Historic Resources Analysis: Reference the attached letter from Tatanka Historical Associates, Inc. $6,468 Consultant Coordination / Contract Administration: $ 800* Total: $ 7, 268 * Hourly not to exceed These rates per City of Fort Collins Contract This project will primarily be performed by Tatanka Historical Associates,.lnc., with administrative work to be completed as needed by RB+B. As it is not anticipated that drawings or design will be necessary to meet the scope of this project, fee has been included only for Contract Administration and Consultant Coordination. Fort Collins, CO 80522 Subject: Josh Ames Ditch & Diversion Structure Historic Resources Analysis CONSULTING SERVICES PROPOSAL Dear Rachel, Please accept this document as my firm's proposal for the completion of historic resources analysis of the headgate and initial segment of the Josh Ames Ditch, as well as a possibly related diversion structure nearby in the Poudre River. The goal of this project will be to complete all of the fieldwork, archival research and written documentation necessary to determine the eligibility of these resources. This will result in a submittal to be forwarded by the City of Fort Collins to the US Army Corps of Engineers or any other relevant agency. The cost estimate below is based upon the size, location, and complexity of the resource to be documented, as well as the amount of fieldwork, research and writing that will need to be done. This proposal does not include any additional follow-up work that may be required by the Colorado State Historic Preservation Office's Office of Archaeology & Historic Preservation (OAHP) after the initial documentation is submitted. Bringing the Past to Life SCOPE OF SERVICES The following tasks will be completed, based upon our understanding of the project and the submittal requirements for historic resources analysis. Task I: Field Documentation The historic resources described above will be visited in the field to document their existing features. This work will include the collection of all field notes and photography necessary for the completion of the written documentation and analysis, including an assessment of physical integrity and possible significance. Task II: Archival Research This second phase of the project will involve archival research utilizing online resources as well as archival sources that are expected to include the following: City of Fort Collins, Fort Collins Museum of Discovery, State Office of Archaeology & Historic Preservation (OAHP), Morgan Library at Colorado State University, and the Denver Public Library's Western History Collection. Task III: Written Deliverables With the fieldwork and archival research finished, the necessary state forms and a project report will be prepared for submittal. This work will be completed in compliance with OAHP documentation and reporting standards. The exact state forms required will be confirmed with the OAHP before work begins on this phase of the project. Although known as "forms;' these documents require a substantial amount of work to complete. Numerous details regarding the historic resource's history, physical location and characteristics, context, integrity, significance, eligibility, and management concerns are required to be entered and discussed on these forms and in the project report. In addition, the state requires the submittal of maps, site sketches, and labeled black and white photographs. Task IV: Project Completion Following the receipt of comments from the appropriate agencies, including the OAHP, all necessary revisions will be made to the site forms and project report. Bringing the Past to Life ESTIMATE OF COSTS The effort required to complete the Scope of Work detailed above is substantial given the documentation requirements mandated by the OAHP. In light of the factors described, the following estimate of project costs should be adequate to address the necessary documentation to meet federal and state requirements. Task I: Field Documentation $400.00 (4 hours x $100.00 per hour) Task II: Archival Research $2,468.00 (24 hours x $100.00 per hour) (Mileage: 120 miles x .565/mi. = $68.00) Task III: Written Deliverables $3,200.00 (32 hours x $100.00 per hour) Task III: Project Completion $400.00 (4 hours x $100.00 per hour) Project Total $6,468.00 Note: Additional work items that may be required beyond those discussed in the scope of work above, including changes or additions to the scope required by OAHP or any other government agency, will be billed on a time and expenses basis.
