Integrated Recycling Center Entitlement and Construction Plans
Project Description and Scope of Services

Attached is the project scope and description:
Description

Interwest and its consultant team Will provide entitlement and civil engineering .services for the proposed
Integrated Recycling Center located south of the existing Timberline Substation. It is currently assumed that the
:site -Will be on the west edge of the remaining vacant property and approximately 4 acres in size.
Scope of Services
Traffic Study — The Fox Tuttle Transporation Group will provide the required traffic study for the facility their
scope of services includes the following tasks:
1. Review project materials.
2. Telephone conference with Joe Olson.
3. Telephone conference with Susie Gordon.
4. Review.existing traffic count information for the current recycling facility at Riverside/Prospect.
5. Review trip generation materials for similar site uses in Boulder.
6. Telephone conferences with potential site users/operators.
7. Prepare a trip generation analysis for the IRF site, with (where possible) subsets for each anticipated
8: site use. This analysis will include an estimate of daily and peak hour traffic, as well as an estimate of
9. the amount and schedule of regular truck access to the site.
10. Review existing and projected traffic count information for Timberline Road in this vicinity.
11. Review the proposed Timberline site layout and develop a recommendation for the site access
12. configuration onto Timberline Road.
13. Summarize the results of this evaluation into a brieftechnical report (draft).
14. Review the draft report with the project team and revise as necessary for submittal to the City of Fort
15. Collins review process.
16. Respond to City comments and.finalize report as necessary (up to 4 hours. anticipated for this task)
Estinrnted Fee: $5,000
Planning and Landscape Design — Ripley Design Inc. will provide land planning, entitlement services and
landscape and irrigation design for the facility. Their scope of services includes the following tasks:
1. Walk the site and prepare a site:analysis. Review existing trees with City Forester.
2. Review City's program requirements for the facility and assist in developing site plan solutions that meet
the requirements.
3. Review plan with Craig Forman and other City staff as needed.
4. Coordinate and attend a Neighborhood Meeting.
5. Provide color rendering and illustrative sketches as directed by Client.

6. Prepare the site plan and landscape plain for a PDP Submittal and coordinate the Submittal with other
team members including the civil engineer and traffic consultant.
7. Provide elevations for a screen fence.
8. Attend the public Heating of the Hearing Officer.
9_ ,Provide construction documents for planting and irrigation.
10. Prepare plans for construction bidding.
Estimated Fee: $12,000
Civil Engineering Site Layout and Design - The project is an open air facility and will not have any buildings at
this time. It will consist of a variety of hard surfaced areas for unloading and materials storage. Access to
Timberline Road as well as circulation for the public and the City for the facility will be a key component to a
successful design. Interwest will provide site layout Iand access design, grading design, and drainage design for
the facility. Scope items for Interwest include:
1. Conceptual site layout designs and project kickoff.. ($3,000).
2. Finial site layout and access design in coordination with the City and Ripley Design. ($3,000)
3. Project Development Plan Civil Drawings — Includes a 60% level set of drawings with grading plan,
drainage plan, and drainage report. ($8,000)
4:_ Final Compliance PIan.Civil Drawings (Civil Construction Drawings) — Includes final Grading Plan,
Drainage Plan, Erosion Control Plan, Details, Drainage Report with Detention Pond and Outfall Design,
Erosion Control Report. ($16,000)
5. Project Management, Meetings and Coordination ($5,000)
Estiiirated Fee: $35,000
Project Bidding — Interwest will work with the City to provide documents for contractor bidding. This will
include bid tabulations,.working with the City to organize a project, manual, attendance at a pre -bid meeting, and
assistance reviewing bids. We anticipate bidding this.project similar to recent.Parks projects with groups of work
being"lump sum line items i.e. earthwork, paving, landscape and irrigation, etc.
Estimated Fee: $5,000
Construction Services - Interwest will provide the following construction services after plan approval:
1. "Answer Contractor questions and BFI's.
2. Review Shop Drawings.
3. Three (3) Site Visits during construction
.4. Drainage Certification (as built survey information obtained from contractor's surveyor)
Estimated Fee: $8,000
Reimbursables— for prints, mileage, and deliveries, etc..
Estimated Fee: $1,000
Assumptions —
I: Geotechnical exploration and report (with pavement and earthwork recommendations) will be provided
by others.
2. Structural engineering of retaining walls will he provided by others.
3. At this time, it is assumed that the project will not require any lighting or power. If any:elcc.trical design
is necessary, it will be provided by others.
4. No improvements to Timberline Road are included in this scope. It,is assumed that the access can be
formalized with the construction of `rinrberline Road and not with this project.
5. No surveying services are included. We are assuming that the City will provide a" topographic and
boundary.survey of the site at the same time they are surveying TimberlineRoad. The City will provide
platting and any legal descriptions necessary for the project (it has not been dctermined:if platting is

necessary). Construction and as built surveying will be provided by the contractor's surveyor or by the
City.
6. No utilities will be extended to the site. There is an existing irrigation tap that will be used for irrigating
new plant material.
7. Environmental services and electrical design will be provided. by others (if necessary).
8. The City will provide all documents necessary for the Project Development Plan submittal which are not
specifically provided by the Interwest team. Please see the PDP checklist and we can, review,
9. No City Building Permits will be required for The site.
i0, Interwest will not be the applicant; obtain, or pay for any required fees or permits with this project.
11. Any significant work resulting from client directed layout changes or construction errors will be
! addressed with a separate agreement.
Schedule
Traffic engineering can proceed immediately and Litenvest will work on conceptual layouts with survey
information available from old projects. The PDP submittal will be prepared approximately 4 weeks after receipt
of the topographic and boundary survey.
