Attached to this letter is the scope of work and budget for providing the requisite engineering,
landscaping and habitat enhancement services for the design of Poudre River restoration measures
adjacent to the Link-n-Greens (Woodward) site. The scope of work and budget have been vetted and
negotiated between BHA and Natural Areas staff, as well as the other involved departments and
consultants.
It is our understanding that this scope of work and budget will be incorporated into the Poudre River
Downtown Project (PO No. 9133151) as a change order, and will be identified as Task 4 under that larger
project. The total cost for Task 4 — Link-n-Greens River Restoration is identified in the attached
document as $222,315

PROJECT SCOPE
Assumptions
Current planting plans that have been previously prepared for Woodward's Nationwide 7 and 27
permits are assumed to be suitable and complete. Our scope assumes the ability to take these plans
directly to Final Plan and Construction Documents. Only minor adjustments are anticipated with input
from Natural Areas staff and Biohabitats, bank stabilization design (by ACE), and final trail design
(Interwest). The exception is regarding some areas of grading changes near the west wetlands and along
the middle upland area requested for additional analysis. We anticipate the need to evaluate the
hydraulic impacts of these changes and adjustments in needed to conform with the approved CLOMR. If
more significant changes are required by staff, or if newer piezometer readings indicate the need for
change to landscape regimes and planting plans, additional scope will be required for plan changes and
revisions to the Nationwide 7 and 27 permits.
We assume the Final Plan review process for the River Buffer Area will be separate from the Woodward
Phase One Final Plan review process. We assume plans (Construction Documents) developed for Final
Plan review by the City will also be used for final bidding and construction. Two Final Plan packages are
anticipated — one for the work to be completed to accomplish overlot grading and the structural
stabilized bank, and one to be completed after certification and approval of overlot grading. These two
packages will be reviewed concurrently by the City's Development Review staff. (See attached exhibit)
Irrigation design is assumed to be provided by Hines irrigation by separate contract, and is not included
in our scope, but close coordination with irrigation design is anticipated by our team.
With no additional platting anticipated, easements must be dedicated by separate document concurrent
with city reviews. The final number of easement dedications is not yet known. Five easement
dedications are assumed with this scope at $600/easement.
We assume BHA will take on the Project Management/Coordination role identified in the Scope of Work
request prepared by the City while Anderson Consulting Engineers will provide contract administration
services.
Scope of Services
Task 1 - Bank Stabilization Structural Design
Design of structural bank stabilization for the two north bank areas indicated on the
Woodward PDP plans and the demolition and removal of the existing concrete in -
stream structure. Documentation will include: (a) plan view of the areas requiring bank
stabilization measures, which identifies the improvements and extents; (b) typical
sections showing the installation techniques; (c) relevant details; and (d) construction
notes.
Task 2-Poudre Trail Design
Prepare detailed design plans and profiles of the approximately 3,000 If of proposed
realigned Poudre Trail in compliance with Parks Department design criteria. In addition,
detailed design will be prepared for the north loop trail and one designated river access
spur. This design will incorporate required cross sections, existing trail demolition plans
and construction details related to the trail and the river crossing. It is assumed that the

low flow trail crossing will either be a shallow reinforced box culvert or a pre -fabricated
trail crossing bridge structure. Task includes structural design of foundations or
abutments for trail crossing.
Task 3 -Temporary Trail Connection from Poudre Trail to Lemay
Design plan and profile of the approximately 300 feet of proposed temporary Poudre
River Trail connection from Lemay Avenue to the Trail along the river. This design will
only become necessary should CDOT determine that the existing east -west sidewalk
within the Mulberry right-of-way will not be accessible during the construction of the
bridge improvements.
Task 4 - CDOT Right of Way Grading
Although the proposed Woodward Blue Home improvements and planned widening of
Mulberry will both improve the condition, currently the existing 100-year floodplain
immediately upstream of Mulberry Street is not contained on the east by Lemay
Avenue. The City would like to eliminate this spill with this project by elevating the
ground between the river and Lemay Avenue. Task includes preparation of grading plan
for within the existing CDOT Mulberry right of way to reflect the required fill material
necessary to prevent floodplain overtopping of Lemay Avenue. This task will include the
removal and replacement of approximately 200 feet of existing concrete sidewalk that
will need to be raised along with the ground surface noted above. Also included is the
hydraulic evaluation required to verify that the proposed fill will not create an adverse
impact to existing properties in the floodplain (i.e., City of Fort Collins water treatment
plant). In addition, a letter report will be prepared documenting the hydraulic
evaluation and provide assurances to the City that the fill can be placed in accordance
with all City and FEMA floodplain rules and regulations. This task does not include CDOT
permitting which is assumed to be performed by the city.
Task 5 - Storm Drainage Outfall Designs
Detailed plan and profile design documents will be developed for the various storm
drainage outfalls to the Poudre River. These will include the storm pipe outfall from the
Commercial Area Water Quality Pond, the concrete weir that will define the Pond 5
inflow/outflow to the river, and a storm outfall from the future west side improvements
of the Woodward Blue Home campus. This task includes coordination with City
Stormwater Department staff and the preparation of Drainage and Erosion Control
Report to support the design assumptions that were used. Task includes structural
design of weir and/or storm drainage structures.
Task 6 - Waterline and Fire Hydrant Design
Develop design plans for temporary hydrant, below -ground meter system, or waterline
extension to a planned fire hydrant to be used for temporary irrigation for the River
Restoration Area.
Task 7 - Grading Plans
Prepare grading plan documents for review and approval by city staff to reflect the new
river bank grading south of the trail, tree and concrete structure removals and proposed
features such as the new trail, bank stabilization and storm outfalls and required erosion
control measures. This task also includes the preparation of civil related specifications.

Task 8 - Final Planting Plans
Conversion of planting plans to bid documents with bid tab quantities, and preparation
of planting and wetland restoration specifications for construction.
Task 9 - Coordination of City Entitlement Reviews
a. BHA will lead the coordination of the city Final Plan submittal and review process. We
will coordinate various submittal documents to be provided by others:
1. Drainage and Erosion Control Report (civil engineer)
2. Hydrologic Study (civil engineer)
3. Final easements (surveyor, civil, city)
4. Trail and Bridge construction plans (civil engineer)
5. Utility Plans (civil engineer)
6. Bank Stabilization Plans (ACE)
b. Prepare application materials, coordinate application items from other disciplines, make
submittal to City
c. Attend comment review meeting/worksession with City
d. Receive, compile and distribute city comments
e. Revise landscape plan drawings and documents based on city staff review comments
received
f. Prepare detailed written response to city comments. Coordinate responses from various
team members.
g. Coordinate resubmittal documents, make submittal to city (round 2)
h. Receive, compile and distribute city comments
I. Revise landscape plans based on comments received
j. Coordinate final mylars for recordation
Task 10 - Construction Specifications
a. The design team will prepare the project manual cover, table of contents for technical
specifications, Division 1 General Requirements and Divisions 2 through 33
specifications (CSI 2004 format) as necessary to define the work.

Attendance at meetings with the client and the team including team conference calls
and working meetings with the team and city staff. It is assumed that there will be bi-
weekly meetings beginning in June 2013 and lasting until the end of December 2013.
Task 12 - Bidding Assistance and Construction Observation — Overlot Grading, Demolition and Bank
Stabilization Structural Package
a. Assist the GC in responding to questions from subcontractors;
b. Review of submittals for substitutions
c. Prepare required addenda.
d. Attend one (1) Pre -construction meeting
e. Review of shop drawings and submittals.
f. Technical assistance / response to contractor request for information.
1. Evaluate construction issues as directed and report findings and
recommendations to the City.
2. Perform site visits to observe progress during the construction process. The
scope includes the following number of site visits and for each consultant as
follows:
i. BHA Design —Four (4);
ii. Civil Engineer —One (1);
iii. Bank Stabilization Engineer —One (1);
3. Following each site visit a written field report will be provided summarizing
the observations made during the visit.
g. If needed, manage Change Order requests and reviews
h. Attend the Substantial Completion walk through with the Client and the General
Contractor.
i. Summarize the outstanding work items in a written punch list
j. Attend the Final Acceptance Walkthrough

I. Using the Contractor's redlined construction set, the Design Team will prepare a set of
as -built drawings for the project. This effort includes as -built drawings for irrigation
valves/mainline and documentation of other significant design changes that occur
during construction.
Task 14 - Project Management of Design Team through Final Design/CDs
a. Angela Milewski will serve as the Project Manager who will report to a Natural Areas
Representative (NA Rep) and be responsible for orchestrating the restoration work
across several City Departments; act as the main consulting liaison to the Woodward
development and construction team; and to provide the following detailed project
management services:
b. Project Coordination: BHA will be responsible for organizing weekly meetings,
developing meeting agendas, taking and distributing minutes, and coordinating the
work among the subconsultant team to ensure that milestones are met in order to
deliver a completed product by December 2013 when it anticipated that the site will be
delivered to the City by Woodward.
c. Project Accounting: BHA will be responsible for tracking and reporting monthly project
costs including City staff costs which will be supplied by the City; Hines Irrigation's costs;
and other design team costs related to the design and preparation of construction plans
and bid documents.
d. Tracking of Permits: BHA will track and assess the design changes compared with
current permits in hand, and provide guidance of potential changes to permits as the
design progresses, with a goal to retain the existing permits in place in order to maintain
the project schedule. BHA will assess alternative paths and any cost, scope or schedule
impacts to allow the design team and the City to make appropriate decisions.
e. Fees are estimated based on hours anticipated: Design Phase - assumes 4 hrs/week
June -December 2013 (30 weeks) Construction Phase - assumes 16 hrs/month Jan -June
2014 (6 months)
f. Contract Administration: Anderson Consulting Engineers will support BHA by
coordinating contracting efforts with the City's project manager for the Poudre River
Downtown Project; preparing, coordinating and issuing subcontracts and task orders;
and providing invoicing services.
