The work completed in 2013 will assist in preparation of work to be completed in 2014; which in general will focus on continual monitoring and installation of impressed current cathodic protection stations (rectifiers and deep anode groundbeds) on the Anheuser Busch pipeline. Stantec will continue to employ the services of RUSTNOT Corrosion Control Services, Inc. to assist with these tasks and work with Hydro Construction for installation of recommended improvements with a specialized prequalified cathodic protection subcontractor. GENERAL The remainder of this document describes our understanding of the scope of work. Several assumptions were made in developing the scope: The City of Fort Collins team will include: • Owen Randall as Chief Engineer, orandalICcDfcgov.com ; and • Sue Paquette as Special Projects Manager, spaguetteta'.fcgov.com . The Stantec team will include: • Don Silar as Project Manager, dsilar(a)stantec.com ; and • Arielle Winans as Design Engineer, arielle.winans(a)stantec.com ; The Hydro Construction team will include: • Jim Eurich as Project Manager, iim(a-)hydroconstruction.com ; and • Tom Noble as Project Superintendent, tom(aa-)hydroconstruction.com . The RUSTNOT team will include: • Bill Spickelmire as Project Manager, bspickelmire(a)rustnotconsulting.com ; and • Jerry Hihath as Cathodic Protection Engineer, mail. com . Electronic files will be prepared and formatted in current industry standard software including AutoCAD (DWG) and Adobe (PDF) formats. TASKS It should be noted that the following tasks or priorities are based on work completed in previous years and were determined in coordination with the City of Fort Collins. This scope of services is for the work to be accomplished in the year 2013. The current identified Tasks and their relative scope of work and timeframe are: TIMEFRAME: Year 2013 Water Treatment Plant (WTP) A. RUSTNOT will monitor all readings taken in 2013 and prepare a brief report with an overview of what was found and any areas that indicate issues or need for further investigation. This report will be sent to the City for review and comment(s) and the content will be reviewed with City staff. B. A rectifier system has been recommended to address pipes that are out of acceptable ranges and protect other areas from degradation. RUSTNOT has designed the rectifier system to protect all possible areas and including the installation of two (2) deep anode groundbeds that will occur and be observed by the project team. Drawings will be prepared for Hydro to utilize in a manner so that a prequalified specialized cathodic protection subcontractor can install the deep anode groundbeds and Record Drawings will be prepared based on information obtained from City, Hydro and RUSTNOT staff. Once the groundbeds are installed the system will be energized and adjusted with interference testing, an interrupted polarized potential survey will be performed, and client training will be done. Anheuser Busch Transmission Line: A. Under the 2012 contract, it was recommended the AB pipeline be electrically isolated and five (5) separate impressed current cathodic protection stations be installed to provide protection to the pretensioned concrete cylinder pipeline. The actual location and size of the rectifiers and groundbeds have been determined. The design of fill materials, surface improvements, the size of the rectifiers and the supporting equipment (i.e. cabinet, supports, electrical meter, site security/safety measures, etc.), and cross V.52873f/active/187310262/management/contract/FINAL-Exhibit A-Scope-06142013.doc Page 2 EXHIBIT A connections to foreign pipelines will be completed and final construction drawings prepared for Hydro Construction's use. B. Work will also include preparation of permanent utility easements for three (3) City owned properties (Soft Gold Park, Evergreen East Pond, and Crump Pond). Yearly Transmission Line Reads A. RUSTNOT/Stantec have been reviewing City obtained CP readings on an annual basis for a number of years. This task involves continuing this work throughout this year (2013). Readings will be taken by City staff on all CP test stations on the water transmission lines throughout the City. Once these are compiled this information will be sent on to RUSTNOT and Stantec. Once received, RUSTNOT will review the results against readings from prior years and determine if any changes have occurred in the test voltages (potentials and anode current outputs) that would indicate accelerated corrosion, loss of continuity along the pipelines, damage to test wiring, and/or loss of protection from spent anodes. Upon completion of the review, RUSTNOT will prepare a letter report summarizing their findings. The draft report will be forwarded to City's Project Manager (PM) for review and comment(s), and then finalized and delivered to the PM.
