from Notice to Proceed (February, 2013) • FINAL COMPLETION – 14 Calendar Days after substantial completion is obtained. 8 Project Overview • Contractor responsible to acquire all appropriate permits and submit required documentation • SWMP – permit and inspections not anticipated • Dewatering Permit not anticipated • CDOT Form 205 for each subcontractor • Payrolls, EEO Documents, Trainee Forms • Shop Drawings, Material Submittals, Mix Designs • Partnering session prior to construction • Staging Area for bridge assembly is on the west side of project. • Mason Trail • BNSF – within 10’ of center of tracks • BRT Easement behind Whole Foods on east side • Ped Bridge Construction Easement on west side 5 9 Project Overview • Survey • Provided by City of Fort Collins • Engineering Department Survey Staff • 48 hour written request for survey • Testing • Provided by City of Fort Collins • Thru contract with CTL Thompson • Contractor will setup testing as required 10 HIGHLIGHTS FROM GENERAL CONDITIONS AND GENERAL REQ’S: • SUPERINTENDENTS: • The General Contractor SHALL employ a full time Superintendent whose sole responsibility is to monitor and coordinate all facets of the work while work occurs onsite. • LIQUIDATED DAMAGES: • SUBSTANIAL COMPLETION: • 150 days after Notice to Proceed • Damages in the amount of One Thousand, Four Hundred Dollars ($1,400.00) for each calendar day will be assessed. • FINAL ACCEPTANCE • Within 14 days of Substantial Completion. • Damages in the amount of One Thousand, Four Hundred Dollars ($1,400.00) for each calendar day will be assessed. 6 11 HIGHLIGHTS FROM GENERAL CONDITIONS AND GENERAL REQ’S: • CONSTRUCTION TIME: • Standard Hours of Operation • 7:00 AM thru 6:00 PM - Monday thru Friday. • Given the scope of the proposed improvements, the City will allow extended working hours • Extended Hours requests must be made at the weekly meeting prior to the request date 12 HIGHLIGHTS FROM GENERAL CONDITIONS AND GENERAL REQ’S: • PROJECT MEETINGS: • Once a week. Location and time to be determined • Agree to weekly quantities, 2 weeks schedule, traffic control • PROGRESS AND SCHEDULE REVISIONS: • Prior to construction, initial schedule must be submitted and approved • Schedules shall be updated weekly • The Contractor may be required to submit additional schedules depending on the progress of the project. • RECORD DRAWINGS PLAN SET • Contractor will be required to keep record drawings • Will be submitted to the City at the end of the project 7 13 HIGHLIGHTS FROM GENERAL CONDITIONS AND GENERAL REQ’S: SITE CLEAN-UP: • The construction work shall be kept and accomplished in a neat, clean and orderly fashion. • Tracking pads are not required - street sweeping will need to be used in order to minimize tracking and meet EPA storm water quality requirements. • Dust control will be required. 14 General Notes on Federal Aid Project Requirements: • Change Orders will follow CDOT procedures • Federal Aid = Davis Bacon Wages and Wage Reporting Requirements • Weekly Payroll Submittals to City Staff • UDBE Goals = 4.0% of contract amount • On-Job Training Goals = 0 hours • CDOT Materials Requirements & “Buy American” • CDOT Form Submittals 8 15 NRRC Overpass Project UDBE Requirements • Underutilized Disadvantaged Business Enterprise (UDBE) Goal is 4.0% of Total Contract • If UDBE goal is met, submit CDOT Form 715 • If UDBE Goal is not met • Submit CDOT Form 718 • 3 Copies of Good Faith Effort documentation needs to be supplied to the City of Fort Collins by 4:30 PM on the next business day following Bid Opening. • Good Faith Effort includes all correspondences and supporting documentation that was amassed in effort to meet the UDBA project goal. 16 NRRC Overpass Project UDBE Requirements • For UDBE Questions contact: • CDOT EEO Office at: (303) 757-9303 • CDOT maintains a DBE contractor list at: • http://www.dot.state.co.us/EEO/DBEProgramPa ge.htm • The list is updated monthly. 9 17 BNSF Railroad Safety Requirements: • Contractor’s Superintendent is required to complete online RR Safety Training Program • www.contractororientation.com • 30 Day verbal notice to BNSF Roadmaster for RR Flagger – Roadmaster: (307)-432-7357 • Railroad Flagger to be paid thru RR Force Account line item and is required when: • Work is within 25’ of Railroad Centerline • Work is with equipment that is tall enough to fall onto the Railroad – measured from edge of rail to the base of equipment 18 BNSF Railroad Safety Requirements: • 30 Day written notification prior to commencing construction on BNSF property • Proposed shoring, falsework, & cribbing (with support calculations) need to be submitted to BNSF for approval prior to work • BNSF Railroad Insurance required prior to working on BNSF ROW • No Crossing the tracks with equipment • Exhibit “E” Contractor Requirements 10 19 BNSF Railroad Coordination Requirements: • Required BNSF Railroad Agreement between Contractor and BNSF – See Exhibit “E1” in contract • Delay to trains is specified as $382.20 per Hour • BNSF Review for horizontal and vertical clearances • BNSF will not review structural design calculations • BNSF does require structural design review of any proposed shoring, falsework and cribbing • None is anticipated on this project 20 BNSF Railroad Coordination Requirements: • BNSF requires that any work on the exterior of the structure of the bridge that is above BNSF Right of Way be performed while the bridge is assembled on the ground prior to setting the structure on the piers. • BNSF will not allow temporary scaffolding on or above the BNSF right of way. • This will affect installation of screening, metal roof, and EPDM roofing. 11 21 Utility Coordination • City Light & Power • Will require coordination for power POC 22 Building Permit • City’s Building Dept. will perform inspections on Electrical • Awarded contractor will not be required to pay any inspection fees • Awarded contractor will not be required to have a license with City’s Building Dept. 12 23 Traffic Control • Traffic Control provided by contractor • 1 Lump Sum for all Traffic Control on the project including: Flagger Hours, TCS, Inspections & Traffic Control Devices • Contractor and traffic control subcontractor need to coordinate on construction • Full Time onsite TCS is not required - only during initial devices setup 24 Traffic Control • Detour routes for Mason Trail when overhead work is underway • Detour Bay Farm Road when necessary (Detour to Center Ave/College Ave from Drake & Prospect) • Traffic Control will be necessary behind Whole Foods • Flaggers may be necessary for material deliveries • Daily Logs required per CDOT 13 25 Haul Routes • Access to the Site will be from: • The alley behind Whole Foods, King Soopers, Kmart on the east side of the structure • Do not use the Whole Foods parking lot for construction deliveries • Bay Farm Road from Drake Road on the west side of the structure will be the primary access route. 26 Highlights from Specifications 14 27 Section 201 •Clearing and Grubbing Section 202 •Removal of Fence (Mesh Only) REMOVALS 28 LANDSCAPING Section 240 • Wildlife Biologist • Removal of Nests • Necessary for Tree Removals on East Plaza Area 15 29 STEEL STRUCTURES Section 509 • Structural Steel (Galvanized) – For Expansion Joint Cover Plates – Paid by LBS – requires bill of lading Section 513 • Bridge Drain (8 Inch) – One at each corner of piers – Price includes brackets, mounts, hardware. 30 STEEL STRUCTURES • Pedestrian Railing (Steel) • Pedestrian railing is the railing on the east and west sides of the structure that direct people to the ramps systems • Per drawings (Sheet 25) 16 31 STRUCTURAL CONCRETE Section 601 • Concrete Class D (Bridge) • Bridge Deck (note that steel in bridge deck is per shop drawings and considered incidental to cost of Concrete Class D (Bridge) line item. 32 FENCING • Section 607 • Fence (Special) -
