Railroad 60% Design of Trail Underpass Commencement Date: 9/18/2013 Completion Date: 12118/2013 Maximum Fee: $71,900.00 Project Description: Work shall primarily include developing 60% final design and plan drawings for the construction of a trail underpass beneath the BNSF Railroad. This task order will focus on the development of a 60% submittal to the BNSF RR. It shall Include sheparding the project through the PUC/BNSF Railway design approval process. Scope of Services:. See attached pages of scope for: s Acceptance Park tannin` v t op ment User Service Provider agrees to perform the services identified above and on the attached fortes in accordance with the terms and conditions contained herein and in the Services Agreement between the parties. In the event of a conflict between or ambiguity in the terms of the Services Agreement and this work order (Including the attached forms) the Services Agreement shall control. Service P B. City of Fort v./( 9 CC: Purchasing Director of Purchasing and Risk Management if over $60,000 City of Fort Collins, Colorado Park Planning and Development Fossil Creek Trial Underpass At BNSF RR 60% Design Scope of Services September 6, 2013 Fossil Creek Trial Underpass At BNSF RR Design 60% Design Scope of Services September 6, 2013 Page 2 INTRODUCTION The City of Fort Collins Park Planning and Development Department is planning a trail connectivity project to finalize the connection of the existing Fossil Creek Trail. Planned improvements extend west to east from the Fossil Creek Parkway/Pleasant Hill Court Intersection to the trail underpass location at College Avenue. As part of our On -Call Engineering Services Contract, AECOM will supportthe City with this effort by developing 60% final design and plan drawings for the construction of a trail underpass beneath the BNSF Railroad. This task order will focus on the development of a 60% submittal to the 13NSF RR. It is assumed this effort will occur over a three month timeframe. A. PROJECT INITIATION AND CONTINUING REQUIREMENTS Kick Off Meeting. Not included. Previous team discussions and coordination efforts have helped to satisfy this kick off project requirement. 2. Continued BNSF Stakeholder Coordination. AECOM will integrate BNSF general requirements in preparation of the 60% project submittal. This effort will include regular teleconference meetings with BNSF RR to discuss design status, project schedule and expectation. 3. Contractor Constructability Coordination. AECOM will meet with an area contractor during the final design phase in order identify and discuss construction means and methods as they pertain to the proposed tunneled structure. These discussions will help to determine project cost impacts as they affect the design development. A total of one (1) meeting is assumed., Project Scheduling. AECOM will develop and maintain a project schedule (in Microsoft Excel format) and assign tasks that detail the project milestones and completion dates. This schedule will be updated monthly and submitted to Fort Collins accordingly. 5. Progress Meetings. Fort Collins and the AECOM Project Team will meet periodically as required. One progress meeting is included in this task order. This progress meeting will be used to coordinate and track the work effort and resolve problems. The project meeting will be held via Teleconference and/or WebEx with the others occurring at the City of Fort Collins Offices and will review the following: • Activities required to be completed since the last meeting • Problems encountered and effectiveness of previous meeting. • Late activities • Activities required to be completed by the next meeting. • Solutions proposed for unresolved and anticipated issues. • Information or items required from other agencies The consultant will maintain an active action item list of activities that will become a rolling agenda for this meeting that is updated at each progress meeting. This agenda will assign responsible party and deadlines for any action items identified. The rolling agenda will serve as the meeting minutes that will be continually updated at the conclusion of each progress meeting and distributed to the team as appropriate Fossil Creek Trial Underpass At BNSF RR Design 60%Design Scope of Services September 6, 2013 Page 3 Project Management. AECOM will coordinate the work tasks being accomplished by the entire AECOM Project Team to ensure project work completion stages are on schedule. Project staffing and assigning of tasks, scheduling and invoicing are included within this task.- B. FINAL DESIGN (60% LEVEL) Civil 3D AutoCAD Software will be used in the development of the preliminary design. CAD files and digital surfaces will be cross compatible with AutoCAD 2007 or later in order to integrate with the City of Fort Collins adjacent projects. As part of this final design, AECOM will perform the following activities: .Design Review of the Preliminary Design. AECOM will meet with City of Fort Collins Staff to confirm the results of the Preliminary Design Submittal. Final design efforts will proceed with the City of Fort Collin's approval of the preliminary design. 2. Supplemental Design Survey Coordination. AECOM will prepare supplemental survey request documentation for the City of Fort Collin's survey staff as required for the final design efforts. We anticipate that a supplemental design survey with topographic, utility and right-of- way information within the project limits may be required in order to complete the final design efforts. Design survey may also be required within BNSF's right-of-way in order to confirm grades and track profiles. Electronic CAD design survey information will be provided to AECOM based upon the previous project horizontal/vertical coordinate system. Note that all project design survey activities will be provided by the City of Fort Collins including: pre -survey conference, survey data research, secure rights of entry, project control survey, land survey/boundary survey, TMOSS survey, terrain survey and utility survey tasks as required. 3. Geotechnical Subsurface Investigation. AECOM will coordinate with the City of Fort Collins' geotechnical consultant as required to perform additional subsurface soils investigations, as needed, at the project site. This effort will require coordination to communicate access entry requirements, initiate field borings at the project site and provide proposed design conditions to update the original geotechnical report. It is anticipated that the updated soils report will address the potential settlement concerns at the track grade and any lateral shift of the railroad embankment during the jacking of the tunnel shield/liner. Work by the geotechnical consultant will be contracted separately via the City's on -call consulting process. . Civil (Trail/Drainage) Coordination and Grading Design. AECOM will coordinate with City of Fort Collins discipline task. leads for the trail alignment and hydraulic design activities as they impact our final design efforts. We anticipate at least two (2) teleconference meetings will be required to support the final design. AECOM will finalize the design surface, trail alignment and grading plan within the immediate project limits to confirm the right-of-way requirements, structure retaining wall layouts and drainage structure locations. 5. Structural Design. AECOM will prepare final design calculations for the Fossil Creek Underpass. The bridge location, as identified in the preliminary plans, will be used as the basis of design. This effort includes: ` Fossil Creek Trial Underpass At BNSF RR Design 60% Design Scope of Services September 6., 2013 Page 4 a) Design Project Criteria Development. AECOM will finalize design criteria to be used for the final design efforts. Horizontal and vertical constraints will also be established based upon AREMA and BNSF criteria and confirmed with the City of Fort Collins Structure Reviewer. The final design criteria will incorporate the information from the preliminary design and include specific bridge and pedestrian component requirements. b) Structure Calculations. AECOM will compute the design loadings in accordance with the design project criteria and AREMA, BNSF RR and CDOT Staff Bridge specifications. Design loads to include dead, geotechnical, live, impact and longitudinal loads. Derived loads will be grouped using the appropriate loading combinations. AECOM will prepare design calculations to evaluate and assess the applied loadings on the structural steel section, steel jointing connections and surrounding subgrade. Designs will utilize available design nomographs, railroad design guidelines, standardized design protocols and finite -element analysis, as warranted. c) Corrosion Analysis. AECOM will evaluate the structural steel section for long-term corrosion impacts associated with the buried steel structure. The design effort will integrate the results from the geotechnical soils investigation report. 6. Structural Tunneling Design. AECOM will prepare design calculations as required to identify the structural tunneled components required for construction. Design elements include: tunnel base slab, thrust block and lateral restraint system, shoring systems, equipment connections, grouting and steel section connection requirements. Retaining Wall Design. AECOM will prepare design calculations as required to confirm the retaining wall and wall foundation design requirements. Designs will incorporate AREMA and BSNF RR lateral loading conditions. Retaining walls will be supported on spread footing and/or deep foundation supports as needed by the geotechnical design requirements. 8. Preparation of Structural Plans and Specifications a) Prepare all detail drawings b) Prepare the plan sheets. Tentative plan list includes: 1. General Information 2. Site Pian Lavout 3. General Layout 4. BNSF Plan, Profile and Typical Sections 5. Engineering Geology 6. Structural Details 7. Headwall and Wingwall Details 8. Tunnel Staging Plan 9. Base Slab Details c) Prepare special provisions applicable to the project. d) Compute quantities and complete the quantity summary,. 9. Design Check, Detail, and Quantity Check a) Perform, detail calculation check and detail check from plans Fossil Creek Trial Underpass At BNSF RR Design 60% Design Scope of Services September 6, 2013 Page 5 b) Revise all plan sheets and design notes to reflect any deficiencies found in the design and detail check. c) Check quantities calculations. 10. Construction Cost Estimate. AECOM will determine the 60% construction cost estimate based upon the quantities and assigned unit prices. We will meet with area contractors to confirm specialty cost quantities and costs. 11. Structure Final Review Plans, Specifications and Cost Estimate a) Make final plan and special provision corrections b) Complete cross-referencing of plans c) Assemble the complete plans and special provisions d) Submit PDF plan, specifications and cost estimate to the City of Fort Collins for review 12. 60% Submittal Review Meeting: a) Participate in a review meeting with the Fort Collins/PM. b) Design decisions concerning questions raised by the review meeting will be resolved in cooperation with the Fort Collins/PM. AECOM shall document the decision and transmit the documentation to the Fort Collins/PM for approval. c) A list of all deviations from standard design criteria along with the written justification for each one shall be submitted to the Fort Collins/PM. 13. BNSF RR (60%) Underpass Structure Submittal. Prepare and submit the 60% railroad submittal in accordance with the most current BNSF/UPRR Guidelines for Railroad Grade Separation Projects. Submittal requirements include: • Applicant Response to the 30% submittal Design Plans and Calculations • Geotechnical Report Project Specifications • Drainage Report • Construction Staging Plans C.
