DATED: June 26, 2013 Work Order Number: Purchase Order Number: Project Title: Cache la Poudre River Operations Study Commencement Date: July 1, 2013 Completion Date: December 31, 2013 Maximum Fee: (time and reimbursable direct costs):$80,000 Project Description: The purpose of this project is to evaluate the current streaniflow conditions on the Cache la Poudre (Poudre) River and identify opportunities to modify current water operations to improve or sustain flows to maintain and protect the aquatic health of the river corridor. The project area is generally the reach of the Poudre River between the Overland Trails reservoir complex and the bridge at I-25. The following Scope of Work (SOW) is proposed to meet the project objectives. Scope of Services: Task 1 Kick -Off Meeting The River Operations Project will be initiated with a `kick-off' meeting to review and discuss project goals, environmental goals, needs, timing, available resources and other assets, available related reports and other information, potential partners/supporters, points of contact, protocol, etc. This meeting will help to define any streamflow conditions necessary to meet the project objectives, clarify roles and responsibilities between City staff and BBA, discuss any confidentiality or sensitivity issues and identify primary contacts and information resources available. Task 2 Review Existing Information This effort will include the research, collection and review of available information related to the project. Such information may include water rights tabulations, decrees, historic streamgage data, historic diversion data, previous engineering and other reports, maps, aerial photographs, water accounting, etc. This will also include a review of viable proposed projects by others that may affect river operations. Such projects may include changes of water rights by others, NISP, Thornton's Northern Project, future projects by others, etc. This review will include potential related information developed by the Colorado Water Trust, the CWCB, CPW and local stakeholder initiatives. We will investigate and review of any other potential non -consumptive water needs and a discussion with CWCB staff regarding potential instream flow water right considerations. Task 3 Define Current Conditions The goal of this task will be to develop a tangible and comprehensive understanding of the current river conditions throughout the project reach. This portrait of current conditions is necessary to define river reaches that would benefit from the goals of this project and will establish the baseline for comparison of future potential modifications. This effort will include the following sub -tasks. Note that the implementation of these tasks may require that some of these tasks be completed iteratively or may not be completed in the order described. a) Review and Analyze Current Hydrology and Water Diversion Data This task will include the development of a database of existing streamflow and diversion data that will be used to evaluate potential changes. It is anticipated that this data will be obtained for representative years and apportioned into hydrologic year types; wet, typical and dry. Based on the streamflow needs and conditions, smaller diversion systems may be screened to simplify the analysis. b) Conduct a Site Visit(s) A Site visit or visits will be necessary to thoroughly understand the location and operation of many of the water diversion and return flow locations. c) Interview Local Expertise In order to develop a comprehensive understanding of system operations, various individuals with detailed knowledge will be interviewed. These interviews will likely include the existing and former Water Commissioners, city staff, NCWCD staff, personnel from the larger diversions and municipal systems and others. The goal of these interviews will be to confirm our understanding of the operation of the primary river systems and discuss variations in operations. To maximize efficiencies, these interviews may be combined with a discussion of topics described under Task 5 below. This task will likely be sequenced by first completing the work tasks described above, including the site visit, then interviewing the Water Commissioner and then interviewing others as needed: d) Develop Current Conditions Summary The completion of the above sub -tasks will allow for the development of a tangible portrait of current conditions. This will include a thorough understanding of facilities, hydrology, diversions, inflows, places of return flows and water uses throughout the project reach. e) Determine No/Low Flow Reaches The Current Conditions Summary will identify reaches within the project area of low flow, functional dry -up points and structural impediments to aquatic continuity. f) Prepare Summary Memorandum and Detailed Mapping The results of this task will be summarized into a technical memorandum. This memorandum will include a detailed description of the current conditions and facilities. It may also include a tabular and/or graphical reach -by -reach depiction of the project area. Task 4 Evaluate No/Low Flow Reaches The goal of this task will be to evaluate each of the dominant low flow reaches or dry -up points within the project area identified in Task 3. The determination of which no/low flow reaches to evaluate will be based on discussions with the City. The evaluation of the selected reaches will include a thorough review of the hydrologic, administrative and structural conditions at each site. This will allow for a detailed understanding of why each site results in a low/no flow condition, which will allow for the identification of potential improvements to meet project objectives. This will also allow for the identification of potential impediments to continuous streamflow from potential upstream streamflow enhancements or other river modification. Any evaluations of these reaches by others may also be used. Based on this information, potential means of improving streamflow through each low flow reach will be identified. The improvements for each reach or at each structure may include changes in administration, changes in water user operations, structural or physical changes to improve streamflow continuity, etc. This task will also categorize or prioritize the potential modifications based on probable viability of implementation. This will include the following sub -tasks: a) Interview Owner/Operator of Reach Structures b) Identify and Evaluate Potential Improvements for Each Stricture The low or no flow condition at each structure will be evaluated for potential improvements. Such evaluation will include the identification of operational, structural or other changes at each location that may be possible to improve streamflow conditions. The evaluation will include any improvements necessary to allow streamflow enhancements to bypass such structures if provided. c) The results of this task will be summarized into a technical memorandum. This memorandum will include a site -specific summary of each reach or dry -up point, the water operations at each point and the structural conditions at each point. This memorandum will also present a short summary of the potential improvements identified for each site. This memorandum will also categorize or prioritize both the importance of the low flow/dry-up points for the river corridor and the probable viability of implementation of potential improvements. Task 5 Evaluate Holistic Opportunities Completion of the previous tasks allows for a reach -by -reach understanding of current river conditions and potential improvements. Within this task, potential solutions that would benefit larger reaches or the entire project area will be identified, researched and evaluated. This would allow for the potential creation of regional or combined improvements that would benefit longer portions of the river corridor. This task may include the following sub -tasks: a) Consider Current and Potential Future Conditions b) Identify and Evaluate Regional Options c) Interview. Water Commissioner, NCWCD staff, etc. The identification and evaluation of potential ideas. will require interviews with various stakeholders to discuss site -specific and more. regional changes to current operations; sensitivities regarding potential changes, develop ideas, identify problems or limitations, identify other information or resources available for further consideration, etc. d) Prepare Summary Memorandum of Potential Options The results of this task will be summarized into a technical memorandum. This memorandum will include a presentation and discussion of each viable option, identification of problems or limitations, identify the parties that may need to cooperate with such a solution, an outline of the steps necessary to implement each option, as well as recommendations for additional research. This memorandum will also categorize or prioritize the potential solutions based on probable viability of implementation. Task 6 Vet Options - with City staff, CWCB, CPW, TU, DU, SEO, NCWCD This task will involve the review of the results of Tasks 3, 4 and 5 with City staff and with various stakeholders to evaluate potential solutions to meet project goals. The completion of this task may involve a workshop of all interested stakeholder or individual meetings with certain stakeholders. The goal of this task would be to seek input and feedback from others regarding the viability of potential options. This task may also generate other potential discrete or holistic solutions. Task 7 Prepare Final Report A summary of all of the key information obtained and the results of the above tasks will be summarized in a draft and final report. The draft report will be provided to city staff for review and comment. A final report will be provided for potential use by city staff for future project planning and potential implementation of any river corridor improvements. Task 8 Meetings, Interviews and Site Visits The completion of the above tasks will require interviews of the current and former Water Commissioners or other administrative staff, city staff, other agency staff; water users, ditch - riders, system superintendents, etc. This SOW anticipates a total of 20 telephone interviews, each approximately I hour in length. If possible, the current Water Commissioner will be invited to participate on a site visit, rather than various phone interviews. The performance of the above tasks may require meetings with staff and other representatives related to this project for the purpose of reviewing and discussing the options identified to meet the needs of this project. Additionally, status meetings with city staff throughout the project may be necessary, as well as a meeting to present and discuss the results of this analysis. For this SOW, a total of six (6) meetings with city staff, four (4) meetings with other water entities and one (1) workshop have been included. As described in Task 4, site visits will be necessary to each reach or structure identified as a low flow or dry -up point. To minimize travel expenses, these site visits will likely be combined with interviews of water users or system operators and/or the Water Commissioner. For this SOW, it is anticipated that two (2) full -day site visits will be required.
