SCOPE OF WORK
for the
POUDRE RIVER SEWER CROSSING AT SHIELDS STREET
FORT COLLINS, COLORADO
The purpose of this scope is to define the work effort by Anderson Consulting Engineers, Inc.
(ACE) for the analysis and design of a sanitary sewer crossing of the Cache la Poudre River located
approximately 70 feet east of the downstream side of the Shields Street Bridge. The prime consultant for
this project will be Anderson Consulting Engineers, Inc. (ACE) who will provide the following: (a)
hydraulic modeling and analysis efforts; (b) project permitting services; (c) construction drawing plan
sets; (d) project management and coordination; and (e) project outreach services, if required. Surveying
services will be provided by King Surveyors, Inc. Wildland Consultants will provide wetland consultation
to support the 404 permitting efforts. Centennial Archaeology will provide SHPO consultation and
conduct a cultural survey of the project to support the 404 permitting efforts. It is assumed that the
geotechnical information collected for the Shields Street Widening and Bridge Replacement Project
(Shields Street Project) will be sufficient for the design and construction of the sewer crossing.
Therefore, geotechnical engineering services have not been incorporated into this Scope of Work.
Brian Smith, P.E., CFM, will serve as the Project Engineer responsible for overseeing and
reviewing all work conducted as part of this Scope of Work. Mr. Smith will also be responsible for the
day-to-day management of the project. Bradley Anderson, P.E., CFM, President of ACE/Senior Principal
Engineer, will provide quality assurance and quality control of the design. Aaron Hansen, P.E., CFM,
Project Manager for ACE, will assist with the development and review of the final design plans. It is
ACE's understanding that the City would like to construct the sewer line crossing this fall to take
advantage of the anticipated low flows in the river and the initiation of construction on the West Vine
Outfall Project. Therefore, ACE proposes to complete the work associated with this scope by no later
than November 1.2013.
Task 1. Data Collection, Field Reconnaissance, and Base Map Preparation
It is noted that extensive base map and utility information has already been collected as part of
West Vine Outfall Project and the Shields Street Project. It is assumed that the base map developed for
the West Vine Outfall Project will be utilized for this scope of work. Effort to incorporate base map
information associated with the Shields Street Project into the West Vine Outfall base map has been
included in this task. It is anticipated that two site visits will be conducted to familiarize project staff with
the specific site conditions and to facilitate project permitting efforts.

Task 2. Additional Survey Data and Easement Information
To facilitate the City of Fort Collin's floodplain use permit and no -rise certification, a detailed
ground survey of the sewer alignment will be obtained to document existing and as -built conditions. This
task also includes coordination efforts to identify temporary construction easements and develop
necessary legal descriptions for agreements with adjacent landowners. All survey information will be
horizontally referenced to the City of Fort Collins ground master network and vertically referenced to the
National Geodetic Vertical Datum of 1929 (NGVD29).
Task 3. Permitting
Coordination with representatives from the U.S. Army Corps of Engineers (USACE), U.S. Fish
and Wildlife Service, and the State Historical Preservation Office (SHPO) will be conducted to determine
the requirements for a 404 permit application. Based on a recent site visit by Mr. Terry McKee
(USACE), it is anticipated that the sewer crossing will be covered under a Nationwide 12 Permit — Utility
Line Activities. Coordination with Terry McKee and Wildland Consultants will be conducted to
determine the documentation requirements associated with a Nationwide 12 permit. Recent coordination
with Wildland Consultants indicates that the wetland and open water delineation conducted by Pinyon
Environmental, Inc. as part of the Shields Street Project can be utilized for the Nationwide 12 permit
submittal for the sewer crossing. Therefore, effort for Wildland Consultants to re -delineate the wetland
and open water for the sewer crossing has not been included as part of this Scope of Work. It has also
been assumed that the ESA compliance that has been obtained by Natural Areas for the McMurray, West
Vine Outfall, and Sterling Property Projects will be sufficient documentation for the sewer crossing and
that no further ESA surveys will be required. Due the existence of documented historic properties in the
vicinity of the proposed sewer crossing and recent delays in the Shields Street Project due to SHPO
requirements, it has been assumed that a proactive cultural survey of the project site will be conducted as
part of the 404 permitting. The cultural survey will be conducted by Centennial Archaeology.
Based on coordination with the City Stormwater Department, it has been determined that the City
will not require a CLOMR submittal for the sewer crossing. However, a floodplain use permit and no -
rise certification will be required. Close coordination with the Shields Street Project will be conducted to
integrate the sewer crossing design with the Shields Street Project. This task also includes effort to
develop a memorandum for the floodplain use permit/no-rise certification that will document any
hydraulic analyses, floodplain modeling, and scour/stability analyses conducted for the design.
Task 4. Final Design and Preparation of Preliminary Construction Drawings
Final design and construction drawings will be prepared for the approximate 270 linear foot
sewer line crossing. It is our understanding that COFC wishes to install a 21-inch line underneath the
Poudre River to expand their service area to include properties north of the river. The 21-inch sewer line
will be connected to the existing 27-inch trunk located on the south side of the river and will be encased
in concrete underneath the river. It is also understood that as part of the Shields Street project, the scour

hole located downstream of the existing Shields Street Bridge will be partially filled in. Coordination will
be conducted with the Shields Street Project team with respect to filling in the scour hole, river bank
protection, and river scour analyses associated with the proposed project. ACE will prepare preliminary
construction drawings including plan, profile, and detail sheets. These drawings will be provided to the
City of Fort Collins and Gamey for their review and comment. It is anticipated that the preliminary and
final design plan set will include the following sheets:
• Cover Sheet
• Project Information/General Notes
• Survey Control/Geotechnical Information
• Sewer Plan and Profile Sheet
• Detail Sheets including general details and an encasement detail
Task 5. Preparation of Final Construction Drawings, Specifications, and As -built Drawings
All comments generated from the review of the preliminary construction drawings will be
discussed with the City of Fort Collins and Gamey. These comments will either be addressed verbally
and/or incorporated into a revised final set of construction drawings. Standard City of Fort Collins
technical specifications will be compiled and utilized for this project. If necessary, non-standard technical
specifications will be produced for the project by ACE, in close coordination with the City of Fort Collins
and Gamey. For this scope of work, it is assumed that Division 1 (General Requirements) specifications,
including the Measurement and Payment section and Bid Schedule, will be developed primarily by the
City of Fort Collins and Gamey. ACE will assist in the development of Division I specifications as
needed. Once construction is complete and as -built survey information has been obtained, ACE will
prepare as -built construction drawings and documentation for the no -rise permit. This task includes the
development of one set of full-size mylar as -built construction drawings for the City's records.
Task 6. Meetings, Coordination and Public Outreach
During the completion of this project, it is anticipated that several specific coordination meetings
will be scheduled, along with project status meetings, as necessary. These meetings will include the
following:
(a) project kickoff meeting;
(b) biweekly project status meetings, which will be conducted after the bi-weekly West Vine
Outfall Project meetings (6 meetings have been assumed based on an approximate 3-
month period for design and permitting); and
(c) coordination meetings, as needed, with the City Stormwater Department, City Natural
Areas Department, the Shields Street Project team, including Latimer County, the U.S.
Army Corps of Engineers, and the private landowner located adjacent to the project (4
meetings have been assumed).

The project status meetings will provide an opportunity to discuss project related issues, technical
results, and coordination efforts conducted outside of the project status meetings. The additional
coordination meetings identified above will allow for direct coordination with other departments or
agencies in order to focus on specific issues associated with the project. It is noted that no public
meetings/open houses have been assumed for this project.
Task 6 includes both staff time and materials associated with attendance at the meetings described
above including the effort associated with the preparation of the materials for the meetings. The ACE
Project Engineer, as a minimum, will attend all meetings. In addition, selected members of the design
team will also attend specific meetings depending on the topics of discussion. The ACE Project Engineer
will be responsible for conducting all progress status meetings, including the preparation of meeting
agendas and compilation of meeting minutes.
Task 7. Final Design Summary Report
A brief final design summary report will be prepared documenting all hydraulic design and final
design efforts outlined in this Scope of Work. The final design report will include the following
documentation: (a) hydraulic evaluation and design of the sewer crossing; (b) acquired permits and
supporting permit documentation; and (c) copies of the construction documents. Two (2) copies of the
final design summary report will be provided.
