O'Neill II, CPPO, FNIGP Director of Purchasing and Risk Management (over$60,000.00) Date: IOrder # Verrdcr/SuPPller # OV # Batch # Acct #_5t n 9 ire ems' , EPS Task 3 Midtown Urban Renewal Plan County Property Tax .Impacts Work Plan and Budget Work Program Task 1: Existing URA Districts Based on its work on the proposed URA at Foothills Mall, EPS will estimate the amount of assessed value in the Urban Renewal Plan (URP) boundaries that is in current or proposed URA districts. This includes the assessed value in the existing Prospect South URA, as well as the proposed URA at Foothills Mall. Task 2: Future URA Districts EPS will review and evaluate the previous work performed on the corridor to estimate the amount of assessed value in the URP boundaries that would be incorporated into future project -specific URA districts. Depending on the available data, this will be estimated either at the specific parcel level or in aggregate as a percent of total existing assessed value. Task 3: County Property Tax Impacts on non -URA Parcels in URP Boundaries It is anticipated that as a result -of the proposed Foothills Mall redevelopment, that property in the URP boundaries will appreciate at a greater rate than if the Foothills Mall were not to redevelop. It is also anticipated that the increased property tax revenue as a result of this appreciation will more than offset any forgone property tax revenue to the County as a result of the Foothills Mall URA. Thus, EPS will estimate anticipated property value appreciation with and without the Foothills Mall redevelopment for all parcels in the URP boundaries not in a current; proposed, or future URA district. Because the exact appreciation rate is unknown, the projected appreciation as a result of the Foothills ,Mall redevelopment will be presented as a range of potential rates for the purposes of relative comparison. This will be compared to the potential forgone County property tax revenue as a result of the proposed Foothills Mall URA. Task 4: County Property Tax Impacts on Parcels outside of URP Boundaries While EPS believes the URP boundaries are sufficiently large enough to capture the potential property value Impacts as a result of the Foothills Mall redevelopment, EPS will also evaluate whether there is specific property outside of the URP boundaries that may experience property tax impacts. This is anticipated to be any primarily commercial property in the immediate vicinjty of the mall itself. Any potential impacts will also be presented as a range for relative comparison. Task 5: Report EPS will prepare a concise memo with accompanying maps summarizing its analysis and the potential implications for the County. Budget The above Task 1-5 will be performed on a time and materials basis not to exceed $5,000 without the prior approval of the City.
