This land is currently owned/utilized by Light and Power (Timberline substation), Parks (storage), Forestry (storage/shipping), Natural Areas (The Coterie), Stormwater (regional detention), and Engineering (silos). The development of the Integrated Recycling Center on this land has triggered the requirement for the ODP. The ODP will define the allowed (mostly existing) uses on the parcel and likely will be used as the skeleton for a subdivision plat in the future. Platting is not included in this agreement at this time. The property is approximately 30 acres. For your reference, the ODP checklist and submittal requirements are attached. Scope of Services Planning and Entitlement Services — Ripley Design Inc. will provide land planning and entitlement services for the project. Their scope of services includes the following tasks: 1. Review City's program requirements for the facility and assist in developing site plan solutions that meet the requirements. Acquire APO list, prepare applications, calculate development review fees, and write project narratives. 2. Prepare and submit to the local entity an Overall Development Plan submittal of the project illustrating land use, densities, circulation and access. 3. Obtain written staff comments and coordinate any changes with Design Team and resubmit. (Two rounds of review anticipated concurrent with ODP) 4. Coordinate the review process, meet with Client, Development Review Staff and attend the Public Hearing (One public hearing anticipated) of the Planning and Zoning Board Estimated Fee: $8,500 ODP Civil Engineering Services — Interwest will prepare the following required documents for the ODP submittal: I. In lieu of another Traffic Impact Analysis for this site, Interwest will draft a letter to Joe Olsen stating that the proposed recycling center traffic study accounts for the vast majority of traffic for the site and directing him to the PDP TIS. All existing uses have negligible traffic impacts. We do not believe this will be an issue, but have been unable to confirm this with Joe. 2. Interwest will prepare the Master Utility and Overall Drainage Plan for the 30 acre site. This will simply show known existing utilities and drainage from all areas of the site to Spring Creek through existing conveyance systems. 1218 W. ASH, STE. We anticipate that this report will simply state the release rate for any new development on the site (2-year historic release). 4. lnterwest will prepare a Legal Description for the ODP from titlework provided by the City. This legal description will not be stamped by a surveyor.. 5. Project Management, Meetings and Coordination Estimated Fee: $6,500 Reimbursables— for prints, mileage, and deliveries, etc.. Estimated Fee: $400 Assumptions- 1. The ODP is simply a planning exercise and no construction will result from its processing. None of the documents produced will be suitable for construction now or in the future. 2. No surveying services are included. Platting is not anticipated at this time.
