Sustainability Consulting for the Fort Collins Green Building Roadmap In Fort Collins, Colorado Introduction The City of Fort Collins (the City) Is requesting a proposal from Architectural Energy Corporation (AEC) to perform specific services outlined in this scope of work under the Professional Services Agreement for LEER/Sustalnabllity Consulting Services issued by the City on May 7, 2013. Background In 2007, the City of Fort Collins worked closely with community stakeholders to develop the Roadmap for Coordinated and Enhanced Green Building Services to unify green building efforts into a coordinated program and enhance green building in Fort Collins. The City of Fort Collins' Green Building Program strives to Increasingly align Fort Collins' built environment with community goals of reduced carbon emissions, reduced energy use and reduced water use through a mix of foundational work, regulatory efforts, and voluntary, market -driven approaches. In 2013 and 2014, the City will focus on other elements of the green building program, including voluntary approaches to Intent green building above code requirements and expand the GBP beyond the building into other aspects of the built environment. Several City departments support green building efforts In a variety of programs and initiatives. Utilities and Community Development and Neighborhood Services worked collaboratively on the creation of green building requirements that were adopted into the building code In 2011. Utilities provides a range of programs, assessments, training, and Incentives for both commercial and residential customers that encourage green building principles. Community Development and Neighborhood Services leads periodic updates to the building code that continues to raise the bar of performance for new construction in Fort Collins. Planning, Development and Transportation administers a progressive landuse code that Incorporates numerous green building principles. Operations Services manages the greening of new and existing City facilities. Sustalnability Services strives to Incorporate "triple bottom line" analyses that take Into account the economic, social, and environmental Impacts Into the City's decision making. More remains to be done to effectively coordinate these efforts. The Sustainability Services Area (SSA) will take on the role of convening departments involved In green building. This collaborative Initiative will bring together and support coordination of the wide range of City Initiatives related to the built environment, such as land use planning, access to transit, green streets, etc. In addition, the SSA will also update the 2007 Roadmap for Green Building Services to prioritize next steps, especially In areas of above -code market -driven approaches and to benchmark Fort Collins against national and international best practices. Suggested Activities Under this work order, the consultant will assist City staff with multiple tasks involved In updating the 2007 Roadmap for Coordinated and Enhanced Green Building Services. The consultant will be asked to provide assistance as needed and as determined during the progression of the project which may Include the following tasks or similar tasks: 1. Assist staff with consolidating Information and data gathered on existing City programs related to green building. 2. Assist staff with developing a "report card" on progress made in accomplishing the tasks and goals outlined In the 2007 Roadmap. 3. Collect Information and data on other "green building" programs In similar cities to be used for benchmarking. Collect information and data on successful Incentive programs and approaches used in other communities to encourage sustainable building and planning including tax incentives, rebates, and market based approaches. 5. Facilitate Inter -departmental stakeholder group meetings to prioritize next steps for enhancing green building and planning practices within the City (the fee assumes two 3-hour meetings). 6. Assist staff with constructing a proposed Internal structure necessary to Implement a coordinated, collaborative, and Integrated program for enhanced green building and planning. 7. Attend presentations to Air Quality and Energy Boards, and City Council (fee assumes three 2-hour meetings). Presentation to City Council Sept. 24 Fee The project activities will be completed on a time and materials basis using the labor rate schedule presented below. This proposal Is valid for a period of sixty (60) days from the date that appears on the cover of this proposal and is conditioned upon mutually acceptable terms and conditions.
