Lincoln Avenue Interim Improvements Roadway Design Commencement Date:_ September 3`d, 2013 Completion Date: March 31", 2014 Maximum Fee: (time and reimbursable directs costs): not to exceed $30,000 Project Description: See Attached. Scope of Services: See attached scope of service. Service Provider agrees to, perform the services identified above and on the attached forms in accordance with the terms and conditions contained herein and in the Services Agreement between the parties. In the event of a conflict between or ambiguity in the terms of the Services Agreement and this work order (including the attached forms), the Services Agreement shall control. Lincoln Avenue — Interim Improvements Civil Site Engineering and Design Services Dear Rick, kj INTERWEST i CONS U LT ING G R O UP Attached is the project scope and fee estimates based on our discussions for the project. Description Interwest Consulting Group (Interwest) will provide civil engineering services for the design of E. Lincoln Avenue between the east and west property lines of Woodward Technology Center (Woodward). The Project Development Plan (PDP) for the Woodward Project generally included the following: • Preliminary (50%) design documents for the development's full frontage of Lincoln Avenue for interim conditions. Interim conditions are assumed to include the existing roadway section with the addition of auxiliary left and right turn lanes at the two entrances off of Lincoln. All widening of the roadway to accommodate the auxiliary lanes is proposed to occur south of the centerline to minimize impacts along the north edge of Lincoln. Curb, gutter and sidewalk are not included in the interim condition. The services to be provided as part of this Work Order will generally include: • Final design for interim conditions of Lincoln Avenue (Phase 1 east entrance and future west entrance) • Meetings and coordination with city staff and team members • Preparation of Bid Documents (Plans, Specifications and Estimates) • Construction support services Scope of Services Lincoln Avenue (100% CD's and Bid Documents) - Prepare construction level plans, profiles and cross sections for the following arterial improvements. 1. Plan and profile drawings for the interim Phase 1 required improvements across the property frontage. These improvements will include edge of asphalt improvements (no curb, gutter or sidewalk), the eastern proposed entrance to the site, an eastbound right turn lane and roadway widening sufficient to accommodate a westbound left turn lane. General notes, details and roadway cross sections will be included. 2. A design for the future Phase 2 improvements along Lincoln Avenue including the second western entrance and turn lanes and roadway improvements to the S. Lemay Ave. intersection. 3. Signing and Striping Plans 4. Bid Tabulations and Construction Specifications Estimated Fee: $25,000 Construction Services - Interwest will provide support services during construction including: 1. Site Visit — Interwest staff will visit the site up to three (3) times during the course of construction of Phase 1 improvements to review items related to the civil engineering documents. 2. Shop Drawing Review — Review and approval of applicable civil related submittals to verify conformance with the design concept. 3. Requests for Information (RFI's) — Responding to requests for information/interpretation of the site civil drawings as required or needed. This task is not intended to cover site design changes or city plan revisions. Estimated Fee: $2,500 Record Drawings - Interwest will prepare one set of record drawings at the completion of the site improvements for Phase 1 utilizing the Consultant's drawings, GC provided field and survey information and a final site visit. Surveying services to record as -built data to be provided by others. Estimated Fee: $1,500 Reimbursable Items — Including prints, mileage, and deliveries, etc. Estimated Fee: $1,000 Assumptions — 1. The following services will be provided by other consultants or the client and are specifically excluded from this agreement: • Surveying services including topographic survey, platting, legal descriptions, ALTA surveys, etc. • Structural Engineering design for roadway or urban -design features • Traffic Engineering services, including street light and traffic signal design • Geotecluucal reports including pavement designs • Environmental studies and mitigation plans • Utility potholes • Poudre River floodplain modeling • Landscape and Irrigation design • Traffic Control Plans to be provided by the selected Contractor • Stormwater Management Plan (SWMP) for State Permitting 2. Water quality measures will be incorporated into the Woodward site design 3. The procurement of offsite easements or rights of way is not anticipated 4. No public outreach or open houses are anticipated S. The design of temporary sidewalk connections along Lincoln Avenue beyond the frontage of the Woodward property is not included in this scope and fee 6. The previously approved PDP documents generally reflect the scope and geometry of the roadway improvements and the scope and fees above are based upon advancing the previous design to the construction document level 7. The onsite improvements for Woodward shall be built concurrently or in advance of the roadway improvements so it can be assumed that the future ground elevations at the right of way lines will be completed prior to construction of the roadways 8. The design, review and approval of the construction documents will follow a modified city capital improvement project process and schedule to enable the projects to be construction ready at the same general time as the onsite Woodward improvements Please call me at 970-460-8487 if you have any questions or need any additional information.
