Design Balance will apply its expertise in order to maximize the likelihood and case of the
project attaining a LEED Gold Level certification. However, since decisions adverse to the
LEED score may be made by other parties. such as the City of Fort.Collins, Aller Lingle
Massey, the contractor, or the GBCI. Design Balance neither offers nor implies a guarantee
that the project submittal will be awarded the number of points required for Gold Level
Certification.

Option #1 — Full LEED Gold Certification
a. Provide energy modeling of several building envelope and mechanical system
options early in the design process to infomt the design team at SD and early DD
phase.
b. Participate in one integrated design charrette with design team and City of Fort
Collins stakeholders early in the design process.
c. Provide Measurement and Verification Plan, calibrated energy modeling. and
analysis of one year's energy usage post -occupancy.
d. Document assigned LEED credits and prerequisites for submission to GBCI for
Gold -level certification of the project.
e. Investigate systems and applicability of Passive House certification and
techniques.

Dear Ian:
This drafi proposal deseribes the scope and fee for some Choices about the level of LEED
and Sustainable Design Consulting Services for the Nix Family Farm Office building
facility in Fort Collins. Colorado. In general, the City of Fort Collins expects atmming a
minimum Gold Level rating in the LEED for Nev: Construction program. As we have
discussed, the current version of LEED INC is version 3 (LEED 3009). Because this project
is smaller than the threshold. the project team is looking at options to LEED Certification
including benchmarking to LEED 0 (not certifying) and/or establishing project -specific
sustainable design coals.
The location of the Nix Family Farm means the project will not qualify for sonic of the
high -point site credits for SSc'_ (Community Connectivity) and SSc4.l (Alternative
Transportation —Bus routes). Asa result, there is more importance to higher energy
efficiency and indoor air quality. During the conference call with the client team; (hey are
interested in energy of iciencv and indoor air quality in any event, so it appears meeting
LEED Gold is pussible. Attaining that level is a matter of willingness to co through the
process and involving the right team members.
As consultant to After Lingle. Design Balance LLC has developed the outlines for [!tree
scopes of work regarding full LEED certiheation. LEED benchmarking, and sustainable
design -only (no LEED consulting) services. Below is an outline of the scope of activities
during design and construction. Please let me know if you or the City- of Fort Collins desire
more detail.

LEED Design and Construction Certification Services
• Conduct a LEED kick-off mcetim_ v ith AlIcFLinele Massey', the consultant tram and
the City of Fort Collins.
• Create a preliminary scorceard of targeted LEED points and assist the team with
satin;_ sustainible design goals. Update the LEED scorecard periodically %, ith input
from Alter Lingle :Massey. consultants and City of Fort Collins.
• Create a LEED Certification Plan that includes descriptions of the targeted points.
strategies to,meet LEED requirements, responsibilities of the team members and
action items. Update periodically to reflect changes in the design.
• Register the project with the Green Building Certification Institute (GBCI).
• Set up the LEED Online ywebsite and invite all tenm members with LEED
responsibilities to sign up and be trained to use the site.
• Assist the team with detenninin_ the LEED Project Boundary.
• Coordinate with the design team during the Design phases to assist them with LEED
prerequisite and credit intent and strategics to meet the LEED goals.
LEED quality assurance during the design phase via plan and specification review,
coordination meetings and telephone conferences. LEED reviews are rccomracrdcd
at SD, at least once during DD and twice during CD phases.
• 6lcetings with Alter Lingic Massey and the City of Fort Collins representatives as
needed. Two meetings are included in the base fee.
• Participate in conference calls to coordinate LEED-related decisions and to provide
technical assistance to Alter Lingle Massey and the design tean. The suggested
frequency of conference calls is every two [weeks.
• Detailed review of specifications including Division I "LEED Requirements
"Construction Waste &lanngemcni' and other LEED provisions in individual
specification sections in Divisions 2 — 16.
Coordinate with the energy modeling consultant early in the design process, and
participate with developing energy efticiencv recommendations to the design team
and the City of Fort Collins that build on the approved recommendations of the Net
Zero Feasibility Study.
• Recommend interior and exterior materials that meet the LEED goals for indoor air
quality, recycled content, water use, local materials and energy efticiencv.
• Prepare submittals for Credit Rulings to the GBCI for interpretation of credit
language or intent, if any.
• Coordinate with team consultants to educate theirs on LEED requirements and review
their templates and supporting documents.
• Rcqucst documents (such as reduced plans and back-up materials and calculations)
from Alter Lingle Massey and consultants to provide graphic or text documentation
that the GBCI requires.
• Quality assurance review of Design phase tcrwptatcs and supporting documentation.
Submit the Design phase pacl-ace to the GBCI.
• Assist design warn cumbers with responses to GBCI LEED preliminay reviews
comments.

• Submit the Construction phase package to the GBCL

• Re -submit final Construction phase package to the GBCI.
• Assess the review comments by the GBCL Request responses from learn members
who contributed to points under review.
• Submit the Final Certification online forms, forward final comments and convey the
final the awarded rating.
• Fill out Certification Acceptance form and assist building ov: ner with obtaining the
LEED plaque.
LEED Design and Construction Benchmarking Only Services
Same scope as above, with the following deductions:
o No recistration with the GBC[, LEED Online set up or training

Sustainable Design Consulting
• Facilitate a kick-off meeting with the Aller Lingle Massey team, the energy team and
the City of Fort Collins to discuss goals and brainstorm strategics.
• Document the sustainable design goals and the strategies to be used to attain them.
Goals may include incorporation of Passive Haus concepts for high levels of energy
efficiency.
• Coordinate with the design team to develop a conceptual design incorporating energy
efficiency measures such as optimal building orientation, daylighting, high
performance shell and glazing, mass wall, natural ventilation, efficient HVAC and
lighting systems.
• Work closely with the energy team to evaluate and test the effectiveness of additional
energy efficiency measures.
• Once the energy use has been minimized, assess the opportunities and quantities of
site -generated energy to contribute to net zero energy use.
• Review the project twice during design for quality assurance that the Sustainable
Goals are included in the design.
• Review of key project submittals for quality assurance that the Sustainable Goals arc
included in construction.
• Develop a eductional case study that summarizes the sustainable features of the
building and site design.
Proposed LEED/Sustainable Consultant Fees
The fees listed below are stand-alone, that is none are required to be added together for our
portion of the }work. The first scope is full LEED Design and Construction certification,
followed by benchmarking services, followed by sustainable design services. The
reimbursable fees charged by the GBCI for LEED registration and certification apply only
to the full Certification costs.
