To all prospective bidders under the specifications and contract documents described
above, the following changes/additions are hereby made and detailed in the following
sections of this addendum:

EXHIBIT 1 – QUESTIONS & ANSWERS
1.Q. RE: p. 4: Product/ Deliverables- Design Guidelines Document:. "In their
proposals, the consultant shall provide ...as much detail as possible."
Do you mean that in our bid submittal/proposal, you want outline of the proposed
design guidelines document?
1.A. Yes. We expect to see a breakdown of chapters the document will likely
contain – outline form is acceptable. By providing this information, the
vendor gives the City a good idea of the approach to be taken with the
document through a general idea of its proposed contents.
2.Q. Will there be residential design standards in the document?
2.A. The Old Town Historic District and surrounding area are commercial in
nature, with the only residential being part of current and future mixed-use
development. This project is not expected to include residential design
standards.
3.Q. How many printed copies of the final document are required? Are printed copies
of draft documents required?
3.A. For survey reports, the State requires 2 copies of the draft document and
5 bound copies of the final report. We request 5 printed copies of the draft
report, and 8 bound copies of the Final.
4.Q. How many pages are we anticipating that the document will be? How detailed do
we want the document to be? Should the document contain background
information, i.e., the Secretary of the Interior’s Standards?
4.A. There is no set expectation for the length of the document. We do expect
sufficient detail to clearly convey the design principles and concepts
necessary to make the document relevant and useful. While a limit
amount of background information may be useful, the expectation is that
the document will provide design standards and guidelines, not
background. The amount and character of background information should
be included in the consultant’s discussion of their general approach of the
proposed contents.
5.Q. Is there a preference for photos vs. illustrations?
5.A. The choice is up to the consultant. Illustrations are preferable only
because they often can pinpoint the design issue without extraneous
information that can confuse the user. Photographs are fine if they clearly
convey the information sought. If photographs are used, they will need to
be of buildings, streetscapes, etc. in other similar communities, rather
than portraying Fort Collins buildings.
