7410 APP TURNBERRY ROAD PAVER PROJECT
The City of Fort Collins is requesting black & white line drawings, either representational or
abstract concepts, portraying the theme of “Windows into the Past”. The winning designs will be
sandblasted into granite pavers and placed into sidewalks along the Turnberry Road Project.
Written proposals, one (1) copies, will be received at the City of Fort Collins' Purchasing
Division, 215 North Mason St., 2nd floor, Fort Collins, Colorado 80524. Proposals will be
received before 5:00 p.m. (our clock), July 30, 2012 and referenced as Proposal No. 7410.
If delivered, they are to be sent to 215 North Mason Street, 2nd Floor, Fort Collins, Colorado
80524. If mailed, the address is P.O. Box 580, Fort Collins, 80522-0580.
The City encourages all disadvantaged business enterprises to submit proposals in response to
all requests for proposals and will not be discriminated against on the grounds of race, color,
national origin for all proposals for negotiated agreements.

The City of Fort Collins is subject to public information laws, which permit access to most
records and documents. Proprietary information in your response must be clearly identified and
will be protected to the extent legally permissible. Proposals may not be marked ‘Proprietary’ in
their entirety. Information considered proprietary is limited to material treated as confidential in
the normal conduct of business, trade secrets, discount information, and individual product or
service pricing. Summary price information may not be designated as proprietary as such
information may be carried forward into other public documents. All provisions of any contract
resulting from this request for proposal will be public information.
Sales Prohibited/Conflict of Interest: No officer, employee, or member of City Council, shall have
a financial interest in the sale to the City of any real or personal property, equipment, material,
supplies or services where such officer or employee exercises directly or indirectly any decision-
making authority concerning such sale or any supervisory authority over the services to be
rendered. This rule also applies to subcontracts with the City. Soliciting or accepting any gift,
gratuity favor, entertainment, kickback or any items of monetary value from any person who has
or is seeking to do business with the City of Fort Collins is prohibited.
Collusive or sham proposals: Any proposal deemed to be collusive or a sham proposal will be
rejected and reported to authorities as such. Your authorized signature of this proposal assures
that such proposal is genuine and is not a collusive or sham proposal.

City of Fort Collins Art in Public Places Program
Request for Proposal (# 7410)
�
The Fort Collins Art in Public Places Program is requesting black & white line drawings, either representational or abstract
concepts, portraying the theme of “Windows into the Past”. The winning designs will be sandblasted into granite pavers and
placed into sidewalks along the Turnberry Road Project. The artwork will be a signature piece in Fort Collins and be highly
visible to the public.

PROJECT
�
The Turnberry Road Project involves the construction of a two-lane arterial roadway, including on-street bike lanes, a center
turn lane, landscaped parkways, and sidewalks between Country Club Road and Brightwater Drive. The new two-lane arterial
will be constructed to the east of the existing roadway, transitioning back to existing at Brightwater Drive. A pedestrian
underpass providing connectivity to the trail system is also planned.
Fort Collins artist Susan Dailey will be creating painted mural panels that reflect the theme of “Windows into the Past”,
alluding to a walk through the past, reminiscing the use of the landscape in this area’s history for the pedestrian underpass
on the trail near Turnberry Road. To compliment this adjoining project, the theme for the pavers will be “Windows into the
Past” This theme could include images of farming, early settlers, landscape, etc.

TIME LINE
�
Submission Deadline: Must be received by 5 p.m. on July 30, 2012
Finalists Chosen in August 2012
Installation dates and locations: To be determined.

ELIGIBILITY
�
Artwork will be accepted from residents within the defined boundaries. You must reside in the area North of Mountain Vista
Dr., South of Douglas Road, East of Lemay, and West of Giddings Rd. This competition is open to individuals of all ages. We
also encourage families to create a drawing together. Each family group plus the individuals may submit only one drawing
each. The selection committee will ensure a balanced selection of ages and family groups.

BUDGET
�
Artists whose designs have been selected by the committee will be awarded a $25 honorarium. Up to 22 designs will be�
selected.�

SELECTION PROCESS
�
The selection committee may consist of the seven members of the APP Board, two representatives from the City’s Turnberry
Road Project and one City Purchasing Department representative. The committee will review submissions and either
recommend finalists or make a final recommendation. The selection committee reserves the right to reject any or all entries
at any time in the review and selection process.

SELECTION CRITERIA
�
Suitability of the design to the mission of this project, including form, content, scale and clarity. Fine, intricate details cannot
be rendered in a sandblasted paver, we reserve the right to edit images for clarity.

2. Design: One black & white drawing per individual and per family. THICK, BOLD, CLEAR line drawing completed on the
attached form. (We suggest you use a black marker)
3. Written explanation: A description of your design.
