College Ave. Fort Collins, CO 80524 RE: MAX Bus Rapid Transit Project — Transfort Maintenance Facility Expansion 7426 Independent Cost Analysis — Change Order No. 10 Heath Construction Pricing Change Request #22 Heath Construction was requested to provide Pricing Change Request (PCR) #22 in order to provide additional buffering for our residential neighbors to the east by planting four 20-24 feet tall Austrian pine trees in the open area west of their homes. This action is in response to a letter from the neighbors that requested evergreen trees for addressing their concern with noise and site pollution from the Transfort facility throughout the year. These mature trees being transplanted from the Bellvue Nursery will provide such a buffer to address the neighbors' concerns. These trees will be transplanted with a 100 inch spade, dirt wells will be constructed around each tree and each tree will be staked. The labor, materials and equipment costs proposed by Heath Construction were evaluated against an Independent Cost Estimate and are consistent with pricing for similar work. As such, I find the cost of this Proposed Change Order No. 10 in the amount of $6,211.60 to be reasonable for the required increase in scope. Per our discussion, myself and my adjoining neighbors who have our properties with our back yards and decks being across the narrow open space directly east of the Trilby Facility, we would respectfully request a mitigation project for excessive noise, dust and air quality. The City relocated mature pine trees that previously blocked some of the noise pollution and diesel engine exhaust and the loud backup safety buzzers in continuous use at the facility. You explained that the trees were removed because they interfered with the construction project. We were aware that there would be construction for the expansion of the bus terminal, however, we are concerned that the City is not considering the additional activities and pollution issues for the neighbors who live directly behind the east side of the depot. We now have even more reverberation from the flat brick walls and will have more noise from the additional garage entries for the busses. We request that the City replant the entire fence line with bushes and/or hedges, including evergreen trees (for winter protection). Currently the noise is so loud that we cannot sit on our decks and carry on conversations. We hear the bus automatic wash system constantly in the evening, back up buzzers and diesel idling of the busses. It is all of our concerns that the City never addressed noise and site pollution for the depot once the budget was approved for the expansion of the facility and the large parking lot which will entail bus driving training. This will also involve constant backing up maneuvers. The additional dirt bean that was graded for the northern adjacent houses will probably help somewhat for those neighbors, however, currently the dust situation is intolerable from all of the raw dirt and the berm. We hope that part of the project will be to spray the exposed dirt sections with hydro seed. Thank you for addressing this problem on our behalf.
