LEED° Certification Consulting for the Fort Collins Senior Center in Fort Collins, Colorado Introduction The City of Fort Collins (The City) requires that the Fort Collins Senior Center Expansion project be designed and built to meet the City's sustainability and performance goals including energy performance, LEED certification, and holistic sustainable design goals. Additionally, a Net Zero carbon footprint for the facility is identified as a long term goal to be strived toward. The City has requested assistance from Architectural Energy Corporation (AEC) to serve as the City's Sustainability/LEED Consultant, representing the City's interests while working with the Project Team throughout design and construction to assist the team in striving to achieve project performance and sustainability goals. The following statement of work presents suggested support activities to be provided on a time and materials basis. These activities can be supplemented by new activities as required by The City in support of the integrated design process for the Fort Collins Senior Center Expansion. Background The proposed project Is an approximate 12,000 — 15,000 square foot addition to the Fort Collins Senior Center located on Raintree Drive. The existing Senior Center Is 41,200 square feet, and was built in 1993. The addition shall include fitness, wellness, multipurpose and meeting rooms, a possible social internet cafe area, various support spaces, and expanded additional parking. Holistic and wide-ranging design goals have been established by The City for the project, including accessibility, durability & flexibility, a positive image within the community, and ease of operation & maintenance. Strong performance and sustainability goals have been identified for the project. in addition to a goal of LEED Gold certification for the project, energy performance goals include an energy use Intensity of 40 kBtu/sf/year excluding on -site renewable contributions, earning of at least 10 points within the LEED Energy & Atmosphere category (including at least 6 points for EA Credit 1), an Energy Star score of at least 80 for a renovated building, and substantial analysis of deep energy retrofits for the building renovation. The project team has additionally been challenged by The City to strive for a Net Zero Energy goal, Including on -site renewables. Additional sustainability goals for the project Include but are not limited to water conservation, indoor environmental quality & beneficial occupant interaction, public education & engagement, regionally -appropriate material & system selections, and material reuse & recycling. The City has awarded the design/build contract for the Fort Collins Senior Center Expansion project to Neenan Archistruction, based upon a proposed conceptual design. The project is currently in the Conceptual Design phase. The design phase is anticpated to move rapidly for the project. Groundbreaking is currently slated for October of 2013, with project completion in May of 2014. The existing building will remain occupied during the course of the project, and the team is striving to create a construction process which shall have the least possible impact on the ongoing operations of the Senior Center. Suggested Activities Design Phase The Design Phase activities focus on the integration of the selected sustainable design and construction strategies into the plans and specifications through an iterative and integrative process with the entire project team. AEC shall work to represent the City's interests throughout this process alongside City staff, and shall work closely with the project team to ensure the process is streamlined and successful, and that the project sustainability goals are being addressed within the design. Project goals to be analyzed at each step of the design phase Include energy use intensity, LEED Gold or higher certification, deep energy retrofit actions within the existing building, and a systems -thinking approach to sustainable design. Partnering Session Participate in team building partnering session with the project team in order to establish project goals, challenges, team roles & responsibilities, and address conflict resolution. 2. Preliminary Design Review, Research & Analysis Conduct a review of the project RFP, and the proposed conceptual design, narratives and LEED scorecard. Perform preliminary research and analysis regarding select design strategies included in the proposal. Prepare questions, design suggestions, and requests for additional clarification for discussion with .the project team. 3. Conceptual Design Charrette Participate in a conceptual design review meeting involving all appropriate Project Team members to analyze the project team's proposed design, explore design alternatives and assumptions, confirm project design goals, criteria/requirements, schedule and deliverables, and the desired LEED certification level; to obtain additional site and architectural program information; and to analyze the preliminary LEED project scorecard. (The 5/15/13 meeting shall represent this activity). 4. Special Investigations and Analysis Conduct assigned special investigations and analyses in support of the sustainable design of the emerging design solution. Work with the energy modeler to ensure that all appropriate systems and strategies are analyzed & modeled. Work with the commissioning agent to ensure that the OPR and BOD are being appropriately defined. Work with the design team to ensure that additional investigations and analyses are being conducted by their respective disciplines in support of the emerging design solution. S. Ongoing Design Team Engagement Attend regularly scheduled weekly project meetings as appropriate, throughout all phases of design. Ten one -hour meetings are assumed In this estimate. Review sustainable design and performance goals regularly with the team at project meetings in order to ensure that targeted goals shall be achieved as the design evolves. Work with the team to ensure that an iterative analysis & research process is occurring In between project meetings so that the design continues to advance toward targeted sustalnabllity and performance goals. 6. Schematic Design Kickoff Workshop Conduct a workshop at the kickoff of the schematic design phase involving all appropriate Project Team members to further refine the design, optimize building & mechanical systems, ensure that all project systems & strategies are effectively integrated together, and review progress toward achieving project sustalnability & performance goals. One four-hour workshop Is assumed for this task. 7. Special Investigations and Analysis Conduct assigned special investigations and analyses in support of the sustainable design of the'emerging SD solution. Work with the energy modeler to ensure that all appropriate systems and strategies are analyzed & modeled. Work with the commissioning agent to ensure that the OPR and BOD are being appropriately defined. Work with the design team to ensure that additional investigations and analyses are being conducted by their respective disciplines in support of the emerging SD solution. 8. Design Development Kickoff Workshop Conduct a workshop at the kickoff of the design development phase involving all appropriate Project Team members to validate that the design solution is meeting performance and sustainabiiity targets, Proprietary and Confidential Page 2 LEED' Certification Consulting for the Fort Collins Senior Center in Fort Collins, Cpiorado commit to building form & system Interrelationships, outline design development activities, and identify any remaining gaps or issues needing address. One four-hour workshop is assumed for this task. 9. QC Review of Specifications and Drawings Perform (1) review of project specifications and drawings during the Design Development phase to verify that sustainable and LEED strategies are incorporated into the contract documents. 10. Construction Documents Kickoff Workshop Conduct a workshop with the project team at the beginning of the construction documents phase to verify achievement of performance goals, present and confirm the performance of the building as an integrated whole, and identify any gaps within the contract documents needing revision in order to effectively document the building's performance. One four-hour workshop is assumed for this task. 11. Design Phase LEED Online Application QC Review Perform a review of the Design Phase LEED-online documentation prior to submission to GBCi; advise the Design/Build firm regarding any documentation revision recommendations. 12. AEC shall represent the Clty's interests throughout this process alongside City staff, and shall work closely with the project team to ensure the process is streamlined and successful. 13. Contractor Kick-off Conduct a site visit early during the construction process to meet with the on -site Project Team representative, the general contractor, and appropriate subcontractors to review the project team's process for complying with and documenting the targeted LEED criteria. Coordinate with the Commissioning Agent and additional consultants to ensure that commissioning activities and additional performance -related activities are carried out in compliance with LEED requirements. 15. Construction Administration Phase LEED Online Application QC Review Perform a review of the Construction Phase LEED-online documentation prior to submission to GBCl; advise the team regarding any recommended revisions. 16. Construction Phase Process Quality Assurance Regularly check in with the City's point of contact to ensure that all sustainability issues and concerns are addressed during the construction phase.
