PROFESSIONAL SERVICES AGREEMENT THIS AGREEMENT made and entered into the day and year set forth below, by and between THE CITY OF FORT COLLINS, COLORADO, a Municipal Corporation, hereinafter referred to as the "City" and Muller Engineering Company, hereinafter referred to as 'Professional'. WITNESSETH: In consideration of the mutual covenants and obligations herein expressed, it is agreed by and between the parties hereto as follows: 1. Scope of Services. The Professional agrees to provide services in accordance with the scope of services attached hereto as Exhibit "A", consisting of nine (9) pages, and incorporated herein by this reference. This study is authorized by RFP 7149 Arterial Intersection Priority Study. 3. Contract Period. The services to be performed pursuant to this Agreement shall be initiated within five (5) days following execution of this Agreement. Services shall be completed no later than December 31, 2014. Time is of the essence. Any extensions of the time limit set forth above must be agreed upon in writing by the parties hereto. 4. Early Termination by City. Notwithstanding the time periods contained herein, the City may terminate this Agreement at any time without cause by providing written notice of termination to the Professional. Such notice shall be delivered at least fifteen (15) days prior to the termination date contained in said notice unless otherwise agreed in writing by the parties. BHA will provide cost estimates for the Landscaping and Urban Design Themes. The City will route the alternatives internally for comments and review and then select a preferred alternative (Tasks 2.2 and 2.3) to carry forward to Preliminary Engineering. ➢ Conceptual Phase Deliverables: • Four (4) Half Size Conceptual plan sets for each Alternative (11x17) • One (1) .pdf file of each plan set • Opinion of Probable Cost for Alternatives A and B Task 3 - Preliminary Engineering Phase: This Phase entails development of a preliminary engineering plan set or Field Inspection Review (FIR) level design. The following design considerations shall be addressed: • Drive Approaches within the Project Footprint • Safety Improvements • Proposed Property Impacts • Thorough Utility Coordination and Design, including storm sewer, water quality and outfall location(s) • Pedestrian and Bicycle Facilities • Pavement Design and Geotechnical Engineering Report • Urban Design, Landscaping and Irrigation (by BHA and Hines) The following activities shall be completed within this phase of the project. Work items are identified according to City and Consultant tasks. City Tasks • Coordinate with impacted businesses and residents regarding proposed improvements • ornvlrlc Legal Descriptions and Exhibits for right-of-way (ROW), temporary construction easements (TCE) and permanent easement (PE) acquisitions. The City and / or the City's "on -call" Consultant will handle all property negotiations including value finding, appraisals, offers, negotiations and closings. Consultant Tasks 3.1 All tasks necessary to deliver Preliminary Engineering Design (Field Inspection Review - FIR) Plans Summary of Approximate Quantities, and Cost Estimates. Plans must be produced in accordance with all Colorado Department of Transportation (CDOT) and Larimer County Urban Area Street Standards (LCUASS). The Consultant is fully responsible for the Quality Assurance and Quality Control (QA / QC) of the plan set. 3.2 Development of the Urban Design and Landscape Concept plans in coordination with BHA. One theme will be selected and developed during the Final Engineering Phase. o Urban design elements may include the following: • Treatment of Bicycle and Pedestrian Facilities • Landscaping and Irrigation • Pedestrian Lighting • Enhanced Corner Treatments • Coordination with Art in Public Places (separate Contract for Artist) o Historical / Cultural Interpretation of the Project Area 3.3 Identify property impacts and extent of ROW and TCE needed. The Consultant will provide a digital copy (CAD format) of the line work to the City of Fort Collins Survey Department for all proposed acquisition areas, both temporary and permanent. 3.4 Prepare Preliminary Drainage Report and submit to the City for review. Develop preliminary storm water drainage improvements and incorporate into roadway plans. 3.5 Perform thorough Utility Coordination and Design. o Coordinate with City Utilities Departments, including but not limited to: Water/Wastewater, Stormwater, Light & Power, Fiber Optic and Traffic. o Coordinate with all private utilities potentially impacted by the improvements. Coordination meetings with the Utility Owners are included in Task 6. o Determine extent and location of any utility relocations. The City will be responsible for any water or sanitary sewer relocations. 3.6 Develop Pavement Design and prepare Geotechnical Engineering Report (by RockSol) o Include subsurface exploration (borings) with laboratory test results. o The City will provide 20-year and 30-year Equivalent Single Axle Loads (ESAL's) for the Consultants pavement design calculations. o Include recommendations for Hot Mix Asphalt (HMA) and Portland Cement Concrete (PCC) pavement sections. 3.7 Attend and conduct FIR meeting. The following activities shall be completed within this phase of the project. Work items are identified according to City and Consultant tasks. City Tasks • Coordinate with impacted businesses and residents regarding proposed improvements • Obtain the Authority for the use of Eminent Domain from City Council • Right -of -Way Plans o Develop legal descriptions and exhibits for all proposed ROW, permanent and temporary construction easements o Review title commitments o Establish existing ROW per the title commitments o Investigation of existing property pins o Develop all existing property lines and easements o Tabulation of monuments for the proposed ROW and easements o Monumentation sheets for the ROW plan set o Stamping and signing of the ROW plan set o Installation of monuments Consultant Tasks 4.1 All tasks necessary to deliver Final Engineering Design (Final Office Review - FOR) Plans, Construction Specifications (including Standard Special Provisions and Project Specific Special Provisions), Quantity Tabulations, Bid Tabulations and Cost Estimates. Plans must be produced in accordance with all Colorado Department of Transportation (CDOT) and Larimer County Urban Area Street Standards (LCUASS). Plans, specifications, quantity tabulations, bid tabulations, and cost estimates will be submitted to the City both as hard copies and electronically. The Consultant is fully responsible for the Quality Assurance and Quality Control (CA / QC) of the plan set. Comments from the FOR meeting will be incorporated into the "For Bid" plan set. 4.2 The Consultant (HKS) will assist the City with the development of a complete set of right-of-way (ROW) plans which will be submitted to CDOT for review and approval. Consultant will provide all drafting necessary for the ROW plan set, minus the Monumentation Sheets, including developing the proposed right-of-way and easement line work. Plans will be per the HARN, tied to the City of Fort Collins Groundmaster Coordinate System (Horizontal) and the City of Fort Collins Vertical Control Network (NGVD 1929 - Unadjusted Vertical). Right -of -Way plans will include the following sheets: Professional Services Agreement - Muller Engineering - Horsetooth & Timberline Project 7149 Arterial Intersection Priority Study Page 12 of 37 o Title Sheet (project location map) o Tabulation of Properties o Project Control Diagram o Land Survey Control Diagram o Tabulation of Boundary Evidence o Monumentation Sheets (by City) o ROW Plan Sheets o Ownership Map (prepared in Preliminary Engineering Phase — updates will be based upon additional information gathered by City Staff) This task includes providing design assistance to the City during the ROW acquisition phase. 4.3 Develop site specific mitigation plans for two (2) parcels, with two (2) iterations per plan. 4.4 Prepare a Final Drainage Report and submit to the City for review. Design final storm sewer system and prepare final drainage plans, structure profiles, and drainage details. 4.5 Finalize the Urban Design and Landscape Preferred Alternative (with BHA). This task includes coordination for the final irrigation design and incorporation into the final plan set. 4.6 Obtain Environmental / Historical Clearances in accordance with City and State requirements. This includes completing a Biological Resources Report (BRR) and Initial Site Assessment (ISA) to support the NEPA documentation requirements in accordance with CDOT protocols (by Pinyon). This also includes an Air Quality Impact Evaluation and Hot Spot Analysis in conformance to local, state, and federal transportation standards and requirements for air quality, as well as compliance with state and federal ambient air quality standards (by Bridges Unlimited). This task does not include a Noise Analysis. 4.7 Perform Final Utility Coordination, reflecting input from utility owners at the Utility Coordination Meetings (see Task 6). Prepare a Utility Clearance Letter for each utility owner impacted by the project. Letters shall list the specific utility work elements that the Contractor shall perform, those the utility owner shall perform, the duration of the work, and the advance notification requirements. Submit all documentation to obtain CDOT clearance. Prepare a Utility Specification listing all utility owners adjacent to the project and the provisions of the Utility Clearance Letters. 4.8 Prepare Construction Traffic Control Plans and Quantity Tabulations. 4.9 Finalize Traffic Signal Plan. 4.10 Prepare Signing and Pavement Marking Plans and Quantity Tabulations 4.11 Prepare Stormwater Management Plan and Erosion Control Plans. 4.12 Attend and conduct FOR meeting. A memo shall be sent to the City stating the changes and how they were addressed prior to submitting the "For Construction" documents. ➢ "For Bidding" Submittal and Deliverables: • One (1) digital copy of the design drawings (AutoCAD format). This will include all design drawings, surfaces, point files and drawing sheets. • Three (3) Full Size "For Construction" sets (Black and White, 22x34), one set stamped by PE • Four (4) Half Size "For Bidding" plan sets (Black and White, 11 x17), one set stamped by PE • One (1) .pdf file of the Final plan set, stamped by PE • One (1) electronic copy of the Final Project Specification Book, stamped by PE Professional Services Agreement - Muller Engineering - Horsetooth & Timberline Project 7149 Arterial Intersection Priority Study Page 14 of 37 Task 6 - Public and Stakeholder Involvement The City will develop and implement a Communication Plan which addresses public involvement and stakeholder coordination. The process will include potentially affected interests such as City Council, multiple City departments, City's Transportation Board, area property and business owners and bicycle / pedestrian advocacy groups. Consultant tasks to support the City's public and stakeholder involvement process include: Graphics production / reproduction Attendance / participation at one (1) project Open House event Preparation of presentation materials Consultant will attend and provide graphical support for the following: • Preliminary Engineering Phase: o One (1) Public Open House Meeting o Two (2) Project Coordination Meetings o Two (2) Utility Coordination Meetings • Final Engineering Phase: o Two (2) Project Coordination Meetings o Two (2) Utility Coordination Meetings Task 7 - General 7.1 The Consultant shall provide the City with the following: o Copies of all written communication shall be distributed via email or legible fax in a timely manner. o Communication between the Consultant Project Manager and the City Project Manager will require confirmation of decisions made during, telephone conversations and at formal and informal meetings. The Consultant shall prepare minutes from telephone calls and meetings and transmitted to the City within five (5) working days of the meeting or conversation. o The Consultant shall distribute copies of all pertinent information to the other agencies and copy the City Project Manager on all correspondences. o Coordination by the Consultant of all contract activities that involve work tasks being assigned to sub -consultants, and ensure the project work is completed on schedule and within budget. 7.2 Monthly Progress Reports: The Consultant shall document progress, utilizing a project schedule to illustrate and track what percentage of each task has been completed, and who completed the task, as part of the monthly progress reports (which shall be included with the monthly invoice and submitted to the City Project Manager). 7.3 Progress Meetings: The City and Consultant Project Managers will periodically meet to discuss the project issues and status (see Task 6). Consultant shall take and distribute meeting notes. The progress meetings will be used to review progress, coordinate work activities and to resolve outstanding problems. The following will be reviewed at each meeting: o Debriefing of issues brought up by the public o Update of activities completed since the last meeting o Problems encountered and recommended solutions o Review of design and any new alternatives to be considered Professional Services Agreement - Muller Engineering - Horsetooth & Timberline Project 7149 Arterial Intersection Priority Study Page 15 of 37 o Discuss if any delays are anticipated in accomplishing various tasks and re -define necessary timelines for their completions. o Schedule upcoming meetings and events o Discuss and update the schedule (revise if necessary) o When a definable "Action Item" is discussed during a meeting, the minutes will identify the "Action Item", identify the party responsible for accomplishing it, and the proposed completion date. In general, all reports and submittals must be approved by the City Project Manager prior to using their content in follow-up design efforts. The City Project Manager will endeavor to notify the Consultant within five (5) working days with approval or redirection. IV. National Environmental Policy Act (NEPA) Special Requirements The Consultant will be responsible for preparing documents in accordance with the National Environmental Policy Act of 1969 (NEPA); along with all federal, state and local environmental regulations. Most local agency projects will be covered by a Categorical Exclusion (CAT -EX), and it is assumed that this project will be covered by a CAT -EX. V. Lyons Re: East Horsetooth Road and South Timberline Road Intersection Improvement, Air Quality Hot Spot Analysis AIR QUALITY IMPACT EVALUATION AND HOT SPOT ANALYSIS The CAL3QHC air quality dispersion model will be used to calculate potential air quality hot spots for the East Horsetooth Road and South Timberline Road Intersection Improvement Project. This model uses traffic numbers, fleet mix, and mobile source emission factors to determine carbon monoxide (CO) hot spots at intersections for compliance with National Ambient Air Quality Standards. CO concentrations will be modeled based on existing traffic data and future traffic volumes provided (existing and proposed). The purpose of the model and analysis is to demonstrate conformance to local, state, and federal transportation standards and requirements for air quality, as well as compliance with state and federal ambient air quality standards. One complete emissions model run and analysis will be performed based on the worst -case traffic and congestion alternative to determine if the proposed design will conform to regulations, and if there will be no violations of air quality standards. The worst case model (future traffic volumes with existing emissions factors) is done to cover interim build year scenarios. Existing baseline (current) conditions will be modeled and analyzed, so that the incremental air quality impact of proposed alternatives can be evaluated. While increased traffic tends to cause increased air pollution, reduced congestion can lead to air pollution reduction. Additional scenarios / alternatives can be modeled depending on resources. PM 10 modeling is not included in the hot spot scope. This scope is based on all necessary emission factors being readily available from APCD, in response to a single (detailed) request from CDOT/Consultant. All air quality analysis will be compliant with CDOT's Air Quality Analysis and Documentation Procedures. One telephone or in -person seeping meeting with CDOT Air Quality / Transportation engineer before modeling and one telephone review meeting after the draft report is completed are included. Required Data and Information to be Supplied by Muller Engineering • Traffic information data (lane by lane analysis and other intersection data) • See Attachment 1. Required Data to be Supplied by CDPHE-APCD • All baseline air quality data must be supplied or promptly accessible. • One full year of local on -site air quality data is preferred. Cost Estimate To complete the data input, modeling, analysis, and report, I estimate will take about 70 hours; $9,800. If all of the required baseline data and files are supplied in a model input -ready format, and there are no other snags, the time and cost required may be less. A link is one or more lanes that are adjacent and carry about the same traffic volume and speed, and is controlled by the same light. A turn lane with its own signal is a separate link. A change in link width, traffic volume, travel speed or emission factor will require treatment as a separate link. An HOV lane would therefore be a separate link because of the higher speed and different traffic volume. Local lanes might constitute different links than through lanes because of differences in speed and traffic volume. For modeling purposes, the link extends from the stopping line at the intersection to about 1,000 feet from the Vtiilury hiainesr, engineering, people nadlhe eni Monnrent Professional Services Agreement - Muller Engineering - Horsetooth & Timberline Project 7149 Arterial Intersection Priority Study Page 19 of 37 In the event of any such early termination by the City, the Professional shall be paid for services rendered prior to the date of termination, subject only to the satisfactory performance of the Professional's obligations under this Agreement. Such payment shall be the Professional's sole right and remedy for such termination. 5. Design, Project Indemnity and Insurance Responsibility. The Professional shall be responsible for the professional quality, technical accuracy, timely completion and the coordination of all services rendered by the Professional, including but not limited to designs, plans, reports, specifications, and drawings and shall, without additional compensation, promptly remedy and correct any errors, omissions, or other deficiencies. The Professional shall indemnify, save and hold harmless the City, its officers and employees in accordance with Colorado law, from all damages whatsoever claimed by third parties against the City; and for the City's costs and reasonable attorneys fees, arising directly or indirectly out of the Professional's negligent performance of any of the services furnished under this Agreement. The Professional shall maintain commercial general liability insurance in the amount of $500,000 combined single limits and errors and omissions insurance in the amount of $1,000,000. 6. Compensation. In consideration of the services to be performed pursuant to this Agreement, the City agrees to pay Professional on a time and reimbursable direct cost basis in accordance with Exhibit B consisting of twenty-one (21) pages attached hereto and incorporated herein. The maximum compensation (for both Professional's time and reimbursable direct costs) is not to exceed Three Hundred Forty -Three Thousand Dollars Six Hundred Thirty Three ($343,633). Monthly partial payments based upon the Professional's billings and itemized statements of reimbursable direct costs are permissible. The amounts of all such partial payments shall be based upon the Professional's City -verified progress in completing the services to be performed pursuant hereto and upon the City's approval of the Professional's reimbursable direct costs. The parties acknowledge that the sub -contractors are not parties to Professional Services Agreement - Muller Engineering - Horsetooth & Timberline Project 7149 Arterial Intersection Priority Study Page 2 of 37 intersection, but no farther than the traveled roadway, since sections of the road more than 1,000 feet from the intersection have a negligible effect on concentrations at the intersection. The height is the height above grade. There must be enough information to identify traffic volume, speed, emission factors and signaling for each link. We can derive this from the drawing/map if needed. • Specify whether roadway is at grade, fill, bridge or depressed. • Specify the number of travel lanes in each link. • Roadway width (the width of the traveled roadway only). In the case of actuated or semi -actuated signals, this must be estimated. • Clearance lost time (seconds). Clearance lost time is the portion of the yellow phase that is not used by motorists. However, the rates listed for services to be provided by these subcontractors shall be the rate paid by the City to the Professional for these services. If the amount charged by these subcontractors exceed the rates listed in Exhibit "B" the excess amount shall not be paid or owed by the City. The limitation on increases in prices set forth in section 4 herein shall apply to all rates listed in Exhibit "B" including subcontractor rates. Final payment shall be made following acceptance of the work by the City. Upon final payment, all designs, plans, reports, specifications, drawings and other services rendered by the Professional shall become the sole property of the City. 6. City Representative. The City will designate, prior to commencement of work, its project representative who shall make, within the scope of his or her authority, all necessary and proper decisions with reference to the project. All requests for contract interpretations, change orders, and other clarification or instruction shall be directed to the City Representative. 7. Proiect Drawings. Upon conclusion of the project and before final payment, the Professional shall provide the City with reproducible drawings of the project containing accurate information on the project as constructed. Project Description The geotechnical scope of work and cost estimate is based on the conceptual project plan sheets provided by Muller Engineering titled Horsetooth & Timberline West and East Legs (Sheet 1 of 3), South Leg (Sheet 2 of 3), and North Leg (Sheet 3 of 3) prepared by Muller Engineering, dated November 21, 2011. Based on the plans provided, Horsetooth Road is being reconfigured slightly and Timberline Road will be widened to the east and west and reconfigured as part of the proposed intersection improvements. RockSol understands that changes in roadway grade at the intersection are not anticipated. Two new traffic signal poles, at opposite corners, are also proposed for the intersection improvement project. RockSol further understands that the existing concrete pavement located at the intersection is being considered to remain in place. This fee estimate is in response to your request and outlines our understanding of the project, our proposed scope of work, and the estimated cost and time schedule for completion of the geotechnical services. The geotechnical investigation scope was developed based on requirements of the Larimer County Urban Area Street Standards, April 1, 2007. The Larimer County Urban Area Street Standards require a geotechnical investigation report and a final pavement design report for all projects requiring right-of-way grading and paving (Chapters 5 and 10). Geotechnical Field Investigation We propose a field investigation consisting of a limited pavement distress evaluation, a field reconnaissance of the site geology, topography, and surface drainage as it relates to the geotechnical issues, perform soil boreholes to obtain subsurface information, and core the existing pavement section within Horsetooth and Timberline. The proposed subsurface investigation will include drilling boreholes at the proposed traffic signal light locations, drilling four pavement boreholes within Timberline Road and two boreholes within Horsetooth Road using a truck mounted rig. The two traffic signal light boreholes will extend to a maximum depth of 25 feet and the six pavement boreholes will extend to a maximum depth of 10 feet. The pavement thickness cores will be performed at ten locations to identify existing pavement section thickness. Standard penetration resistance tests will be made at various depths and disturbed and undisturbed samples will be obtained as drilling progresses. Groundwater, if encountered at the time of our investigation, will be noted and the depth reported. A field engineer or geologist will supervise the field investigation, log the test borings, and select sample locations during drilling. Testing may include gradation analysis, natural moisture content, Atterberg Limits, R-Value, moisture -density determination, water soluble sulfate content, soil resistivity and pH. The testing data will be presented in two reports. The first report will summarize soil conditions encountered and provide geotechnical recommendations for the proposed traffic signal poles to satisfy requirements of Chapter 5 of the Larimer County Urban Area Street Standards. RockSol understands that the traffic signal pole design will conform to Colorado Department of Transportation (CDOT), M&S Standards (July 2012). The second report will summarize subsurface conditions and present pavement thickness recommendations for new flexible and rigid pavement and for a mill and overlay of existing flexible pavement. RockSol will contact the Utility Notification Center of Colorado (UNCC) and schedule utility locate clearances for the proposed boreholes. Personal Services. The City's approval of drawings, designs, plans, specifications, reports, and incidental work or materials furnished hereunder shall not in any way relieve the Professional of responsibility for the quality or technical accuracy of the work. The City's approval or acceptance of, or payment for, any of the services shall not be construed to operate as a waiver of any rights or benefits provided to the City under this Agreement. 12. Default. Each and every term and condition hereof shall be deemed to be a material element of this Agreement. In the event either party should fail or refuse to perform according to the terms of this agreement, such party may be declared in default. 13. Remedies. In the event a party has been declared in default, such defaulting party shall be allowed a period of ten (10) days within which to cure said default. In the event the default remains uncorrected, the party declaring default may elect to (a) terminate the Agreement and seek damages; (b) treat the Agreement as continuing and require specific performance; or (c) avail himself of any other remedy at law or equity. If the non -defaulting party commences legal or equitable actions against the defaulting party, the defaulting party shall be liable to the non -defaulting party for the non -defaulting party's reasonable attorney fees and costs incurred because of the default. 14. Prohibition Against Employing Illegal Aliens. Pursuant to Section 8-17.5-101, C.R.S., et. seq., Professional represents and agrees that: a. As of the date of this Agreement: 1. Professional does not knowingly employ or contract with an illegal alien who will perform work under this Agreement; and 2. Professional will participate in either the e-Verify program created in Public Law 208, 104th Congress, as amended, and expanded in Public Law 156, 108th Congress, as amended, administered by the United States Department of Homeland Security (the "e-Verify Program") or the Department Program (the "Department Program"), an employment verification program established pursuant to Section 8-17.5-102(5)(c) C.R.S. in order to confirm the employment eligibility of all newly hired employees to perform work under this Agreement. b. Professional shall not knowingly employ or contract with an illegal alien to perform work under this Agreement or knowingly enter into a contract with a subcontractor that knowingly employs or contracts with an illegal alien to perform work under this Agreement. C. Professional is prohibited from using the e-Verify Program or Department Program procedures to undertake pre -employment screening of job applicants while this Agreement is being performed. d. If Professional obtains actual knowledge that a subcontractor performing work under this Agreement knowingly employs or contracts with an illegal alien, Professional shall: 1. Professional shall comply with any reasonable request by the Colorado Department of Labor and Employment (the "Department") made in the course of an investigation that the Department undertakes or is undertaking pursuant to the authority established in Subsection 8-17.5-102 (5), C.R.S. f. If Professional violates any provision of this Agreement pertaining to the duties imposed by Subsection 8-17.5-102, C.R.S. the City may terminate this Agreement. Scope of Work Tasks listed below will be performed by Muller Engineering Company, except as otherwise noted. Task 1 - Project Kick -Off Phase and Data Collection: City Tasks • Provide Aerial Maps • Provide Existing Topographic Survey - per the High Accuracy Reference Network (HARN), tied to the City of Fort Collins Groundmaster Coordinate System (Horizontal) and the City of Fort Collins Vertical Control Network (NGVD 1929 - Unadjusted Vertical) • Provide a Digital Copy (CAD Format) of the Existing Surface and Point Files • Provide Property Analysis Map — Ownership, Property Lines, Relevant Easements and Current Tenants based upon Title Commitments • Provide Preliminary Historical Data Consultant Tasks 1.1 Conduct a Project Inspection to walk the length of the project. The inspection will be attended by members of the Consultant design team and City staff. 1.2 Complete a Survey Request Form to the City of Fort Collins Survey Department. 1.3 Perform Horizontal and Vertical Survey of Potholed Utilities and Utility Locate Lines (by City). 1.4 Produce a single, coordinated Base Map for design use based upon information provided by the City. 1.5 Locate Existing Utilities through Potholing (by ULMC). Muller will identify utilities that need depth/vertical verification. Potholed utilities will be staked and data recorded on the stake. If possible, each stake will have three (3) physical swing ties so that the City can tie the excavated utilities into the base mapping. This item also includes time for Muller to plot the potholing data on the plans and to prepare a summary of the utility pothole information. Twenty-four (24) potholes have been included in the fee estimate. 1.6 Follow Up with Utility Companies to ensure mapped information is accurate. This task includes correlating information, to the extent possible, from the utility key maps with the visible utility features surveyed by the City. Task 2 - Conceptual Phase: This Phase entails development of two concepts (alternatives) to be used in determining what the project footprint will look like and how to proceed with preliminary design. The following design considerations shall be addressed: 2.1 A Traffic Analysis Report that analyzes the operation and safety of the intersection and the needed improvements. Traffic data will be provided by the City. o Analyze existing conditions for LOS and v/c o Forecast 2035 Peak Hour (AM & PM) Turning Movement Volumes using 2035 ADT link volumes provided by the City. o Evaluate Alternatives A and B for 2035 AM & PM Peak Hours. Assess LOS, v/c, and turn lane storage requirements for both alternatives. o Analyze safety data provided by the City to assess the ability of the two options to address known safety deficiencies. o Document findings of the traffic operations and safety analysis in technical memorandum.
