Confidential and Proprietary 6 Section 1: Executive Summary This proposal was prepared at the request of City of Fort Collins RFP 7486 to provide consulting services for the Ventyx Banner/Customer Suite CIS utility billing application. Milestone has been providing maintenance and support for the Ventyx CIS with technical and functional consulting services to many of the original Banner customers since 2002, when Milestone was established. Milestone is proud to say that 100% of our customers are satisfied and loyal. Our knowledge and expertise on the Ventyx Banner/Customer Suite CIS application and supporting technologies are unmatched by any consulting service in this space. Platte River Power Authority, PRPA, licenses and operates Ventyx’s Customer Information System for City of Fort Collins and City of Longmont. Hardware is shared, but each City has separate production and test instances. PRPA provides system and database administration, some application development, and implements upgrades. Fort Collins has a small IT staff that supports their instance, designs small enhancements and applications, and troubleshoots user issues. As workload grows, Fort Collins needs additional development resources and assistance during peak workload seasons. Fort Collins anticipates upgrading their instance from Oracle 10g to Oracle 11g and from Oracle Application Server to Web Logic within a few months in anticipation of an upgrade of Ventyx CIS to the current version, most likely 4.4. Fort Collins is currently in the latter half of a project to install automated meter reading throughout the city and has programmed the interface between its instance of CIS and its meter data management system using NextAxiom, a service oriented architecture product. Milestone Utility Services is pleased to present this Proposal for consulting services based on the general requirements and specifications outlined in the Request for Proposal. Our goal is to always meet the ongoing support needs of City of Fort Collins with the most cost effective approach and plan. Milestone consultants have worked with Platte River Power Authority, PRPA; both at City of Longmont and City of Fort Collins. Milestone worked closely with City of Longmont for over a year helping with the upgrade project to Banner/Customer Suite 4.2.1. Milestone’s team worked closely with the Utility Billing Manager, Melva Douglas and her staff, to reduce the number of customizations and change business practices so that Longmont could take advantage of the updated functionality that the latest version provided; this in an effort to keep them closer to a current base system. We have an established relationship with the shared DBA; and the IT staff. Milestone understands that although the IT staff is small, they are knowledgeable in their areas of expertise; able to design small enhancements and applications, and troubleshoot user issues. However, there are times when City of Fort Collins requires assistance for troubleshooting problems, adding customizations, designing small enhancements, etc., when the workload grows; Milestone can provide the necessary staff augmentation and services to meet those needs. Milestone treats all projects and service requests with urgency, knowing that all related questions are due a timely response; and consultants can be called on to consult on demand. Partner Biographies Ram Kasarla, President and CEO, is a founder of Milestone. He has over 17 years of energy, utility, technology, business operations, and entrepreneurial experience. Prior to forming Milestone Utility Services, Ram worked as a Technical Architect at SCT (now Ventyx, ABB) in their utility industry division. Additionally, Ram worked in IBM Global Solutions as a Technical Architect implementing Customer Information Systems. In 2002, Ram started Milestone. Ram has worked as a Technical Consultant on two major Banner implementations, Vectren and ONEOK. Ram received an MVP (Most Valuable Player) award for his role in the Vectren Banner Implementation. Ram has a B.S. in Computer Science Engineering. Edith Mercado, CFO, joined Milestone as a partner in 2005. Edith has 20 years of energy, utility, and business operations experience. He has over 15 years of energy and utility experience and has worked with over 18 different energy and utility companies on software implementation projects. While working for IBM, he worked as a team lead for a work management / ERP integrated solution for a large electric and gas utility. Access Database Programming, reporting, and ODBC connectivity to Oracle databases Project Description ONEOK MUSI has developed a Mass Rate Load Process for Cost of Gas rates which change every month. The Rates Department enters the new rates in an Excel spread sheet and MUSI developed an interface using ODBC Connectivity to load the Data into Oracle staging tables within the Banner Database and once the user reviews the data, the user can approve these rates and the new rates are populated into Banner rate tables. MUSI has developed an interface between access database Banner Database. Interface will load the meter data information specific to a meter type and kind into Access database using ODBC Connectivity. Interfaces between smart meter infrastructure and a customer information system. Project Description NV Energy Milestone was the Banner vendor for NVEnergy's Advanced Service Delivery project. This project was replacing the majority of NVEnergy's meters with AMR/AMI capable meters. NVEnergy chose the ITRON Enterprise Edition for the MDM vendor and SOA Enterprise Integration Framework (SEIF) as the Middleware vendor. MUSI provided the project with the overall project functional architect. This link took the user to a new form (also developed by Milestone) where the user could review information about the scanned document and then open the scanned document. Document all edits and changes Project Description All Clients Milestone methodology is to provide documentations on all changes made to the system. Functional approach documents and detail specifications are produced for client approval and to document modifications made to the system. As the code is being developed, a Milestone functional analyst will develop a test case. During testing, results and screen captures are recorded on the test case. The test case documentation is provided to the client during delivery of the code. Milestone will also develop testing results/proof for defect fixes in addition to new system changes. The technical team will place tags in the source code to identify the changes made for certain PCR or Defect fixes. The tagging would normally be the Client defect number. Version numbers are maintained within the source code itself and incremented as new changes are made. As source code is checked in, a check in document is provided to the client showing the objects being checked for the change, as well as the version of each object. MUSI Response: Milestone Utility Services (MUSI) has extensive experience in supporting multiple clients on the Ventyx Banner/Customer Suite CIS system. We are providing maintenance, support and enhancements for many customers running Ventyx CIS for the past 11 years. MUSI has made many defect corrections and troubleshoots base system issues. We follow Proven Methodology and processes to expedite the process in the most cost effective way. MUSI’s technical team provides multiple services, for example, DBA services, conducts performance tuning, and designs portals. MUSI has performed the technology upgrade for ONEOK, NV Energy and Portland General Electric, City of Seattle, and Martin County. MUSI performed key roles in the technology upgrade for Vectren and Atmos Energy. MUSI has successfully completed all the technology migration projects it has started. In addition, some of the Milestone staff were the key architects in the creation of the 4.0 version while at SCT/INDUS, so we are uniquely qualified to deliver the support and solutions to City of Fort Collins. MUSI has performed and participated in several 4.x Customer Suite Upgrade projects; for example Connexus Energy, City of Charlotte, City of Longmont to version 4.2.1, and most recently Martin County to version 4.3. Upgrade projects follow a proven Project Methodology and are full scope projects that include training, analysis, testing, and go-live support. Milestone’s participation can vary from assisting with staff augmentation to managing a full scope project. Milestone has been engaged to design, develop specifications, implement, test, and provide go-live support for multiple interface solutions between various applications and the Ventyx products, such as, Maximo, PragmaCAD, Advantex, Cash Reconciliation, LexisNexis Identity Verification, MDM, etc. Milestone resources played the role of Functional Lead for the Service Suite implementation at City of Charlotte. In this capacity, we made all rule changes to make Customer Suite ready to communicate with SDMI/Service Suite. We also developed and modified Service Suite forms using the Compose Tool provided with the Service Suite product and led the client’s system testing. Additionally, there are several of our non-Customer Suite clients using Oracle CC&B. MUSI is in the position of supporting and implementing other applications in addition to Banner/Customer Suite. Milestone consultants would be able to assist with non-Banner/Customer Suite CIS implementations if City of Fort Collins decides to move away from Banner/Customer Suite in the future. MUSI Response:  For overall account management, Linda Lee Lukas is the primary point of contact; and responsible for large project Service Request Proposals.  For day-to-day service requests for customer support, troubleshooting, etc., City of Fort Collins should contact Frank Anderson who will handle distribution of all work to the appropriate point of contact. Based on the daily demands, Frank will likely assign a designated point of contact in Customer Support to manage the requests to troubleshoot defects, triage problems, and communicate the status of priority issues. Describe how service requests are handled between you and us. MUSI Response: The City will report issues and Project Change Requests (PCR’s) to the contact point from MUSI. If the City uses a defect tracking system, then it would be best if the assignment came via that system for the City’s tracking purposes. Regardless of how the issue is assigned, the issue will be logged into MUSI’s defect tracking system. For PCR’s and System Changes: MUSI will review the request and work with the City to understand the requirements. An approach document will be developed that will outline the changes. The approach document will be reviewed with the City to ensure we are both on the same page about the high level design. The approach document will be estimated and the estimate will be provided to the City. If the estimate is approved, then MUSI will begin writing a functional specification. This will be in much more detail than the Approach. The functional specification will be reviewed with the City and updates will be made. Once the City approves the functional specification, MUSI will begin the coding and unit testing. MUSI will develop the code in the City’s development environment. MUSI Functional resources will develop a test case and once the coding is completed and applied to the development environment, testing will begin. Completed test cases will be delivered to the City. After testing has been completed, the MUSI technical lead will package the code and deliver it to the City for Check In. Once the code has been checked in and applied on the City’s testing environment, MUSI will provide testing and technical support on the modification as needed by the City. Confidential and Proprietary 44 For Defect Corrections: MUSI will triage the problem and work with the contact from the City to better understand the issue and the conditions surrounding the problem. MUSI and the City will agree to an estimated number of hours for triaging the issue. A MUSI resource will attempt to recreate the issue in a testing environment. If the issue can be recreated, then the information will be documented and a programmer will be assigned to correct the issue. MUSI will then estimate the changes required including coding, unit test and functional test. If the City approves the hours, then the development will begin. Once the issue is corrected and the code is applied to a testing environment, an MUSI tester will test the fix and document the testing results. The Technical Lead will package and check the code in with the City. MUSI will additionally provide the testing results for the City to review. MUSI technical and functional resources will also support the City’s testing effort as necessary. Level of Support for Defects, Error Corrections, and Production Issues Milestone provides a dedicated point of contact on a 24 x 7 basis to log issues with; and a dedicated team of resources to solve problems and support the Banner/Customer Suite system. The resources will include DBA’s, Functional Analysts, Technical Analysts, etc. MUSI then triages and fixes production problems.
