HomeMy WebLinkAboutRFP - 7489 HISTORIC AVERAGE TRAVEL TIME / SPEED DATARFP 7489 Historic Average Travel Time/Speed Data Page 1 of 10 REQUEST FOR PROPOSAL 7489 HISTORIC AVERAGE TRAVEL TIME/SPEED DATA The City of Fort Collins would like to purchase historic average traffic speed/travel time data for 2012 and quarterly in 2013 for specific arterial streets (see attachment 1) in Fort Collins from a contractor that is currently engaged in the collection, calculation, application, and distribution of such data. Proposals submission via email is preferred. Proposals shall be submitted n Microsoft Word or PDF format and e-mailed to: purchasing@fcgov.com. If electing to submit hard copy proposals instead, five (5) copies, will be received at the City of Fort Collins' Purchasing Division, 215 North Mason St., 2nd floor, Fort Collins, Colorado 80524. Proposals will be received before 3:00 p.m. (our clock), April 12, 2013 and referenced as Proposal No. 7489. If delivered, they are to be sent to 215 North Mason Street, 2nd Floor, Fort Collins, Colorado 80524. If mailed, the address is P.O. Box 580, Fort Collins, 80522-0580. The City encourages all disadvantaged business enterprises to submit proposals in response to all requests for proposals and will not be discriminated against on the grounds of race, color, national origin for all proposals for negotiated agreements. O'Neill II, CPPO, FNIGP Director of Purchasing & Risk Management RFP 7489 Historic Average Travel Time/Speed Data Page 3 of 10 REQUEST FOR PROPOSAL 7489 Historic Average Travel Time/Speed Data The City of Fort Collins would like to purchase historic average traffic speed/travel time data for 2012 and quarterly in 2013 for specific arterial streets (see attachment 1) in Fort Collins from a contractor that is currently engaged in the collection, calculation, application, and distribution of such data. Scope of Work: 1. Required and Desired Data Set Specifications & Format a. Average traffic speed data shall be provided in 15-minute intervals for each day of the week, for every month of the year and referenced to the Traffic Messaging Channel (TMC) –encoded network or at the smallest road segment for Tele Atlas and NAVTEQ map databases. The average traffic speed shall be for the entire link length taking into account delays due to traffic signals and other traffic impediments along the link. Data should be adequate for calculating an average travel time to traverse the link. b. The actual average traffic speed shall be provided, when available, even if the actual average speed exceeds the posted speed limit or a reference speed threshold defined by the contractor. c. If actual average traffic speed is not available for a particular time period, a reference speed may serve as a surrogate, but must be appropriately noted. d. Average traffic speed data shall be provided in miles per hour to the nearest integer. e. All average traffic speeds provided within the data set shall reference the most current version of the TMC network at the time of receipt. f. Data shall contain an indication of accuracy, or “confidence level,” on each TMC segment. The “confidence level” threshold shall consist of a number that identifies the total data points used to derive each average traffic speed. g. Average traffic speed data shall only be based on actual consumer, fleet, and/or private sector probe-based vehicle data sources; GPS probe vehicle data; or public roadway sensor data, as available. h. The following fields shall be included, at a minimum, in the Contractor’s average traffic speed data set: i. TMC ID ii. TMC segment length iii. Day of week iv. Month v. Start time vi. End time RFP 7489 Historic Average Travel Time/Speed Data Page 4 of 10 vii. Average speed in MPH viii. Confidence level i. A City Street Name cross reference field is desirable in the data set. j. Analytical software tools to assist with processing data are desirable. 2. Minimum Required Deliverables a. Average Speed Data Tables – The data set received by the City shall include the following tables for each street: i. For complete years, annual average traffic speeds in fifteen minute intervals for each day of the week (total of seven tables) ii. For quarterly data, monthly average traffic speeds in fifteen minute intervals for each day of the week (total of 21 tables/quarter) b. Annual Average Maximum/Minimum Speed Table – The data set received by the City shall include annual average maximum recorded free-flow speed and annual average minimum recorded speed for each day of the week, for each TMC segment. This table should not include contractor established reference speeds for each TMC segment. c. TMC Network – The City shall be provided with the most current version of the TMC network in both ESRI shapefile (polyline) format and TMC location code table in CSV format. d. User Manual – Data received by the City shall contain a thorough explanation of the methodology used to produce average traffic speed data, including contractor established reference speeds, if applicable. i. Contractor shall identify all data sources used to establish average traffic speed data and identify the majority data source used to populate average traffic speed for each TMC segment. ii. Contractor shall identify the methodology used to calculate average speed over the length of each link taking into account delays due to traffic signals and other traffic constraints. e. Customer Support / Technical Assistance – Contractor must provide timely and accurate support for any product delivered to the City, including adequate technical assistance for potentially complex database, mapping and/or data integration issues. i. Contractor shall define the scope of customer support and level of technical assistance available to the City. 3. Licensing & Ownership Requirements a. Rights shall be provided which permit the City to disclose average traffic speed data, to be used for purposes of performance reporting, planning and operational analysis, and data validation. Rights shall be provided which permit the City and its partner agencies to create derivative congestion analysis and publicly redistribute derivative analysis to be used for purposes of public information, performance reporting, planning and operational analysis, and data validation. c. The City will not sell data provided by contractor. 4. Delivery & Frequency a. Contractor shall provide the City with a proposed date for the delivery of the complete data set for 2012 and for each subsequent quarterly data report. All data shall be made available in its entirety to the City by the specified dates. 5. Special Data Request a. To facilitate the mobility analysis needs of the City a special data request may be submitted to the contractor to review the “raw data” used to derive average traffic speeds at specific locations or corridors. In the event that a specific location or corridor comes into question the contractor shall provide the City with access to all known data points used to derive the average traffic speed in question. b. Guidelines for special data requests, include: i. The City may submit no more than six individual special data requests per data set year. ii. Each special data request will not contain more than eight specific intersections. iii. Delivery of special data requests should be received within 30 days of request. iv. Data specifications and format listed above shall apply for all special data requests. 6. Submittal Requirements Those interested in submitting a proposal should submit the following information in the submittal as a minimum. Respondents are to number and name each section as follows: i. Methods and Approach: a technical proposal, not to exceed 20 pages, that summarizes contractor’s qualifications to fulfill the bid, including sources of traffic speed data, analytical processes used to calculate average speed, and a summary of quality tests and assurance practices used to validate the data set. 1. Discuss any licensing requirements, including a recommendation that best fits the needs of the City’s Scope of Work. 2. Sample data is required for the City’s evaluation in selecting a contractor. The sample data shall be provided RFP 7489 Historic Average Travel Time/Speed Data Page 6 of 10 electronically on CD/DVD or via a web browser interface in the proposed format outlined in this Statement of Work. Sample data shall be provided for the road segments described in Figure 1. Sample data should be provided in a format that allows the City to determine the quality of average traffic speed data submitted. Attachment 1 – Arterial streets in Fort Collins for which travel speed data is desired 2. Alternative Additional Roads: Is there any additional Cost involved to include these? Please Indicate on your Cost Proposal, as an Additional Option. iv. Motivation: Include a filled out & signed Vendor Statement with your proposal. v. Firm Capability: Provide relevant information regarding previous experience in supplying historic average traffic speed/travel time data, to include:  Number of years in the business.  Overview of services offered, qualifications  Names and location of similar projects. Three references of such projects, to include: • Service provided • Date of service • Client organization • Contact name and title, phone, and e-mail address of public agency reference(s) overseeing the planning effort. The City may or may not opt to conduct oral interviews. 2. The selected Contractor will be awarded a Purchase Order as the contract document. 3. The City reserves the right to negotiate with any vendor as meets the needs of the City. The City reserves the right to reject any or all proposals, and to waive any irregularities. 4. The City of Fort Collins allows other Public Agencies the opportunity to purchase off the Award for this Bid, at the option of the Awarded Vendor(s). Other public agencies that are members of the Colorado Multiple Assembly of Procurement Officials (MAPO) cooperative purchasing group may contact the awarded vendor(s) with a desire to piggyback on the resulting contract as a cooperative user. These criteria will be the basis for review of the written proposals and any optional interview session. The rating scale shall be from 1 to 5, with 1 being a poor rating, 3 being an average rating, and 5 being an outstanding rating. WEIGHTING FACTOR QUALIFICATION STANDARD 2.0 Scope of Proposal Does the proposal show an understanding of the project objective, methodology to be used and results that are desired from the project? 2.0 Assigned Personnel Do the persons who will be working on the project have the necessary skills? Are sufficient people of the requisite skills assigned to the project? 1.0 Availability Can the work be completed in the necessary time? Can the target start and completion dates be met? Are other qualified personnel available to assist in meeting the project schedule if required? Is the project team available to attend meetings as required by the Scope of Work? 1.0 Motivation Is the firm interested and are they capable of doing the work in the required time frame? 2.0 Cost and Work Hours Do the proposed cost and work hours compare favorably with the Project Manager's estimate? Are the work hours presented reasonable for the effort required in each project task or phase? 2.0 Firm Capability Does the firm have the support capabilities the assigned personnel require? Has the firm done previous projects of this type and scope?
