An addition of equipment or an increase in complexity to the scope shall result in an incremental increase in the commissioning costs included. 7. Should specialty trend logging information be desired (particularly medium voltage electric values and/or power quality event recording from operating equipment); E Cube will notify Owner/Construction Team as soon as possible and will only proceed after obtaining authorization for any additional cost. 8. The contract amount herein is contingent upon no -cost access (to E3) of the "front end" software for the controls system for remote monitoring. In addition, appropriate manuals, proper control system passwords, and access levels, to the projects will be needed for complete monitoring and commissioning shall be provided. Web -based access is acceptable. 9. Owner/Construction Team will arrange or provide facilities for all scheduled meetings, and training. 10. Functional procedures will be started upon systems being ready (go-ahead from Owner/Construction Team). 11. The appropriate contractors shall provide special tools and test equipment for use during the commissioning process and/or as required by the commissioning spec. 12. This quotation is based on equipment vendors (including owner supplied equipment) performing their respective factory prescribed start-ups, and properly documenting these procedures and results. E3 will observe these factory/vendor start-ups as appropriate. 13. Systems that turn out to not be ready for successful completion of functional procedures, after being represented as ready, will be subject to additional incurred costs (hourly rate(s), travel and other expenses) if additional work is required. These situations will be carefully documented and reported to the Owner/Construction Team for authorization to proceed. 14. Once deficiencies or problems are noted, reported and commented on, E Cube will be available for one additional effort to establish that these items have been corrected. E Cube's scope does not include further efforts should problems remain unresolved; and, all work beyond the scope of this letter and scope description will be an added charge. 15. Pricing is based on full cooperation from contractors including furnishing technicians as needed to carry out performance verification_ Appropriate technicians will be provided at no cost to the E3 team along with all - necessary specialty tools and equipment. 16. Only the equipment and/or system points installed under the above -mentioned "Systems and Equipment to be Commissioned" will be commissioned. 17. A System Manual will be compiled per LEED principles. 18. Factory Witness Testing (time or expenses) are available but not included in this Proposal. 19. E3 will not authorize and/or approve any changes in construction schedule, cost.(including change -orders), or contractual requirements. 20. E3 is not responsible for any construction means and methods, site safety, or site security. 21. All project communication and instruction will be channeled through Owner/Construction Team. 22. It will be necessary that Owner/Construction Team will coordinate site visit logistics and will coordinate with the appropriate parties involved in functional procedures. 23. Dear Trey: Pie Consulting & Engineering (Pie) is pleased to submit this revised proposal for building enclosure consultation of the Fort Collins Senior Center Addition project. The project consists of a 2-story, 17,000 S.F. addition to the existing facility located on Raintree Drive in Fort Collins. Per our communications on April 30, 2013, Pie's proposal includes the following scope of services: Base Services • Participation in one (1) design charrette meeting with the project team. • One (1) technical plan and specifications review. Add/Alternate Services • Three (3) on -site quality assurance field observations. • Two (2) punched window assembly air infiltration and water penetration tests. • Pie will conduct testing during one separate site mobilization. Per your email communications on May 21, 2013, the City of Fort Collins is asking for an Air Barrier Leakage test on the new additions to the Senior Center. There are three separate areas including the Northeast Multi -purpose rooms addition, the Administrative Office and Wellness Center addition, and the Fitness Center 2-story addition are to be tested. As requested, Pie's proposal includes as an add/aLternate service, a per room price for testing and separate cost if all three rooms are tested. These services are further described below. Design Charrette Meeting • Pie will attend and participate in one (1), half -day design charrette meeting with the project team for purposes of discussing and providing direction on the building enclosure (air, water, thermal and vapor barrier) materials, assemblies and systems. Pie's proposal assumes that the meeting will be held in Fort Collins. B. Design Phase Review • Conduct one (1) technical peer review of the architectural construction set of drawings and specifications manual (100% design) for the air barrier materials, assemblies and system. • Review to include analysis and recommendations regarding the performance of the system, detailing including critical interfaces, constructability, and overall material and system product selection. • Provide written report with drawing redline attachment for the review summarizing our analysis with recommendations for correction, addition, modification, or clarification to the project team. 1.2 Add/Alternate Services A. Construction Phase Observations • Conduct three (3) on -site quality assurance observations of the work in progress as it relates to the air barrier materials, assemblies and systems. • Prepare and submit a photographic -based report to the project team as requested and within 72'hours of our field observations. • The reports will: — Identify compliant construction installations. — Identify areas requiring corrective action or attention. — Provide recommendations for corrective action by the general contractor and/or subcontractors. — Provide recommendations for additional detail or direction by the design professionals. B. Air Infiltration and Water Penetration Testing • Perform one air leakage and one water penetration test for two (2) punched window assemblies in accordance with the following recognized ASTM test standards. Pie Consulting & Engineering 3 Revised Buildinq Enclosure Consultation Proposal Fort Collins Senior Center Addition - Fort Collins, Colorado - ASTM E 783-02: Standard Test Method for Field Measurement of Air Leakage through Installed Exterior Windows and Doors. - ASTM E 1105-00: Standard Test Method for Field Determination of Water Penetration of Installed Exterior Windows, Curtain Walls, and Doors by Uniform of Cyclic Static Air Pressure Difference. • Air infiltration testing is accomplished by sealing a chamber to cover the interior or exterior face of the specimen, supplying air to or exhausting from the chamber at a rate required to maintain the specified test pressure difference across the specimen, and measuring the resultant air flow across the specimen. • Water penetration testing is accomplished by introducing a negative pressure in a test chamber constructed on the inside of the test specimen. The test pressure is either specified by the Architect or arrived at by accepted means outlined by the American Architectural Manufacturer's Association and agreed to by all parties. • Water is introduced on the exterior of the specimen and adjacent components (flashings, weather resistive barrier, cladding system, etc.) by means of a calibrated spray rack.) • For the purposes of this proposal, Pie has assumed that the test specimens selected will be no greater than 6-feet x 8-feet (or 48 square feet) in surface area. • The Designer of Record will determine the specimen location prior to testing. C. Air Barrier Performance Testing Pie will perform testing per the scenarios described above during one mobilization. The mobilization includes the following: • Conference call with the client prior to testing to review attached Contractor Building Preparation Measures for Air Leakage Testing. • Testing equipment logistics. • 1 report. Pie will provide the staffing and equipment necessary to conduct air barrier performance testing in accordance with the following recognized standards and per the provided specifications: • ASTM E779 (2003): Test Method for Determining Air Leakage Rate by Fan Pressurization • ASTM E1827-96 (2002): Standard Test Methods for Determining Airtightness of Buildings Using an Orifice Blower Door Pie will prepare and issue a report that will include the following: • A summary of test procedures. • Collected data and log -linear regression analysis. • Equipment calibration records. Infrared Thermography and Smoke Diagnostics (if required) Pie will conduct infrared thermography and smoke generation diagnostic evaluation of the buildings air barrier in accordance with the following recognized standards and per the provided specifications: • ASTM C1060-90(1997/2003): Standard Practice for Thertnographic Inspection of Insulation Installations in Envelope Cavities of Frame Buildings • ASTM E1186-03: Practices for Air Leakage Site Detection in Building Envelopes and Air Barrier Systems • ISO 6781-1983: Thermal Insulation — Qualitative detection of thermal irregularities in building envelopes — Infrared method • The report will include: — Infrared thermography diagnostics with infrared images, and corresponding digital images without written explanation for both. — Digital photographs from building preparation, testing, and smoke diagnostics. 2.0 Exclusions and Clarifications 2.1 Consultation — Base Services A. Design Phase Review • The intent of the Design Phase review is not for Pie to create or issue details for conditions or areas where potentially none have been provided by the primary design professional. We will provide comments and recommendations for details or conditions if they are not provided. • The plan and specifications review is not intended to be a complete code -compliant review; rather, it is intended to determine areas that are in need of clarification for the purpose of construction of the air barrier system. It is the design professional's responsibility to ensure that all applicable codes are met. • Additional design phase reviews can be provided; however, the cost for these services is not included in this proposal. 2.2 Add/Alternates A. Construction Phase Observations • On -site quality assurance observations in excess of three may be provided at the Client's request and would be considered additional and outside this SOW. • The quality assurance observations are intended to ensure compliance with the client's objectives, design intent, and the industry standard of care. Pie Consulting & Engineering 5 of 7 Revised Building Enclosure Consultation Proposal Fort Collins Senior Center Addition — Fort Collins, Colorado • It is not practical for Pie to observe 100-percent of all conditions present due the part-time nature of our quality assurance observations. • The intent of our observations and subsequent reports should not be construed as a detailed punch -list on a unit -by -unit basis or as quality control. • It is beyond the scope of our services to visually field verify that all corrections have been made. We recommend that general contractors implement a quality control program to address our reports (including written action steps, photographs, and back-up documentation as necessary) as they are issued to create a working file throughout the life of the project. • Pie will review corrected work on visually observed items but cannot comment on work that has been covered by subsequent construction. • Our observations should not replace any required or recommended engineering observations and 'inspections by the primary design professionals to, ensure compliance with their plans and specifications. Furthermore, our observations are not intended to replace the observations and inspections required by the authority having jurisdiction. B. Air Infiltration and Water Penetration Testing The following items described within our Scope of Work will require additional labor, materials, or workmen. • Test chamber construction by Pie is included. • Cleaning materials and assemblies prior to testing are excluded. Pie recommends this be accomplished prior to testing to ensure accurate test results. • Access to the test specimens from both the interior and exterior is excluded and will be provided by the contractor. Exterior access may require scaffolding, swing stage, or boom lift, depending on the site conditions. • Water source and hoses to connect water source to Pie's spray equipment is excluded and will be provided by the contractor. • Fees provided are only for the quantity and scale of tests called for in the specifications (and as summarized within the proposal) and do not include re -testing in the event that test specimens do not pass the test(s). Should specimens not pass the test(s), re -testing of the specimens would be at the same rate as the original testing. • Testing by Pie is not intended to provide product certification that the components or claddings meet AAMA/NFRC/NAFS/WDMA standards and requirements. Such product certifications can only be provided by AAMA-accredited testing laboratories, whose services cannot extend to other aspects of the quality assurance consulting. The field performance testing provided by Pie is to verify that Pie Consulting & Engineering 6 of 7 Revised Building Enclosure Consultation Proposal Fort Collins Senior Center Addition — Fort Collins, Colorado installed assemblies meet the required air and water resistance performance requirements as outlined in the project specifications. • Testing should be sequenced such that interior drywall and finishes have not been installed. Repair/replacement of damaged drywall or finishes from test failure is excluded. C. Air Barrier Performance Testing • Follow-up air barrier performance testing can be conducted should the specified air leakage requirement not be achieved; however, the cost for these services is not included in this proposal. • Building preparatory tasks identified in the attached Contractor Building Preparation Measures for Air Leakage Testing are excluded; however, any preparations not completed prior to our arrival and scheduled testing shall be subject to additional fees. • Identifying the boundary of the building air barrier (plane of air tightness) and the test envelope square footage is the responsibility of the designer of record. Scope of Work Services This proposal is to fulfill the requirements for LEED-NC Version 3.0, Fundamental Commissioning Prerequisite (EA pr1) and Enhanced Commissioning (EA cr3). ASHRAE Guideline 0-2005 and ASHRAE Guideline 1.1-2007 will be used to formulate the Commissioning Plan. The following is a list of representative tasks that will be completed to meet this goal. Please refer to the LEED-NC Ratings Guide for a full list and descriptions and tasks. Fundamental Cx (LEED EA-Pr1) 1. Review Owner's Project Requirements and Basis of Design Documents developed by the design team 2. Develop Commissioning Specifications and Commissioning Plan 3. Conduct a Commissioning Kick -Off meeting at the beginning of the construction phase 4. Conduct periodic commissioning meetings 5. Develop Commissioning Pre -Functional and Functional Checklists to be completed by trade contractors 6. Review and witness a portion of contractor test procedures and documentation (i.e. pipe and duct leak testing) 7. Review and witness a portion of Test and Balance Procedures and report B. Conduct Functional Procedures for the systems/equipment in the scope of work with assistance from trade contractors 9. Develop a final Commissioning Report 10. Fee includes New Construction and New HVAC systems only, Retro-Commissioning of existing systems is available if desired. This proposed fee is based upon E Cube's interpretation of the projects needs and our estimation of the required level of effort in man hours and trips to the project site. This is all based on our experience with adding value to projects of this design and desire for LEED certification. If additional work is requested in 2016 and beyond, that work will be charged at the above rates plus a 3% increase per year. 5. Assumptions and Clarifications 1. This proposal provides for one Design Phase review and one back check of the Construction Documents. Additional reviews are available for an added fee. 2. This quotation for Fundamental and Enhanced Cx as prescribed by LEED principles is based on the allocation of hours as shown in the detailed Level of Effort Table above. Hours may be moved between tasks as needed and appropriate. 3. This proposal is based on Systems as prescribed by LEED principles. Commissioning of additional non - listed systems is available but is not covered by the current proposal. 4. This quotation is based on the construction schedule, current specifications and plans as currently presented to us by the Owner/Construction Team, 5. In terms of altered schedules, two changes in schedule that incur no added cost as well as two that will add cost, are considered here as follows: No added cost: • if the schedule shifts by one or more weeks but remains the same overall length • if the schedule lengthens but the commissioning team is still on -site for the same total amount of time Added cost: • if the schedule lengthens and, as a result, there are delays but the commissioning team is still needed on -site due to the lengthening schedule • if the schedule is compressed and, as a result, the commissioning team is required to work overtime to meet the new schedule. Note that from a practical standpoint, this compression is probably limited to approximately 3/4 of the allowed time for a given sequence of tasks.
