SCOPE OF SERVICES AND BUDGET
FOR PROJECT PLANNING SUPPORT SERVICES

INTRODUCTION
AOcom
This Task Order involves the Vine/Lemay project, which would address safety and capacity issues
complicated by railroad crossings and large land development proposals anticipated in the future. In
general, the project involves realigning Lemay Avenue and constructing a new grade separated facility
over or under the adjacent rail lines
The scope of work described here includes six new tasks to follow-up on AECOM's previous work on the
project's TIGER Grant Application. The six tasks are as follows:
1. Define the Project's Purpose and Need
2. Develop Alternative Evaluation Criteria Framework
3. Develop and Package Alternatives for Evaluation
4. Develop Program -Level Cost Estimates for the Alternatives
5. Provide Funding Analysis
6. Develop Project Fact Sheet
SCOPE OF WORK
Task 1: Define the Project's Purpose and Need
The City of Fort Collins will prepare the project's purpose and need with guidance from AECOM. The
purpose and need will explain why the project is needed, and why the project is needed now. The
project's purpose will be an overall statement supported by individual need statements that are clear,
distinct, and supported with qualitative and quantitative community conditions. The purpose and need
will comply with National Environmental Policy Act (NEPA) requirements. The information supporting
the need statements will be based on existing information prepared by the City of Fort Collins.
Task 2: Develop Alternative Evaluation Criteria Framework
Task 2 includes development of alternative evaluation criteria based primarily on the project's purpose
and need statements. Three levels of criteria will be developed:
1. Feasibility -Level Criteria: Broad considerations and fatal -flaws
2. Concept -Level Criteria: Key considerations for comparative analysis
3. Detailed -Level Criteria: Refined considerations for alternative selection
The criteria will provide a framework for future evaluation of alternatives. The City of Fort Collins will
ensure that the criteria embody the City's use of "Triple Bottom Line" concepts. Analysis of the
alternatives is not included in Task 2 or this Task Order.
Task 3: Develop and Package Alternatives for Evaluation
Task 3 includes analysis of the previously defined program of improvements associated with the project
and development of implementation alternatives that cover a range of construction costs, phased
implementation, interim and long-term solutions, and different engineering designs that would address
the project's purpose and need statements and illustrate potential tradeoffs. AECOM will develop
conceptual level alternatives described by short narratives and illustrative concept plans.
Task 4: Develop Program -Level Cost Estimates for the Alternatives
Based on the results of Task 3, AECOM will develop Program -Level cost estimates for the alternatives.
The cost estimates will include anticipated planning, design, and construction costs so the City can
compare the costs and transportation performance outcomes. Major project components such as
Bridge, Road, and ROW will be separated in the estimates to provide clarity on the driving costs to each
alternative.
Task 5: Provide Funding Analysis
The estimated cost of funding the Vine/Lemay grade separation project is approximately $32 million.
Without the project, the City may have to deny future development proposals in the Mountain Vista
master planned area of northeast Fort Collins due to the lack of capacity and dependable access to
Downtown Fort Collins. More broadly, the Vine/Lemay grade crossing is one of many at -grade crossings
that will eventually need to be addressed in order to restore reliable mobility and access to the
transportation network. Current conditions make it difficult for the City to attract new enterprises, and
may cause some enterprises to relocate entirely, weighing on the local economy.
The purpose of Task 5 is to identify potential funding and financing strategies to complete the
Vine/Lemay project in the near -term, and that might be expanded into a larger program to address the
larger City-wide grade crossing problem. The Task 5 work will yield an assessment of the most
promising approaches to funding and/or financing the project to be developed and refined in
subsequent work. Task 5 will not yield a financial plan, but rather the outline and framework for
developing the plan. It is anticipated that more than one funding source will be required to advance the
project in a timely way.
Task 5.1: Inventory Existing Resources
Traditionally, the City of Fort Collins has used development impact fees and the City's dedicated ''/< cent
sales tax revenues to fund infrastructure investments. However, the City has determined that the cost
of the Vine/Lemay project is too great for the project to be entirely funding by the City and state in the
immediate or short-term. As a result, this task will explore potential local financing options available to
fund the project, including but not limited to Tax Increment Financing (TIF), Colorado State
Infrastructure Bank, and revenue bonds (backed by sales tax revenues). .
In considering local financing options, the task must first assess existing revenue sources and whether
they have any capacity that can be applied to the Vine/Lemay project. An assessment of local sources is
included even though federal grants are sought because 1) many federal programs require a local or
state match and 2) the federal TIFIA borrowing program would require a local source to secure the loan.
The assessment of local financing options includes an examination of:
o Existing dedicated revenue sources for transportation
• Existing general fund revenue sources
• Remaining City bonding capacity and credit rating
• Available sales tax capacity from existing local sales tax (0.25%) dedicated to costs of
planning, design, right-of-way acquisition, incidental upgrades and other costs
associated with the repair and renovation of City streets
• Colorado State Infrastructure Bank (CO SIB)
• Property tax valuation in City and Mountain Vista area of the City
• Opportunities to involve private partners
As part of the assessment, AECOM will conduct phone interviews with City finance staff to discuss
current revenues, financing options currently used, as well potential new financing mechanisms and any
potential hurdles to these new sources.
A summary matrix and description of applicable local financing mechanisms will be developed for the
final technical memorandum and will include for each mechanism:
• Description
• Eligibility criteria
• Relative revenue levels, share committed to other projects/uses, and/or bonding capacity
available
• If new a new financing mechanism for the City is considered, the relative timeframe for
implementing and/or any potential hurdles to implementing
Task 5.2: Scan of Federal Sources
This task will include a scan of discretionary federal transportation sources (FHWA and FRA) as well as
non -transportation funding programs transportation funding sources (e.g. US Department of
Commerce) available to fund and/or finance the Vine/Lemay project. The assessment of federal funding
and financing options includes (but is not limited to) an examination of:
• Rail -Highway Crossing Program (FHWA/FRA)
• Highway Safety Improvement Program (FHWA)
• Surface Transportation Program (FHWA)
• Transportation Infrastructure Finance and Innovation Act (TIFIA) (US DOT)
• Transportation Investment Generating Economic Recovery (TIGER) (US DOT)
• Economic Development Administration (US Department of Commerce)
The federal transportation sources are funded as part of the Moving Ahead for Progress in the 21't
Century (MAP-21) Act, which includes significant increases in funding for innovative financing and
provisions for freight. MAP-21 differs from previous reauthorizations in that it is only a two-year bill.
Roughly half way through the MAP-21 period, discussions about the form and elements of the successor
legislation are underway. At present, it appears that the emphasis on freight contained in MAP-21 will
carry over to the new bill. The discussion concerning the future shape of the bill is important to
monitor, and the Vine/Lemay project (and broader program need) is worth mentioning to legislators as
the bill is crafted.
A summary matrix and description will be developed for the final technical memorandum and will
describe for each applicable federal funding or financing mechanism:
• Federal agency
• Description
• Eligibility criteria
• Qualifying aspects of the Vine/Lemay project
• Funding levels and typical size of award
• Matching requirements
• Relative timeframe/deadlines for application process
• Web links for additional information
Task 5.3: Prepare Final Technical Memorandum on Recommended Approach(es)
A final technical memorandum summarizing the findings of Tasks 1 and 2 will be prepared and
submitted electronically. The technical memorandum will identify potential funding and financing
mechanisms and summarize each mechanism, including type, description, eligibility and qualifying
aspect(s) of the Vine/Lemay project, high-level estimate of revenue available and/or bonding capacity,
relative time/deadlines involved to secure the funds, and any web links for additional information. In
addition, the technical memorandum will prioritize those sources that are most applicable and those
that could be combined to fund the Vine/Lemay project. In instances where the project is partially
consistent, suggestions for how the project could be modified to be more competitive will be provided.
The technical memorandum is intended to provide an outline and framework for developing the
financial plan for the Vine/Lemay project as well as future grade crossing projects in the City.
It is important to note that MAP-21 only provides funding to US DOT programs through FY 2014. The
reauthorization required next year coincides with the likely timeframe for moving forward with funding
the Vine/Lemay project. As a result, it is important to monitor the progress of the changing legislation,
potential impacts on the project funding, and opportunities to weigh in on potential changes. To do
this, it is important to have a trusted partner monitoring the changing federal funding landscape as the
financial plan for the project is developed.
Task 5 - Options
The following optional tasks have been characterized, but are not included in the proposed scope of
work or budget at this time.
1. AECOM could provide additional research into funding and financing mechanisms with the greatest
potential to fund the project as well as a future program of grade crossing improvements. AECOM
could provide case studies of how these sources have been used to fund other similar projects.
AECOM could identify lessons learned and how to best package the Vine/Lemay project to make it
more competitive for funding.
AECOM could develop the financial plan for the project. AECOM could provide detailed revenue
forecasts and/or bonding capacity of local sources of funding, including the dedicated local % cent
sales tax and TIF opportunities.
3. AECOM could assist with any applications and/or provide economic analyses required in support of
application(s).
AECOM will prepare a more detailed scope of work and budget for one of more of the proposed options
following direction from the City.
Task 6: Develop Project Fact Sheet
Task 6 includes preparing a one page project fact sheet after completion of Tasks 1-5. The fact sheet will
summarizes the steps the City has taken to move the project forward, the results of this Task Order, the
City's next steps and the project's schedule. The fact sheet will be design to provide information to the
public. Distribution of the fact sheet and related public involvement tasks are not included in Task 6 or
this Task Order.
Assumptions
• AECOM will coordinate with the City of Fort Collins via telephone during the course of the work
as much as possible. Two face-to-face meetings are included in the scope of work. No travel by
out of state staff has been included.
SCHEDULE
The first critical elements will be to develop the project fact sheet for the September 23 public meeting.
The remaining scope of work will be completed based on a schedule mutually agreed by the City PM,
but can be completed as quickly as 6 weeks from Notice to Proceed.

Attachment 1 provides additional budget details.
