In preparation of this Independent Cost Analysis (ICE), a quantity take off of the raw materials and fasteners was completed. The liner foot of FRP material was converted to a total square foot needed. Raw materials prices for the FRP were obtained online. The materials were listed to be purchased in 4' x 8' sheets with varying thicknesses. Since the price for a 1" thick material was not available, the price was calculated by calculating the price per 1/8" increase in thickness. This was then used to estimate a price for a 1" thick sheet of FRP. This cost was then back calculated into a price per liner foot. Online sources were also used for the fastener prices. The scope items for a temp mold mock-up, two permanent production molds, and the credit for the budget curb were not estimated. These scope items are subjective to the manufacture and are difficult to estimate. The time and effort needed for a production mold are subjective to the manufacturer. Furthermore the specific raw materials needed to create this item are unknown by the independent cost estimator. Therefore, the value of the independent cost estimate is $65,510.64. Considering the information presented, I find the CCR presented by CEI to be reasonable with the presented change in scope. I would recommend an increase to the contract in the amount of $38,533.74. (CEI) was directed through Work Change Directive (WCD) No. 67 to install a tideflex Series 35 check valve`into manhole MHF1.3 according the detailed provided in WCD 067. The work shall be priced and paid for as a single lump sum value for the work. The price is to include supply and installation of ductile iron pipe (DIP), check valve, collar and grout. Please find the attached proposed Contract Change Request #212 from CEI. In preparation of this Independent Cost Analysis (ICE), a short evaluation of the labor required to grout and place the check valve into the manhole was performed. Based on the review of the WCD, it was estimated that the labor effort needed would be 2 individuals. One skilled individual to insure proper installation and another individual to support. The hourly rate for this estimate was taken from the approved time and material rate sheet provided by CEI. The CDOT 2012 Cost Manual was utilized to compare the price of the concrete material being supplied for the collar. CEI has provided copies of the quotes for the Tideflex check valve and DIP material prices. Both of these material prices were provided by HD Supply Waterworks, LTD. Both of these items are special order and the price varies depending on the order. The independent cost estimator was unable to obtain an outside quote, but feels that the quotes provided by HD Supply Waterworks are within reason of the project. Therefore, the value of the independent cost estimate is $8,197.45. Considering the information presented, I would recommend the acceptance of CEI's Contract Change Request #212, and to increase the contract in the amount of $7,792.06.
