PROJECT DESCRIPTION:
The purpose of this project is to provide final design services for the replacement of the Arthur Ditch
Structure located at Wood Street (Wood) and Sycamore Street (Sycamore) -- Str. No. WOOD-S-SYCM
-- in Fort Collins, Colorado.
The existing Arthur Ditch section that passes beneath Wood and Sycamore is a concrete box culvert
(CBC), with approximate dimensions of: 3'-6" rise by 12'-4" span. The project will replace
approximately 190 linear feet of the existing with a new CBC section. This portion of CBC structure is
inspected and load rated by the City of Fort Collins (City) because is passes beneath City facilities. The
City will replace the section within City right-of-way.
In addition, the affected infrastructure will be replaced, including: pavement, curbs, manholes, and
landscaping.
SCOPE OF SERVICES:
The scope of services for this project is to perform final design services and prepare construction
documents for the replacement of Str. No. WOOD-S-SYCM and associated civil elements: This design
work includes the following disciplines: project management, bridge, roadway, traffic/phasing,
survey/ROW, and utilities. The CITY will be responsible for providing survey information including a
digital terrain map. This scope of work will generally follow all applicable CDOT processes and
procedures.

I. Project Administration
Upon notice to proceed, BAKER will perform project administration duties throughout the length of the
contract.
A. Invoices will be provided to the CITY on a monthly basis and will include a billing summary and
a progress report for work performed during the current billing period and project to date.
B. BAKER will develop and maintain a project schedule.
C. All documents will receive a quality assurance and quality control (QA/QC) review, in
accordance with The Baker Way (BAKER's internal project and quality management manual),
prior to submittal. Additionally, all submittals will include a quality assurance audit letter
verifying that the QC process was followed.
D. The following meetings are anticipated:
• Progress meetings (assume 4 phone meetings)
• One final design plan review meeting
• One pre -construction meeting
E. BAKER will prepare documentation of applicable meetings and telephone conversations and
provide them to the CITY for review and recording keeping.
II. Final Design (FOR)
The FOR design phase includes final design and construction document preparation for the project. The
design shall include CITY and CDOT comments from the FIR design review. The final engineering
design will finalize the selected project geometry and structure type from the preliminary design. Work
elements include:
A. Surveying / Survey Mapping — The CITY will survey the existing ground conditions and other
relevant topography. The raw survey data will be provided to BAKER in an AutoCAD format.
BAKER will convert the raw data into a digital terrain model. (Note: for purposes of estimating
hours, it is assumed that the raw data will be provided in 2D).
B. Utilities — The CITY will provide initial utility research and potholing services to verify utility
locations and vertical data, as well as identify other field obstructions. The CITY will provide
additional topographic survey of the potholes and provide the survey information to BAKER.
BAKER will identify and locate utilities on the plans and determine potential utility conflicts.
The CITY will coordinate with the utility companies affected by the project. BAKER is not
designing or detailing utility relocations Existing utility plans will be provided
C. Geotechnical Investigation — No geotechnical investigation will be performed.
D. Easements / Right of Way — The CITY will evaluate existing ROW / ownership mapping.
BAKER will coordinate with the CITY to determine limits of ROW and easement needs. No
legal descriptions or exhibits are anticipated to be provided within this scope.
E. Environmental Documentation — No environmental process will be performed.

F. Structural Design — BAKER will prepare complete engineering design calculations for all,
elements of the new construction. Independent design calculations shall be prepared in
accordance with CDOT guidelines and procedures. Design calculations shall be submitted to the
CITY upon request. Excludes: phased construction, structure load rating- package, and field
package.
G: Final Roadway — BAKER will perform engineering design and construction documents as
necessary for all impacted facilities. Disciplines include: roadway geometry, removals, grading,
erosion control, stormwater management plans, and traffic control. This effort assumes full
closure of all roads. Analysis for alternative traffic phasing is excluded from this scope of work.
H. Construction Plans — BAKER will prepare construction plans for the full scope of the project.
The plans shall be QC reviewed prior to submittal to the CITY.
I. Project Specifications — BAKER will prepare project special provisions. The CITY will
complete the boiler plate that includes the General Conditions. Specifications shall follow CITY
specifications where applicable, and CDOT 2011 specifications otherwise.
J. Construction Cost Estimate — BAKER will prepare updated quantities for the final design and an
engineer's estimate of probable construction costs for all work items anticipated on the project.
III. Advertisement
The advertisement design phase includes revisions to the final design and construction documents. The
design plans, and specifications shall include CITY comments from the final design review. Work
elements 'include:
A. Final Design - BAKER shall revise the engineering design according to comments from the
CITY. All documents signed and sealed.
B. Contract Documents — BAKER shall revise construction plans and project specifications
according to comments from the CITY.
C. Utility Coordination & Design — The CITY shall contact utility companies to verify the progress
of relocations.
D. Construction Cost Estimate — BAKER will prepare final quantities and an engineer's estimate of
probable construction costs for all work items anticipated on the project.
E. Project advertisement package preparation — BAKER will make final revisions to plans and
contract documents and prepare the project advertisement package.
F. Assistance with Project Bidding — BAKER will attend the pre -bid meeting and answer questions
during bidding. The CITY will be responsible for leading the meeting, including preparation of
the meeting agenda and minutes.
G. Preparation of revised "For Construction" Plan Set — BAKER will prepare a final plan set and
contract document package that incorporates any revisions required during the bid process. Plans
shall be marked "FOR CONSTRUCTION, (DATE)" with each sheet stamped by the consultants
Professional Engineer of Record for the project.

IV. Post -Design Services
Post -Design services are excluded from this scope of work.
V. References and Design Criteria
The following references and design criteria shall be used throughout all phases of the project:
A. All design shall follow the Larimer County Urban Area Streets Standards.
B. All structural design shall follow the load and resistance factor design (LRFD) methodology.
Design shall be in accordance with the AASHTO LRFD Bridge Design Specifications, 6/h
Edition with interims through 2013. In addition, the design shall follow all CDOT technical
documents, including: Bridge Design Manual, Bridge Detailing Manual, Load Rating Manual,
and Technical Memorandums.
C. All roadway design shall follow the AASHTO Roadside Design Guide, 4th Edition and
AASHTO Policy on Geometric Design of Highways and Streets, 6th Edition.
D. Construction specifications will be in accordance with the Colorado Department of
Transportation 2011 Standard Specifications for Road and Bridge Construction and related
special provisions.
E. 'Other references as applicable.
VI. DELIVERABLES
The following is an estimate of the deliverables required for this project. Refer to the detailed
discussions above for further detail. All copies shall be submitted in hard copy and .pdf format; plans are
l lxl7, all others 8'/z xl 1, except as noted otherwise.
