The following is our proposal for the Fort Collins Sugar Factory Waste Flume National
Register Nomination Preparation:

* Hourly not to exceed
(These hourly rates are per City of Fort Collins Contract).
This project will primarily be administered by Tatanka Historical Associates, Inc, with
administration and clerical work to be completed as needed by RB+B Architects, Inc per
the City of Fort Collins. Contract. At present, there is no Architectural design work
anticipated. If design work is necessary, additional fee will be required. Upon agreement
with the scope and fee proposal, please issue the appropriate work order for the team to
begin work.

CONSULTING SERVICES PROPOSAL
Dear Karen,
Please accept this document as my proposal for the preparation of a National Register
nomination for the Sugar Factory Waste Flume, which is carried over the Cache la Poudre River
in Fort Collins by a historic suspension bridge. Based upon our recent meeting with Heather
Peterson from the Colorado Office of Archaeology & Historic Preservation, it is clear that the
property is eligible for listing in the National Register of Historic Places.
Since 1993, 1 have successfully prepared 35 National Register nominations, 4 State Register
nominations, and another 12 local landmark nominations. Due to this body of experience, I am
confident that we can be successful with this nomination as well. I look.forward to preparing the
document and shepherding it through the review process.

SCOPE OF SERVICES
The following tasks will be completed during the course of this project, based upon our
understanding of the site and the requirements for National Register listing:
I. Project Coordination
a. Coordination will take place with staff from the City of Fort Collins (the City) and
the State Historic Preservation Office's Office of Archaeology & Historic
Preservation (SHPO-OAHP) to discuss the project and to ensure the nomination
will be structured to be successful.
II. Completion of Fieldwork & Research
a. Fieldwork will be completed to document the resource's current physical
characteristics. This will include gathering measurements, architectural/structural
notes, and current photographs of the bridge/flume and related historic features
on the site.
b. Extensive archival research will be completed in Fort Collins, Denver and
Boulder. Most of this will take place in archives at the City of Fort Collins,
Larimer County, Museum of Discovery, Denver Public Library, Morgan Library
(CSU), and Norlin Library (CU). Additional archives will be researched if they
might shed light on the resource's history.
III. Preparation of Deliverables
a. A first draft of the National Register nomination will be prepared and submitted to
the City and SHPO-OAHP for review in time to meet the state deadline of 4
October 2013.
b. The draft nomination will be revised in light of comments offered by the City and
SHPO-OAHP. The final review draft will then re -submitted for consideration by
the State Review Board.
IV. Project Completion
a. The State Review Board meeting on 17 January 2014 will be attended to answer
questions about the nomination.
b. The National Register nomination process will be completed, including any
further revisions to the document requested by the State Review Board.

We are prepared to begin work on this project immediately following notification to proceed. At
this time, the nomination can be completed to meet the upcoming 4 October 2013 deadline, with
a State Review Board meeting scheduled for 17 January 2014. If a Historic Structure
Assessment is also completed over the upcoming months, this would put the project in a
position to apply for preservation grant funding on 1 April 2014. Delay of the landmark
nomination would push the entire schedule back by as much as a year, if not more.
