SPECIFICATIONS AND CONTRACT DOCUMENTS
Description of BID 7482: Vine & Shields Intersection Improvements
OPENING DATE: 3:00 PM (Our Clock) March 7, 2013
To all prospective bidders under the specifications and contract documents described
above, the following changes/additions are hereby made and detailed in the following
sections of this addendum:

EXHIBIT 1 – CLARIFICATIONS FROM PRE-PROPOSAL MEETING
A. Is a Traffic Impact Study (TIS) required for this project?
No, a Traffic Impact Study will not be required. The City will provide any relevant
traffic data to the selected Consultant as it relates to the design of this project.
B. What type of software would the City prefer for the roundabout analysis?
The City will accept RODEL, ARCADY or SIDRA as the design software for this
project. Further explanation is given in the Larimer County Urban Area Street
Standards (LCUASS), Appendix I, Part B, Section 5 “Design Software”.
C. Is the City expecting a Final Design Report for the roundabout analysis?
Yes, the City is expecting a Final Design Report as a deliverable item for this
project. The Report will contain all necessary parameters as outlined in
LCUASS, Appendix I.
D. At the time of the proposal submittal, it will not be known if the project will
encroach on the City’s West Vine Floodplain Basin. How should the Consultant
teams address the City’s West Vine Floodplain Basin with their proposals?
The Consultant teams will need to include the appropriate staff and experience in
their proposals for engineering design within a City floodplain. Additional
information about the process is further defined in the next response.
E. As stated in the RFP, under Final Engineering Phase (Consultant Tasks), the
City has asked for “Development of a Letter of Map Revision (LOMR)”. The
project improvements may impact a City floodplain, as opposed to a Federal
Emergency Management Agency (FEMA) regulated floodplain. Why does the
RFP state the need for a LOMR?
Correct, this project does not contain a FEMA regulated floodplain within the
project boundary. However, the City of Fort Collins Utility Department follows the
same procedures as FEMA for designing, constructing and documenting work
within a City regulated floodplain. The only difference is that the review process
is handled solely by the City and not through FEMA.
If it is determined that the project design will impact the City floodplain, the
Consultant team will be responsible for:
o Obtaining an approved Conditional Letter of Map Revision (CLOMR)
through the City review process
o Reviewing and approving the “as-built” construction plans
o Submitting the “as-built” construction plans, along with a letter of
concurrence, to the City for approval of the LOMR.
