In the event of a conflict between or ambiguity in the terms of the Professional Services Agreement and this work order (including the attached forms) the Professional Services Agreement shall control. (NRC) will update, administer, tabulate and write a report of the results of the 2013 Citizen Survey. The 2013 survey will be based on past City surveys and will assess the objectives identified by the City Council and City management team. The six -page survey will be administered to a random selection of 1,800 Fort Collins households and 200 Colorado State University (CSU) dormitory students. Comparisons to previous survey results and to NRC's national benchmark database will be provided. Services to Be Provided: NRC staff will work with City staff to accomplish the following objectives: 1. Review the proposed survey questions to ensure that they adequately assess the objectives identified by the City Council and the City management team. 2. Review the format to most efficiently and effectively survey the citizens of Fort Collins and CSU students: a. Assure that the questions are asked correctly and will lead to a quantified, statistically valid outcome. b. Recommend the best method of survey and how to establish a random sample that includes a proportional representation of University students. NRC staff will take the lead on the following tasks: 1. Conduct the survey (including selecting the survey recipients and preparing and sending all the mailing materials) and tabulate the results. 2. Produce a report containing summarized results, comparisons to previous surveys, national and Front Range benchmark comparisons, cross tabulations of selected results by sociodemographic and geographic characteristics, Key Driver Analysis and detailed survey research methodology. An executive summary of the results highlighting key focus areas also will be included in the report. 3. Make two in -person presentations to report the survey findings — one to the Strategic Issues Team (City management team) and one to City Council. COST ESTIMATE The total cost for the scope of work as described above is $27,611. Should this proposed budget exceed your resources or not meet your needs, NRC will work with you to develop a budget and workplan that yield a better fit. On occasion, a client may decide during the project that the original scope of work is insufficient and request additional work. NRC will not exceed this budget unless the scope of the project is revised and an additional budget is created to cover the additional costs. DRAFT SURVEY TIMELINE The timeline below allows for a draft report to be provided to City staff by January 2014. NRC recommends that the City allows for the five weeks of data collection and that, if at all possible, staff aim to collect data in advance of the upcoming holidays.
