Project Description: Develop the design and prepare construction drawings and specifications required
for the above mentioned turn lane improvement. The need for;this turn lane
improvement was triggered by the private "Crowne on Timberline" development.
The development needed to make off -site. improvements as a requirement to meet
the Adequate Public Facilities (APF) ordinance. As a stipulation to the
Development Agreement, the City will design and construct the "developer: funded"
turn lane`to minimize,the impacts to the, travelling public.

Timberline/Kechter Southbound Right -Turn Lane
Civil Design Services
Summary
Develop the design and prepare construction drawings and specifications required for the southbound
right turn lane Timberline/Kechter Intersection Improvements. Plans developed will be combined in the
same bid package as the northbound right turn lane, developed under a separate scope.
Project Overview
The goal of this project is to provide pedestrian and operational improvements by providing a right turn
lane on southbound Timberline Road, sidewalk, and bike lane through the Timberline(Kechter
intersection. Improvements will be based on city and Larimer County criteria and include widening
Timberline Road to the west to accommodate the addition of a dedicated right turn lane from southbound
Timberline Road to westbound Willow Springs Way. The widening will also allow for a southbound bike
lane through the intersection. Widening and relocation of an inlet is required on Timberline Road. Traffic
signal reconstruction is also required for the northwest comer.

Task 1 —Project Coordination/Data Collection
1.1 Project Coordination/Project Schedule/Meetings
One Progress/Coordination meeting will occur at the 60% design milestone. A combined 90% FIR/FOR
meeting is assumed (scoped as part of the northbound right turn lane task).
Project Schedule: This schedule assumes that the Notice to Proceed (NTP) will occur October 1" 2013
and the schedule is as follows:
October 15'h Concept design exhibit submittal (2 weeks after NTP)
November 14'' 60% Progress Review Meeting with City of Fort Collins (6 weeks after NTP)
January 90' 90% FIR/FOR Plan Submittal (approximately 8 weeks after 60% progress review,
week review)
January 23 a 90% FIR/FOR Meeting
February 6"i PFOR Submittal (2 weeks after FIR/FOR Meeting)
February 20a' PFOR Meeting
March 6 s 100% PS&E Submittal (approximately 2 weeks after PFOR Meeting)
March 20°i Advertisement
The 60% Progress Review Meeting will be used as a tool to keep the City up to date on design progress
and receive City feedback. Formal plans will not be prepared for these meetings. Design base files will be
reviewed electronically, on roll plots, or as status sets.
1.2 Design Surveys, Mapping and Right -of -Way
The City of Fort Collins will provide the design survey required for this project. AECOM will coordinate
with the City's surveyor to for the survey required for design and mapping of dry utilities. -
1.3 Utility Coordination
AECOM will identify exiting utilities and potential conflicts and coordinate proposed construction with
utility companies. The City's surveyor will survey known utilities and provide existing utilities in the
survey base file. Anticipated utility work associated with this project includes adjustments of
communication pullboxes. Utility design is not included in this scope.
1.4 Environmental Investigation Coordination
The City verill perform any required environmental investigation and related permitting as applicable.
1.5 Right -of -Way (ROW) Support
Right-of-way acquisitions are not anticipated.
1.6 Geotechnical Investigations
The pavement design previously prepared for the northbound right turn lane will be used for design of the
southbound turn lane.
Task 2 — Concept Design Phase
The Concept Phase will be used to:
Develop a concept for the southbound right turn lane improvements
A concept design exhibit will be prepared and submitted to the City for review. Preliminary design will
begin once the proposed concept is reviewed.

Task 3 —90% FIR/FOR Design Plans
AECOM will perform the following services in accordance with City, CDOT M&S and AASHTO
standards to complete the roadway design for the Kechter/fimberline southbound right turn lane
improvements:
3.1 Roadway Plaits
AECOM will design the Kechter/Timberline southbound turn lane improvements based on the concept
design and input from the City. The scope includes completing the horizontal and vertical
alignment/control as necessary for the improvements and preparation of sheets for the informal 60%
reviews with the City, combined 90% FIR/FOR submittal, PFOR and 100% PS&E submittal. Any
additional alternative concepts are not included in this scope and fee. The following activities will be
performed as part of roadway and intersection design:
3.1.1 Removal/Reset Plans
Removal and reset plans will be developed to clearly illustrate required pavement removal, reset
items, and miscellaneous removals required.
3.1.2 Roadway Plaits and Profiles
The roadway plans will be completed and review documents prepared for the Kechter/Timberline
improvements. This design activity will include completing the horizontal and vertical
alignments/controland preparation of plan and profile sheets. Plans and profiles will include the
project geometries and critical horizontal and vertical information necessary for construction. The
roadway plans will include the following: proposed pavement, curb and gutter layout, proposed
sidewalk, geometry and horizontal control, and known utilities.
3.1.3 Intersection Details
Detail sheets will be included in the combined 90% FIR/FOR submittal for the intersection of
Kechter/fimberline. The project will be designed in accordance with City of Fort Collins
standards, CDOT M&S standards and details, and AASHTO standards as applicable. The
intersection detail plans will include the following: proposed pavement, curb and gutter layout,
proposed sidewalk, curb ramps, horizontal control, and known utilities.
3.2 Drainage Plans
3.2.1 Drainage Plans & Profiles
Drainage plan sheets will be provided for the project area showing the drainage features to be
removed, modified, or constructed. Drainage report, hydrology, and hydraulic calculations are not
included as part of this scope.
3.2.2 Storin {rater Management Plan (SWMP)
The Storm Water Management Plan will be completed in accordance with:
• The City's Phase II Municipal Separate Storm Sewer Systems (MS4) requirements for
permanent water quality features
• City Standards and Details, CDOT" s Standard Plans
• City Specifications, CDOT's Standard Specifications
AECOM will provide an assessment of the MS4 requirements, identify, and incorporate MS4
requirements into the plans.

The contractor will be responsible for obtaining all construction permits. It is anticipated that the
project total disturbed area will be less than 1 acre and that a Stormwater Construction Pen -nit
(SCP) per the Colorado Discharge Permit System (CDPS) will not be required.
3.2.3 Erosion Control Plans
Stormwater Management Plans (SWMP) including temporary erosion and sediment control plans
will be required. SWMP plans will show construction activity best management practices
(BMPs) to control erosion and sediment during construction. Preparation of SWMP plans shall
be in accordance with the Colorado Department of Transportation standard specifications and M-
standards. The Urban Drainage and Flood Control District's Urban Storm Drainage Criteria
Manual Volume 3 shall also be used in the development of construction BMPs.
Final site maps are not anticipated for this project. Wetlands Findings Report is not required for
this project and is not included in this scope.
3.3 Traffic Plans
3.3.1 Signing.& Striping Plans
Signing and striping improvements will be conducted by City forces. Design plans will include
crosswalk and lane markings for information only.
3.3.2 Traffic Signal Modification Plans
Traffic signal modifications to the northwest comer will be conducted by City forces. Design
plans will include the foundation location for the relocated pole.
3.3.3 Pedestrian Signal Modification Plans
The design will determine crosswalk locations in the reconstructed northwest corner meet
applicable standards. Signal modifications will be conducted by City forces.
3.3.4 Construction Phasing
AECOM will develop Construction Phasing Plans that include all required notes and details
needed for constructability.
3.3.5 Traffic Control Plans
AECOM will develop Traffic Control Plans that include traffic control notes for the combined
FIR/FOR plan submittal. The Traffic Control Plans will include advance signing sequence and
typical sections to clearly illustrate placement of traffic control devices for each phase.
3.4 Project Specifications
Specification work is included in the previous northbound right turn lane scope. Additional specifications
needed due to the addition of the southbound right turn lane to the project will be added to the overall
specification package.
3.5 90% Engineer's Estimate
AECOM will prepare an FOR estimate based on the SAQ.
3.6 90 % QA/QC
AECOM will check all submittals per their ISO certified QA/QC process.

3.7 90%FIWFOR Submittal
AECOM will provide the plan review set to the City 2 weeks prior to the FIRIFOR Design Review
Meeting. The City will reproduce and distribute the plans as appropriate.
90% Design Deliverables
Sheets created for the southbound right turn lane will be combined with the plan set for the
northbound right turn lane. It is anticipated that the following plan sheets will be prepared for the
90% FIR/FOR, PFOR and 100% PS&E Design Submittals:

Task 4 —Final Plan Review Submittal (PFOR)
After the 90% FIR/FOR Plan Review Meeting, AECOM will incorporate design review comments into
the plans and submit the PFOR plans, specifications, and updated engineer's estimate for final review 2-
weeks prior to the PFOR Plan Review Meeting.
4.1 Final Plan Review Submittal
Following the FIR/FOR Meeting, AECOM will address all continents received and update the plans as
appropriate.
4.2 PFOR Specification Package
The PFOR specifications package will include Project Special Provisions and a list of the Standard
Special Provisions required to build the project and will address any comments received at the FIR/FOR
Meeting.
4.3 Engineer's Estimate
The Engineer's Estimate will be updated based on any plans revisions based on the updated SOAQ.
4.4 Final Plan Review QA/QC
AECOM will check all submittals per the companies ISO certified QA/QC process.

Task 5 —PS&E Plan Submittal
After the PFOR Plan Review Meeting, AECOM will incorporate final design review comments into the
plans and submit the final plan, specifications, and estimate (PS&E) package. The 100% Final PS&E
package will include everything submitted for the 90% FIR/FOR & PFOR Design Review and will
completely describe the work required to build the project including project special provisions and
detailed quantities.
5.1 Final Plan Submittal
Following the PFOR Meeting, AECOM will address all commments received and update the plans as
appropriate.
5.2 Final Specification Package
The final specifications package will include Project Special Provisions and a list of the Standard Special
Provisions required to build the project and will address any comments received at the PFOR Meeting.
5.3 Engineer's Estimate
A final Engineer's Estimate will be prepared based on the final SOAQ. AECOM will prepare the bid
tabulation based on the final SOAQ for the City to include in the contract documents.
5.4 Final PS&E QA/QC
AECOM will check all submittals per the companies ISO certified QA/QC process.
Assumptions:
• Plan sheets combined with plan set created for northbound right turn lane.
• Survey and R.O. W: acquisition is not included in the scope or fee.
• Assumes a combined FIR/FOR Plan Review Meeting with the northbound right tam lane scope.
• Geotechnical/pavement design is not included. It is assumed that the City will contract separately
for this work.
• Utility design is not included, coordination only.
• Bidding assistance and documents are not part of this scope.
• Drainage report or analysis is not included.
• The City will obtain any required permits for this project.
• Preparation of CDPHE permit is not included.
