Capital Improvements Program 22 • Engineering: INTRODUCTIONS Capital Projects Program: o Dean Klingner – Interim Program Manager 970-218-4962 o Mark Laken - Project Construction Engineer 970-222-3546 o Craig Farver – Project Construction Inspector 970-222-0854 • Purchasing: – John Stephen - Purchasing Agent 970-221-6777 2 33 ATTENDANCE • Please be sure to register • BID OPENING – When: Friday, April 26, 2013 @ 3:00 P.M. – Where: 215 North Mason Street (2nd Floor) 44 3 55 IMPORTANT CONTRACT DATES: • AWARD CONTRACT o Bid Opening April 26, 2013 at 3:00 PM o Award within two to five business days after bid opening • PRE-CONSTRUCTION MEETING o Mandatory Meeting Prior to Start of Construction o Date to be determined after contract is awarded • CONSTRUCTION START DATE o Approximately May 10, 2012 o Completion Date Contract • SUBTANTIAL COMPLETION – June 28, 2013 • FINAL COMPLETION – July 12, 2013 66 CONTRACT DOCUMENTS FOR BID # 7501: • PLAN SHEETS – Prepared by Ripley Design, Inc.; Hines Irrigation; and Bromfield & Associates. – Sheets 1,50,51, 66-68, 79, 81-84, 101-104 • SPECIFICATION BOOK – Prepared by City of Fort Collins Engineering and Ripley Design, Inc. 4 77 SUMMARY OF WORK Turnberry Landscape and Irrigation Project: • Install Landscape and Irrigation on the east and west sides of Turnberry Road between Richard’s Lake Road and west side of Turnberry Road 500 feet south of Country Club Road – Landscaped Parkways (Trees, Shrubs, Perennials, Sod) – Mulch Beds – Stacked Block Retaining Walls – Irrigation – Landscape Maintenance • Traffic Control will be provided by City of Fort Collins 88 HIGHLIGHTS FROM GENERAL CONDITIONS AND GENERAL REQ’S: • SUPERINTENDENTS: o The General Contractor SHALL employ a full time superintendent or jobsite foreman whose primary responsibility is to monitor and coordinate all facets of the work • LIQUIDATED DAMAGES: o SUBSTANIAL COMPLETION: • The contractor will need to meet substantial completion requirements by June 28, 2013. Substantial completion shall be defined as the completion of all landscape plantings, irrigation, and stacked walls. If the Contractor goes past the completion date (June 28, 2013), damages in the amount of six hundred dollars ($600.00) for each calendar day will be assessed. o FINAL ACCEPTANCE: Final acceptance must be met within 14 calendar days of substantial completion. Liquidated damages in the amount of three hundred dollars ($300.00) per calendar day will be charged if this schedule has not been met. 5 99 HIGHLIGHTS FROM GENERAL CONDITIONS AND GENERAL REQ’S: • Traffic Control: – Two way traffic on all roadways will be maintained at all times. – Traffic Flagging is available, but will be used sparingly and will need to be coordinated with the City’s Traffic Control Supervisor. – The City will setup lane shifts for the work when requested by the contractor. 1010 HIGHLIGHTS FROM GENERAL CONDITIONS AND GENERAL REQ’S: • CONSTRUCTION HOURS: • Standard Hours of Operation • 7:00 A.M. thru 6:00 P.M. - Monday thru Friday. • Given the scope of the proposed improvements, the City will permit extended working hours – Extended Hours requests must be made in writing 6 1111 HIGHLIGHTS FROM GENERAL CONDITIONS AND GENERAL REQ’S:  PROJECT MEETINGS:  Once a week at the jobsite or City office, time to be determined.  Schedules shall be updated weekly. The Contractor may be required to submit additional schedules depending on the progress of the project.  HAUL ROUTES:  Arterial and Collector streets only. Contractor will not be allowed to use residential streets to access the site with trucks hauling materials. 1212 HIGHLIGHTS FROM GENERAL CONDITIONS AND GENERAL REQ’S: • SITE CLEAN-UP: • The construction work shall be kept and accomplished in a neat, clean and orderly fashion. • Construction equipment will need to be cleaned to minimize dirt tracking onto the roadway. Street sweeping will need to be used in order to minimize tracking and meet EPA storm water quality requirements. 7 1313 EROSION CONTROL - SWMP • Contractor will need to coordinate SWMP transfer from Connell Resources for the portions of the work area impacted by the landscape installation. SWMP transfers are done through the Colorado Dept of Public Health and Environment (CDPHE) • Erosion Control is an incidental cost to the project and will not be paid separately. • The Erosion Control Plans provided are not the SWMP. • Erosion control devices are currently installed and will be handed over to the Contractor in working condition. Contractor will be responsible for maintaining devices until devices are removed. • The Erosion Control Supervisor will meet with the Project Engineer and Contract Superintendent at least every 14 days and within 24 hours of storm/snowmelt events. 1414 Erosion Control 8 1515 Highlights from Specifications 1616 SECTION 207 – Topsoil (special) Amend onsite, Shape, & Fine Grading (Top 6”) • Topsoil is rough graded • Existing topsoil needs to be amended onsite and fine graded prior to sod and mulch • City does not anticipate hauling any topsoil onto the site or off of the site. • Cubic Yard quantity represent the amount of material to be amended • Paid per plan quantity 9 1717 SECTION 212 – SOD • West side parkway between sidewalk and curb. • East side parkway between sidewalk and curb; also behind sidewalk. • Paid per measured quantity 1818 SECTION 212 – DRYLAND SEED • West side behind sidewalk south of Country Club Road • Paid per measured quantity 10 1919 SECTION 213 - MULCHING • 213-01 - Mulch (1.5” River Rock, 3” Depth, fabric included) – Between Sidewalk and frontage road on west side between Country Club Road and Richard’s Lake Road – Paid per measured quantity 2020 SECTION 213 - MULCHING • 213-02 - Mulch (Organic, Haul and Place only) – City supplied. City will load trucks, but will not haul. – 6’ diameter at all tree locations • 213-03 – Mulch (12” River Rock, 18” Deep, Fabric included) – At property south of Country Club Road, and south of Richard’s Lake Road 11 2121 SECTION 213 - MULCHING 213-03 – Mulch (12” River Rock, 18” Deep, Fabric included) • At property south of Country Club Road • At drainage area at the southwest corner of Richard’s Lake Road 2222 SECTION 214 - LANDSCAPING • 214-01 – Street Trees (Western Catalpa 2” Cal.) • 214-02 – Street Trees (Skyline Honeylocust 2” Cal.) • 214-03 – Street Trees (Kentucky Coffee Tree 2” Cal.) • 214-04 – Street Trees (Bur Oak 2” Cal.) • 214-05 – Street Trees (Chinkapin Oak 2” Cal.) • 214-06 – Street Trees (Greenspire Linden 2” Cal.) • 214-08 – Street Trees (Accoloade Elm 2” Cal.) • 214-09a – Evergreen (Cologreen 6’ Height) • 214-09b – Evergreen (Moonglow Juniper 6’ Height) 12 2323 SECTION 214 - LANDSCAPING • 214-10 – Shrubs (5 Gallon) • 214-11 – Ornamental Grasses (1 Gallon) • 214-12 – Perennials (1 Gallon) 2424 SECTION 214 - LANDSCAPING • Trees installed on both sides of roads in parkways (between sidewalk and curb) • Shrubs, ornamental grasses, and perennials installed in planting areas on west side of road between sidewalk and frontage road • High pressure Xcel gas main in west parkway that is as shallow as 3 feet deep in a few locations and is mostly between 4 to 6 feet deep. 13 2525 SECTION 214 - LANDSCAPING • 214-13 – Landscape Maintenance – Paid 1 Lump Sum over the course of 2 full growing seasons – Includes: • Sprinkler startup, shutdown and maintenance on the City owned system (west parkway between Country Club Road and Richard’s Lake Road) • Weeding and mowing on all west parkways • Up to 4 winter waterings on west side parkways 2626 SECTION 214 - LANDSCAPING • Planting Warranty • Plants are warrantied for 2 growing seasons • Plant material will be reviewed in Autumn 2013 and Autumn 2014 • Dead or severely distressed plants identified during the review will be replaced in Spring 2014 and Spring 2015. • Stressed plants on east side parkway need to be documented and brought to City’s attention if the contractor suspects they are not being watered properly by HOA’s irrigation system 14 2727 SECTION 504 – STACKED BLOCK WALL • 504-01 Versa Block Wall (24” Height) (Color TBD) – Installed cost includes granular leveling pad, subsurface drain, drainage aggregate, compacted backfill, Versa-lock block and adhered Versa-lock capstone – Paid per measured lineal foot quantity 2828 SECTION 623 – IRRIGATION SYSTEMS – Irrigation sleeves have been installed by Connell Resources throughout the project. – City Survey will locate all sleeve locations 15 2929 SECTION 623 – IRRIGATION SYSTEMS • 623-01 Irrigation Installation for west parkways – Irrigation for west parkway between Richard’s Lake Road and 500 feet south of Country Club Road – Per Hines Irrigation design in plans (including wiring, controller, valves, piping, heads, drip systems) – Backflow preventer and connection to ELCO water meter paid thru separate line item (623-03) 3030 SECTION 623 – IRRIGATION SYSTEMS • 623-02 Irrigation Installation for Maple Hill parkways – Irrigation for east parkway between Richard’s Lake Road and Country Club Road – Turf irrigation system for parkway – Turf irrigation system for behind sidewalk (one row of 180 degree heads facing east) – Installation costs will include installing 8 valve boxes with valves. – Installation costs will not include wiring, controller, or backflow preventer – Coordination with the Maple Hill HOA will be required – A design for this system will not be provided. 16 3131 SECTION 623 – IRRIGATION SYSTEMS • 623-023 Backflow Preventer (per ELCO water district standards) – 1” Service – Unit cost includes all work between the meter and the backflow preventer 3232 SECTION 626 - MOBILIZATION • 626-01 Mobilization – Paid Lump Sum (per CDOT) – Water is available on the jobsite • Contractor can coordinate with ELCO water district to install a meter on nearby fire hydrants • Contractor will be billed for water by ELCO - not reimbursable thru this contract. 17 3333 SECTION 626 - MOBILIZATION • Staging Areas: • City Parks Dept. has a vacant lot one block east of Turnberry Road south of Maple Hill Drive • City has vacant right of way on the south side of Maple Hill that was used as a haul route for the roadway construction • City will not allow planting material to be stockpiled on asphalt surfaces (too hot for the plants) • Jobsite storage trailers and equipment can be parked on side streets with parking lanes (Country Club, Summer Park, Maple Hill, Waterbury, Richard’s Lake) 3434 Thanks For Attending! • Any Questions or concerns can be addressed to: – Mark Laken • Mobile: (970) 222-3546 • Email: mlaken@fcgov.com
