Dear Matt:
Attached to this letter is an amended scope of work and budget (Exhibit A) for Miller Ecological
Consultants (MEC) which identifies detailed data collection and analysis to be performed in support of
the Poudre River Downtown Project. The original scope of work and budget for the aquatic portion of
the project assumed that the requisite aquatic species surveys, other related field data and
accompanying analyses would be available in Fall 2013 from the revised EIS for the Common Technical
Platform (associated with various water storage projects). However, it is our understanding that release
of the revised EIS has been delayed to Fall 2014. Consequently, MEC will need to conduct their own
aquatic -related data collection and analysis program in order to provide timely information for the
Poudre Downtown Project. Also included in MEC's amended scope of work is additional coordination
effort for the project.
MEC's attached scope is presented as an amendment to their original scope of work, utilizing the
original Task 1, 2 and 3. However, in order to allow for the appropriate tracking of work effort
throughout the project, we propose that the additional $18,000 budget requested by MEC be
administered as Task 5 under the Poudre River Downtown Project. The work associated with the
proposed budget adjustment is summarized in Table 2 at the end of MEC's document; -with the detail
description of this work incorporated in the MEC scope. MEC is proposing to complete the data
collection and analysis effort by mid -November which should still allow for the results of this effort to
inform the final planning efforts, as well as any future design effort.

Poudre River Downtown Corridor Project

Background
The Cache La Poudre River corridor from Shields Street to Lincoln Avenue has a
substantial amount of public use and is expected to increase. The uses include
recreational activities focused on in -river experiences including fishing, tubing and
other water contact activities. Aquatic habitat and aquatic species vary throughout
the reach. The river in the transitional reach from foothills to plains would have
historically contained populations of native non -game and game fish species and
other native biota. These populations have been altered over time for a variety of
reasons including changes in land use, water quality, water quantity, and
connectivity (fish passage). The current fish community includes both native and
non-native species. Historically as well as today, this section of the river would
contain both cold water and cool water species. It is likely that the native warm
water species found to the east of Fort Collins would have used this section of river
during summer when water temperatures warmed. Similarly, the coldwater species
found to the west of Fort Collins would have used this section of river during cool
and cold weather conditions in fall, winter and spring. Today these movements are
curtailed by impassable barriers at variety of locations in the river. Two such
barriers in the study reach include the Coy Ditch Diversion and the Lake Canal
Diversion.
Task I — Preparation of the Poudre River Downtown Project Master Plan
The intent of this task is to develop a long term vision for aquatic resources as part
of the Poudre River Downtown Project. MEC will participate on several subtasks in
Task 1.
Task 1.1 Project Initiation
MEC will participate in the kick-off meeting with City staff and other key members
of the Consultant Team.
MEC will participate in the Day -On -The -River with the Consultant Team and City
Staff members.

Task 1.2 Data Collection, Review and Field Reconnaissance
This task is intended as a review of existing key documents, interaction with
Colorado Parks and Wildlife and other entities to obtain existing data and collection
of additional field data. MEC will review the reports and information provided by
the City and contact the appropriate agency or entity to obtain additional data or
reports. In addition, MEC will meet with CPW to discuss the recent research
conducted by CPW on the effect of white water parks on aquatic species.
MEC will conduct a habitat inventory of the study reach to determine the current
composition of habitat. These data will be used to provide recommendations for the
Master Plan and as input to the opportunities and constraints mapping. Habitat
inventory will be collected by the third week in October 2013. Habitat data analysis
will be complete by mid -November, 2013.
Task 1.3 Master Plan Base Map/Database and Opportunities/Constraints
Mapping.
Aquatic habitat enhancement opportunities and constraints will be added to the
Opportunities/Constraints map based on the habitat inventory data collected and
analyzed in the fall of 2013.. MEC will mark up hardcopy or pdf files to identify the
opportunities and constraints. Prior to habitat inventory and analysis, MEC would
make general comments regarding habitat based on the July 1, 2013 site visit but no
explicit locations or recommendations will be made.
Task 1.4 Meetings, Coordination, Public Outreach and Consensus Building
MEC will be involved in discussions, meetings and presentations with the team on
proposed conceptual designs through final design to insure that the proposed
modifications are compatible with sustainability of aquatic habitat and aquatic
resources in the river. Meeting participation will be limited to those meetings
where technical discussions that involve aquatic species or aquatic habitat are the
focus of the meeting. Meeting participation will require adequate time to prepare
materials or for review of documents pertinent to each meeting.
The current meeting attendance for MEC is projected as:

Task 1.5 Design Scenario Formulation and Plan Assessment
MEC will develop two alternative scenarios for the river wide reach for aquatic
habitat protection and enhancement MEC will provide a brief narrative describing
the proposed aquatic habitat protection and enhancement and their benefits to
ecological restoration. The narrative will include identification of unresolved issues
and recommendations for items beyond the scope of this project and how each
preliminary concept addresses project visions, goals, and objectives.
Task 1.6 Funding Sources Identification and Budget Planning
MEC will have no activities under this task.
Task 1.7 Prepare the Poudre River Downtown Project Master Plan Document
MEC will assist the consultant team in preparation of the Master Plan Document
MEC will provide narrative sections on aquatic resources for inclusion in the draft
and final Master Plan Document These narrative sections will include brief written
guidelines and standards for aquatic habitat enhancement and restoration. MEC
will not prepare graphics for the Master Plan Document
Task II - Design Development
MEC will be involved in discussions, meetings and presentations with the team on
proposed conceptual designs through final design on the following subtasks.
Task 2.1 Preliminary Design and Preliminary Construction Drawings
MEC will provide technical advise to the engineering team regarding preliminary
design. No detailed analysis will be completed for the aquatic habitat restoration or
enhancement due to budget constraints. This task is limited to one day staff time.
Task 2.2 Permitting and Conditional Letter of Map Revision (CLOMR)
MEC anticipates review of permitting documents (completed by others) for aquatic
resources in the project area. No meeting attendance is included in this task.
Task 2.3 Meetings and Coordination
MEC assumes up to a maximum of two meetings with additional coordination
required during the design development. A maximum 2.5 days of staff time is
allocated to this task.

Task III - Construction Documents
MEC will provide support to the other members of the consultant team for this task.
The MEC effort for this task will be limited to subtask 3.3 and 3.5.
Task 3.3 Final Design Drawings
MEC will be involved in discussions and review of the final design drawings. MEC
will review and markup drawings regarding aquatic habitat restoration and
enhancement. A maximum of 2 staff days are allocated for this task.
Task 3.5 Meetings and Coordination
MEC will participate in meetings with the consultant team during the final design
phase. In addition, it is assumed that time will be required for coordination on the
preparation for the final design. A maximum of 2 staff days are allocated for this
task.
Budget
The budget for Task I-111 is presented in Table 1. The following cost assumptions
were used for the budget:
