Scope of Services: Perform appraisal services consistent with the attached proposal (limited report format) and in accordance with the Uniform Standards of Professional, Appraisal Practice (USPAP). One (1) hard copy report and one (1) digital copy report will be provided. Y._....� ..._.._ BYIYjf '.J2t/ Date: City of Fort Collins By: Director of Purchasing and Risk Management (if over $60,000) - Date: June 5, 2013 Mr. Patrick Rowe Real Estate Specialist City of Fort Collins 300 LaPorte Avenue, Building B Fort Collins, CO 80522 RE: PROJECT: Foothills Mall Redevelopment / Larimer No. 2 Ditch Relocation LOCATION: College Avenue and Foothills Parkway Dear Mr. Rowe: As requested, I am submitting my proposal to prepare three restricted use real property appraisal reports to estimate the recommended negotiating price for the partial acquisition of right of way for the ditch relocation near the intersection of College Avenue and Foothills Parkway in the City of Fort Collins, Colorado. If needed, the restricted use reports could be converted to summary reports at a later date for an additional fee. Since the right of way acquisitions are currently proceeding with willing sellers and eminent domain is not anticipated, the reporting format will be shortened. The reports would include the data and reasoning used to support the value conclusions, but would contain very limited background information or property descriptions. The use of this format is based on the assumption that all intended users would have knowledge of the characteristics of the larger parcels, as well as the neighborhood and regional dynamics. However, this limited reporting format may not contain sufficient to be understood by parties who lack knowledge of the properties or neighborhood dynamics. The fees for the appraisals will be $2,000 per larger parcel, for a iota] fee of $6,000. The real property appraisal reports will be delivered as soon as possible, but no later than 60 days from the date I receive the right of way plans and legal descriptions.
