I am extremely pleased to offer this proposal for project management services where Wm.T. Welch Company,
LLC and associates would serve as part of the City of Fort Collins Colorado's Project Management Team. We
hope to enable the City's' and Woodward's mutual commitments for the success of the Woodward project.
Project monagement is all about organizing and integrating human and physical resources so a project is
completed within the specified cost, scope of work, and schedule constraints.
The project manager must acknowledge that the additional dimensions of unfamiliarity, complexity, and stake
also define the work effort. Unfamiliarity speaks to the often -unstated fact that all projects are
prototypical; the number of variables are too great for complacency, everything must be managed. Complexity
is demonstrated by the lack of repetition of the processes, the expansion of necessary professional skill sets,
and an unusual variety and quantity of organizational interfaces. And, finally, stake is determined by how much
a successful project enhances stakeholders' financial position, their position in their community, and their goal
achievement potential. The Woodward project embodies these additional project dimensions to an enormous
extent.
The Woodward project is a huge win for the City of Fort Collins and all its stakeholders. The Project
Management Team must follow through on successfully delivering the construction and development portions of
the project so that stakeholders' potentials are maximized. Wm. Welch Company wants to contribute to and
share in those potentials.
CONSULTANT BACKGROUND:
Wm.T. Welch Company, LLC was established in December 2006 with three primary missions:
1. Provide professional project management services for capital projects to end user clients whose focus
is on managing their business rather than on project delivery of the built environment. This mission
has been expanded over the years to include capital projects for public sector clients and not -for -
profit entities whose focus is on accomplishing their missions.
2. Promote, develop and deliver transportation, utility, and social infrastructure projects with public -
private partnerships where the delivered cost, scope of work, and schedule outcomes and financial
results of the project positively exceeds the expectations of both individual parties'.
3. Work on unique and exciting projects with people who have an ethical vision for working within the
existing built environment so that the outcome of the effort is more globally impactful than their own
needs.
The Woodward project appears to be a superior example of a project where all these mission points intersect.
My proposed team and myself have been preparing our entire careers for an opportunity to contribute to a
project of this significance.

29-acre Retail Development and pad sites. Project was public -private partnership between the North
College URA and 1908 North College, LLC, a private developer. Project included subgrade
improvement construction, constructing on -site and off -site public improvements infrastructure, and
wetland mitigation and enhancements on one of the most difficult to develop parcels in north Fort
Collins. Significant public outreach and collaboration with City Staff required.

Leslie The Cleaners Remediation Project. Loveland, CO
City of Loveland Project Manager
Project included remediation of asbestos containing materials from existing structures prior to
demolition of structures, remediation of petroleum -contaminated soils by excavation and replacement
with clean fill materials on a site owned by the City of Loveland. Final site condition is pad ready site

Timnath Connell Pit Project, Lorimer County, CO
Connell Resources, Inc's Project Manager
Project included full development of 140-acre gravel pit near southeast Fort Collins. Project included
permitting through state and county special review processes for gravel operations as well as asphalt
plant and gravel crushing operations. Wetland delineation and ultimate excavation coordinated through
the U5ACE. Project required negotiation with contesting landowner to the south of the project.
Solution was to construct groundwater recharge pond system with extensive French drain to stabilize
groundwater elevations in the area.

❑ TCP Redevelopment. This 240 acre site in Larimer County is located east of 1-25 and South of
County Road 38, West of County Road 5, and North of County Road 36. Jennifer is leading the
entitlement process for this project. Her scope of services includes master planning, annexation
into Town of Timnath, and zoning of the property. She is providing coordination between
stakeholders, she is the keeper of the open items list, updates the project schedule, and
prepares / compiles submittal documents. Jennifer is working closely with the project civil
engineer and the clients on the master planning of the project. This project is currently in the
entitlement review and approval process.
❑ Thompson Pit Reclamation /Saddle Mountain Ranch. This project involved reclamation of
the Thompson Pit into a high end residential estate development. The site is located near
Steamboat Springs, Colorado. The entitlement for this project followed the LPS process in Routt
County. The approval was granted in 2008. The project has been constructed and the lots have
been sold. In addition to coordinating the entitlement process, Jennifer provided design
services for this project: reclamation planting plan, road and driveway alignment, lot layout,
location of building envelopes, entry sign design, planting plan, seeding plan, conceptual grading
of roads and driveways, and trail layout. She also provided design for common area site
amenities: beach, boat ramp, boat house, tennis courts, seating areas, wetlands boardwalk,
pedestrian foot bridge, retaining walls, entry sign, way -finding signs, and streets signs. Jennifer
worked closely with the clients, the local surveyor, civil engineer, and county staff throughout
the entitlement process. She fulfilled her services in a timely manner and met all project
deadlines.

❑ Mountain View Fire Protection District Facility. This 1.9 acre site is located along the south
side of State Highway 119 in Longmont, Colorado. The property is zoned C-3 (Business -
Commercial). Police and fire station facility are uses allowed by right within the C-3 zone
district. This entitlement for this project followed the Weld County Site Plan Review Process.
The landscape plan was prepared in compliance with Weld County Code design requirements of
Chapter 26, 1-25 Regional Urbanization Area. Plans were approved in early 2013. Site
construction is just beginning. During this project Jennifer worked closely with the client, the

architect and the civil engineer. She fulfilled her services in a timely manner and met all project
deadlines.
❑ Serrotooa Falls Phase 2. Phase 2 of this single family residential development consists of 47
residential lots, 25 acres of open space, and associated streetscape and roundabout planting
area. The site is located within Timnath town limits on the East side of County Road 5 and North
of Prospect Road. Approval for phase 2 was granted in 2008. While providing landscape
architectural design services for this project, Jennifer kept constant and open communication
flowing between design team members as well as with the clients. She provided services in a
timely manner and met all project deadlines.

❑ Bristol Pointe Apartments. This multi -family residential project in Loveland, Colorado is
located off South Taft Avenue and 16`h Street SW. The entitlement process for this project
followed the City's Special Review process. There are eleven apartment buildings, club house,
pool, and several large common open spaces. The site approval for this project was recently
granted. Construction will begin soon. Jennifer provided landscape architectural design services
for this project. Throughout the entitlement process, she kept open communication flowing
between design team members as well as with the clients. She worked very closely and
effectively with City of Loveland staff to provide a design to achieve client desires and meet staff
requests. She provided services in a timely manner and met all project deadlines.

❑ Family DollorStore. This 0.79 acre site in Cheyenne, Wyoming was rezoned to Commercial
Business. The Family Dollar application was processed administratively through the City of
Cheyenne Site Plan Map review process. Final approval has been granted in 2013. Construction
will begin soon. Jennifer worked closely with the client, design team and city staff to provide a
design solution highly satisfactory to all stakeholders. She provided her services in a timely
manner and met the quick turn -around time frames dictated by the project schedule.
❑ Prior work with Lori includes entitlement processing, site plan development and landscape
plan preparation for several Eckerd Drug Stores in Northern Colorado.

❑ Lake Vista Luxury Apartments. This is a LEED for Homes Silver certified project with over 300
apartment units. This resort community is located in Loveland, Colorado on 16 acres of lake front
property with westward mountain views. This green resort provides high quality amenity spaces
for residents: outdoor dining/kitchens, pool, spa, fire pits, picnic areas, community vegetable
gardens, and beautiful xeriscape gardens. Through careful site planning, over 2 acres of remnant
prairie were preserved; additional areas of prairie and wetlands were. restored. Jennifer led the
entitlement process as well as providing site design, landscape architectural design and project
management for this project. The entitlement process required both City submittals / approvals
and Centerra DRC submittals / approval. This process involved leading many design team
meetings, providing coordination for a large project design team, providing constant
communication between design team and clients as well as city review staff and Centerra DRC
members. Jennifer completed all project tasks in a timely manner according to the aggressive
time schedule set for this project. This project was constructed in 2011-2012.
❑ The Greens at Van de Water. This 348 unit apartment complex was designed for families and
pets in mind, offering residents the following outdoor amenities: community kitchen, fitness
center plaza, cyber cafe patio, spa, pool with interactive water features and cabana seating,
putting green, fire pit, dog park, walking trails, community vegetable gardens, picnic areas,
playgrounds, and large open play fields. Jennifer led the entitlement process as well as providing
site design, landscape architectural design and project management for this project. The
entitlement process required both City submittals / approvals and Centerra DRC submittals /
approval. This process involved leading many design team meetings, providing coordination for a
large project design team, providing constant communication between design team and clients as
well as city review staff and Centerra DRC members. Jennifer completed all project tasks in a
timely manner according to the aggressive time schedule set for this project. This project was
constructed in 2012.
❑ Arbour Square Apartments. This multi -family development provides a sophisticated urban
living environment. The site is connected to the Orchard Town Center in Westminster, Colorado
by a grand pedestrian promenade. A large urban courtyard provides year-round luxurious
outdoor amenities to residents: living rooms, kitchen and dining areas, formal open space,
reflecting pool, spa, swimming pool with infinity water features, gardens, seating areas with fire
bowls and fireplaces. Jennifer provided landscape architectural design for this project. The
entitlement process required both City/County submittals / approvals and private master
developer submittals / approvals. This process involved providing coordination for a large
project design team, providing constant communication between design team and clients as
well as city review staff. Jennifer completed all project tasks in a timely manner according to the
aggressive time schedule set for this project. This project was constructed in 2012.

Hokulia Master Planned Community. Kona HI ($1 Billion) 2006 - 2011
Assistant Engineering Manager. on 1500 acre luxury golf subdivision consisting of 650 estate home
sites, 18 hole golf course, golf and beach club facilities, natural and cultural preservation areas. Off
site improvements included 5 miles of new highway construction, electrical substation, development of
potable water well and associated distribution. Coordinated engineering/master planning consultants,
utility companies, government agencies, and contractors to meet project specifications and owner
expectations. Provided direct link between in field construction activities and development/design
teams. Reviewed and directed design efforts for quality, overall site compatibility, constructability,
and value. Assisted in permit acquisition and administration as well as archeological, cultural, and
environmental preservation efforts. Additional assignments following funding stop included
coordination of construction and site maintenance activities, pay application review and approval,
preparation of due diligence documents for prospective purchasers of project debt, and contract
review/administration.

Project Manager for 800 acre wilderness recreational site development package. Work consisted of
road pioneering, water supply system including 200,000-gallon storage tank, water and sewer
distribution systems, and storm drainage improvements. Main responsibilities included day-to-day
direction of crews and subcontractors, design clarification and value engineering with project
engineers. Negotiated GMP contract deliverd on time and within budget.

My contribution to projects comes from a broad and deep background in project management earned from 30
years of experience working on hundreds of projects in 20+ states. The reason Clients include my services in
projects is to control the risks of unfamiliarity, complexity, and stake. I work extremely hard to ensure all
stakeholders on a project have the opportunity to experience success by thoughtful approaches to risk
management. Successful stakeholders generally want other stakeholders to be successful as well.
I have been working collaboratively with ad hoc teams of subject matter professionals since inception of the
company. However, based on my understanding and interpretation of the RFP, I am proposing to provide
subject matter project managers for this project.
PROJECT APPROACH:
The project approach will be defined by the information contained in the RFP and Addendum No. 1, and as yet
undefined specific requests of the City for staff extension. We are proposing that the project be divided into
a manageable work breakdown structures. Senior project manager will have overall management and
accountability for assigned portions of the project in concert with City Staff. Subject matter project

This management by subject matter expert structure is conceptual and will require significant input from
stakeholders. It is assumed that all positions are committed to the project on an as needed, part-time basis.
The actual time commitment will be established by contract negotiation and project phase.
I have many years of experience working with Jennifer Torrey on a collaborative basis both as service
providers to other clients and with her providing professional services to me as her client. Erich Purcell
worked under my direct supervision for over 5 years as a project manager with Connell Resources, Inc.
The projects overall scope of work as we understand it is:
a. +/- 31 acre river restoration area/natural area construction
b. Interim Lincoln Avenue Improvements collaborating with the Lincoln Area Catalyst Project.
c. Lemay Avenue Improvements including collaborating with planning, design and construction of:
double left turn lanes from southbound Lemay onto eastbound Mulberry Street; proposed
commercial area on the Link-N-Greens site; and Woodward project.
d. Relocation of PRPA transmission lines per IGA requirements collaborating with City
departments to decrease impact to the river restoration/natural area and setback of the
power lines from Lemay Avenue to allow visual buffering of the lines by trees.
e. Additional, as yet unexpected, necessary scopes of work will also present themselves as part
of collaborating on the project.

The scope of work definition and work breakdown structure will require intensive collaboration with many
stakeholder teams including Woodward, City staff, design and construction professionals, and the general
public. We have exceptional long-term professional relationships with City departments including: City
Manager's office, planning, engineering, streets, park planning, and natural areas among others. We have many
years experience working with Mortenson Construction who has been selected as the CM/GC for the on -site
Woodward construction project. We also have long-term professional relationships with design firms working
on the Woodward project including: Anderson Consulting Engineers, BHA Design, and Interwest Consulting.
SCOPE OF WORK (SCOPE OF SERVICES):
Based on the Professional Services Agreement included in the RFP, project management is to be a negotiated
fee -based service where the project manager is responsible exclusively to The City of Fort Collins Colorado
for facilitating and advising the City during those phases of the planning, design, construction phases, or
portions thereof of the project as requested by the Client. The project manager represents the interests of
the City in its dealings with Woodward, design and construction professionals, City Staff, and all other private
and public entities. The project manager does not contract directly with designers, contractors, private
entities or public agencies for services or goods.
The potential project manager services are outlined in Exhibit A - Summary of Services as the basis of scope
of services negotiation.

The stated compensation includes payroll/contract employee expense, overhead, profit, and auto mileage
