O'Neill II, CPPO, FNIGP Director of Purchasing and Risk Management (over $60,000.00) Date: RFP 7392 Civil Engineering, Design, Drafting & Survey Services On -Call INTERWEST CON S U LT ING G R O UP March 12, 2013 Ms. Karen Manci City of Fort Collins Natural Areas 1745 Hoffman Mill Road Fort Collins, CO 80524 Arapaho Bend Trail Head Parking Lot & Pedestrian Bridge Crossing Project Description and Scope of Services Dear Karen - Attached is the project scope and description for the new trailhead parking lot at Arapaho Bend Natural Area. Description Interwest and King Surveyors will provide engineering and surveying services necessary to create plans for construction and permitting for the proposed access and parking lot off of Strauss Cabin Road and one pedestrian crossing across the Box Elder ditch at Arapaho Bend Natural Area. Scope of Services Surveying — Topographic survey — King Surveyors will provide the topographic survey required for the design of the proposed parking lot and trail head and the pedestrian bridge crossing. King will also prepare a legal description of the ditch crossing as. required by the ditch company. Portions of the parking lot and the pedestrian bridge crossing will be in the FEMA floodplain and all finish grades must be at or below existing grade. After the preliminary design is complete and prior to construction, King will need to collect additional existing ground topo shots in areas that are in the floodplain at. critical proposed grade locations to ensure that an accurate comparison of existing and proposed ground can be made after construction is complete. Estimated Fee: $3,200 Surveying — Construction survey & As Built Survey -King Surveyors will provide construction surveying required for the parking lot, trail head, and pedestrian bridge construction. Portions of the project are located in the FEMA floodplain and as built survey will be required to complete the no rise certificate and ensure that all final grades are at or below existing grades. Estimated Fee: $3,300 Final Grading Plans and Site Plans— The final construction plans for the project will include: • Cover Sheet • Grading plan and entry drive culvert with sufficient spot grades to facilitate construction • Drainage and Erosion Control Plan • Details Estimated Fee: $3,000 Pedestrian Bridge plan, profile and grading — Interwest will prepare plan, profile, and associated grading for the proposed pedestrian bridge crossings across the Box Elder ditch as well as provide coordination with the Structural design. C, WINDSOR, COLORADO 80550 TEL. 970.674.3300 - FAX 970.674.3303 Final Drainage Report — prepare a drainage report with calculations to show how the new parking lot and access drive works with the existing drainage patterns. Interwest will design a small detention pond to mitigate the increased impervious area associated with the new parking lot. Estimated Fee: $2,600 Floodplain process assistance — Interwest will assist the City with the floodplain documentation necessary to construct the project including benchmarks and BFE elevations. Interwest will also incorporate the as -built survey points (provided by King) into exhibits to compare the design to the as -built conditions and close out the City Floodplain Permits. Estimated Fee: $1,800 Stormwater Management Plan —create a SWMP and template of the permits required by the State for the construction. Estimated Fee: $1,500 City cot Ditch Processing —attend meetings with the City as required and assist with the ditch crossing agreement. Estimated Fee: $2,000 Reimbursables— for prints, mileage, and deliveries, etc... Estimated Fee: $100 Total Estimated Fee: $$18,700 Assumptions- 1. Specifications, quantities, and contract documents provided by others. 2. No improvements to Strauss Cabin Road will be required. 3. Environmental, structural and geotechnical engineering provided by others. 4. No CA or CM work is included. 5. No permitting tasks will be completed by Interwest.
