Project Overview The goal of this project is to provide pedestrian and operational improvements by providing a right turn lane on Timberline Road, detached sidewalk, and bike lane through the Timberline/Kechter intersection. Improvements will be based on the concept plan developed by Muller Engineering Co.,Inc. and include widening Timberline Road to the east to accommodate the addition of a dedicated right turn lane and detached sidewalk from Northbound Timberline Road to Eastbound Kechter Road. The widening will also allow for a northbound bike lane through the intersection. Based on the concept plan, minor shoulder widening and construction of a detached sidewalk is required on Kechter Road. Traffic signal reconstruction is also required for the south-east corner. During preliminary design it will be determined whether or not a new pedestrian ramp and/or pedestrian push button will be required at the north-east corner of the intersection to better accommodate pedestrians and meet ADA requirements. Scope of Service Kechter & Timberline Northbound Right -Turn Lane Task 1. — Project Coordination/Data Collection 1.1 Project CoordinationlProject Scitetlttle/Meetings Progress/Coordination meetings will occur at the 30% and 60% design milestones. A combined 90% FIR/FOR meeting is assumed. One progress/coordination conference call is assumed each month. Project Schedule: This schedule assumes that the Notice to Proceed (NTP) will occur January 1" 2013 and the schedule is as follows: January 7 s Kick off meeting with the City of Fort Collins • Initiate survey coordination and utility locates for required project survey • Begin utility coordination • Begin Study Phase based on aerials to compare long-term vs. proposed improvements and determine ROW requirements February 110' 30% Study Phase Findings Meeting • Meeting to discuss short-term vs. long-term improvements and ROW requirements • Review proposed improvements, design criteria etc... March 18" 60% Progress Review Meeting with City of Fort Collins (5 weeks after 30% progress review) April 22"d 90% FIRJFOR Plan Submittal (approximately 5 weeks after 60% progress review, 2 week review) May 6°i 90% FIR/FOR Meeting May 20" PFOR Submittal (2 weeks after FIR/FOR Meeting) June 3'd PFOR Meeting June 17°i 100% PS&E Submittal (approximately 2 weeks after PFOR Meeting) July 1" Advertisement The 30% & 60% Progress Review Meetings will be used as a tool to keep the City up to date on design progress and receive City feedback. Formal plans will not be prepared for these meetings. Design base files will be reviewed electronically, on roll plots, or as status sets. 1.2 Design Surveys, Mapping and Right -of -Way The City of Fort Collins will provide the design survey required for this project. AECOM will coordinate with the City's surveyor to for the survey required for design and mapping of dry utilities. 1.3 Utility Coordination AECOM will identify exiting utilities and potential conflicts and coordinate proposed construction with utility companies. The City's surveyor will survey known utilities and provide existing utilities in the survey base file. No utility relocations are anticipated based on the scope of work. Anticipated utility work associated with this project includes minor adjustments of valve boxes and manholes associated with pavement reconstruction. Utility design is not included in this scope. 1.4l nvironnrentalInvestigation Coordination The City will perform any required environmental investigation and related permitting as applicable. 1.5 Right -of -Way (ROW) Sapport AECOM will provide support for ROW exhibits and base files required for meetings and development of legal descriptions by the City. Page 2 Scope of Service Kechter&Timberline Northbound Right -Turn Lane 1.6 Geotechnical Investigations The City will provide AECOM with the pavement design recommendations for this project. Task 2 —Study Phase The Concept Phase will be used to: 1. Develop a concept for the long-term improvements 2. Compare the long-term improvements with the proposed short-term operational and pedestrian improvements based on the concept developed by Muller Engineering 3. Revise the proposed concept as needed to optimize the design and minimize any future "throw- away" work 4. Determine ROW acquisitions needed for the improvements. Preliminary design will begin once the proposed concept is finalized/optimized and ROW acquisition requirements are determined. Task 3 —90% FRUFOR Design Plans AECOM will perform the following services in accordance with City, CDOT M&S and AASHTO standards to complete the roadway design for the Keehter/Timberline intersection improvements: 3.1 Roadway Plans AECOM will design the Kechter/Timberline improvements based on the concept provided Muller Engineering and revised during the concept phase with input from the City. Progress meetings with the City will assure project goals and objectives are met. The purpose of these meeting will be to review design progress and will include informal review with the City at the 30% and 60% design levels. These meetings will be supplemented with progress/coordination conference calls_ The scope includes completing the horizontal and vertical alignment/control as necessary for the improvements and preparation of sheets for the informal 30% and 60% reviews with the City, combined 90% FIR/FOR submittal, PFOR and 100% PS&E submittal. Any additional alternative concepts are not included in this scope and fee. The following activities will be performed as part of roadway and intersection design: 3.1.1 Renroval/Reset Plans Removal and reset plans will be developed to clearly illustrate required pavement removal, reset items, and miscellaneous removals required. 3.1.2 Roadway Plaits and Profiles The roadway plans will be completed and review documents prepared for the Kechter/Timberline improvements. This design activity will include completing the horizontal and vertical alignments/control and preparation of plan and profile sheets. Plans and profiles will include the project gcometrics and critical horizontal and vertical information necessary for construction. The roadway plans will include the following: proposed pavement, curb and gutter layout, proposed sidewalk, geometry and horizontal control, and known utilities. 3.1.3 Intersection Details Detail sheets will be included in the combined 90%FIR/FOR submittal for the intersection of Kechter/Timberline. The project will be designed in accordance with City of Fort Collins standards, CDOT M&S standards and details, and AASHTO standards as applicable. Turning Page 3 Scope of Service Kechter & Timberline Northbound Right -Turn Lane templates will be completed for all turning movements for the preliminary layout to ensure the turning movements are acceptable, but will not be included in the plan set. The intersection detail plans will include the following: proposed pavement, curb and gutter layout, proposed sidewalk, curb ramps, horizontal control, and known utilities. 3.2 Drainage Plans 3.2.1 Drainage Plans & Profiles Drainage plan sheets will be provided for the project area showing the drainage features to be removed, modified, or constructed. Any required re -grading and modifications of the existing swale will be shown on the drainage plan sheet. Drainage report, hydrology, and hydraulic calculations are not included as part of this scope. 3.2.2 Stornt Water Management Plan (SWMP) The Storm Water Management Plan will be completed in accordance with: • The City's Phase II Municipal Separate Storm Sewer Systems (MS4) requirements for permanent water quality features • City Standards and Details, CDOT"s Standard Plans • City Specifications, CDOT's Standard Specifications AECOM will provide an assessment of the MS4 requirements, identify, and incorporate MS4 requirements into the plans. The contractor will be responsible for obtaining all construction permits. It is anticipated that the project total disturbed area will be less than I acre and that a Stormwater Construction Permit (SCP) per the Colorado Discharge Permit System (CDPS) will not be required. 3.2.3 Erosion Control Plaits Stormwater Management Plans (SWMP) including temporary erosion and sediment control plans will be required. SWMP plans will show construction activity best management practices (BMPs) to control erosion and sediment during construction. Preparation of SWMP plans shall be in accordance with the Colorado Department of Transportation standard specifications and M-standards. The Urban Drainage and Flood Control District's Urban Storm Drainage Criteria Manual Volume 3 shall also be used in the development of construction BMPs. Final site maps are not anticipated for this project. Wetlands Findings Report is not required for this project and is not included in this scope. 3.3 Traffic Plans 3.3.1 Signing & Striping Plans An inventory of existing signing in the project area will be prepared. Proposed signing and striping plans will be developed for the project limits. The overhead signing and signal heads on the signal mast arms at the south-east corner of Timberline/Kechter will be modified in accordance with the revised layout. Pavement markings will also be included to supplement the information provided in the signing plan. Signing and striping plans will be developed and included in the combined FIR/FOR plan submittal. Page 4 Scope of Service Kechter & Timberline Northbound Right -Turn Lane 3.3.2 Traffic Signal Modification Plans Traffic signal plans, quantities, and project special provision will be provided for replacement of the existing traffic signal at the south-east comer of Timberline/Kechter. It is anticipated that the traffic signal layout, signing plan, notes, and quantities can be shown on one I lxl7. A project special specification will be added to the specification package to detail contractor requirements related to construction of the signals. 3.3.3 Pedestrian Signal Mortification Plans The crosswalk across the east leg of the intersection will be added. The north-east corner of the intersection will be reviewed for proper placement of the pedestrian push button and curb ramp placement in accordance with ADA requirements. 3.3.4 Construction Phasing AECOM will develop Construction Phasing Plans that include all required notes and details needed for constructability. 3.3.5 Traffic Control Plans AECOM will develop Traffic Control Plans that include traffic control notes for the combined FIR/FOR plan submittal. The Traffic Control Plans will include advance signing sequence and typical sections to clearly illustrate placement of traffic control devices for each phase. 3.4 Project Specifications AECOM will provide special provisions for the project in accordance with the City of Fort Collins and CDOT requirements. This will consist of those unique Project Special Provisions which have to be written specifically for items, detail and procedures not adequately covered by City of Fort Collins or CDOT's Standard Specifications and Standard Special Provisions. Also, a list of the Standard Special Provisions which are applicable to the project will be prepared. The Project Special Provisions will be provided in CDOT format and submitted with the project plans. 3.5 90% Engineer's Estimate AECOM will prepare an FOR estimate based on the SAQ. 3.6 90 % QA/QC AECOM will check all submittals per their ISO certified QA/QC process. Page 5 Scope of Service Kechter & Timberline Northbound Right -Turn Lane 3.7 90%FIRIFOR Submittal AECOM will provide the plan review set to the City 2 weeks prior to the FIRMOR Design Review Meeting. The City will reproduce and distribute the plans as appropriate. 90% Design Deliverables It is anticipated that the following plan sheets will be prepared for the 90% FIR/FOR, PFOR and 100% PS&E Design Submittals: • Title Sheet • Standard Plans List • General Notes • Typical Sections • Summary of Approximate Quantities • Tabulation of Earthwork • Tabulation of Removals • Tabulation of Surfacing • Tabulation of Curb, Gutter & Sidewalk • Tabulation of Pavement Markings • Tabulation of Drainage Structure Quantities • Tabulation of Traffic Engineering Quantities • Removal & Reset Plan • Roadway Plans • Roadway Profiles • Intersection Details • Drainage Plans & Profiles • Storm Water Management Plan (SWMP) • Erosion Control Plan • Signing & Striping Plans • Traffic Signal Plan • Pedestrian Signal Plan • Traffic Control Plan • Construction Phasing Plan Task 4 -FinaI Plan Review Submittal (PFOR) After the 90% FIR/FOR Plan Review Meeting, AECOM will incorporate design review comments into the plans and submit the PFOR plans, specifications, and updated engineer's estimate for final review 2- weeks prior to the PFOR Plan Review Meeting. 4.1 Final Plan Review Submittal Following the FIR/FOR Meeting, AECOM will address all comments received and update the plans as appropriate. 4.2 PFOR Specification Package The PFOR specifications package will include Project Special Provisions and a list of the Standard Special Provisions required to build the project and will address any comments received at the FIRIFOR Meeting. 4.3 Engineer's Estimate The Engineer's Estimate will be updated based on any plans revisions based on the updated SOAQ. Page 6 Scope of Service Kechter & Timberline Northbound Right -Turn Lane 4.4 Final Plan Review Q4VC AECOM will check all submittals per the companies ISO certified QA/QC process. Task 5 —PS&E Plan Submittal After the PFOR Plan Review Meeting, AECOM will incorporate final design review comments into the plans and submit the final plan, specifications, and estimate (PS&E) package. The 100%Final PS&E package will include everything submitted for the 90% FIRIFOR & PFOR Design Review and will completely describe the work required to build the project including project special provisions and detailed quantities. 5.1 Final Plan Submittal Following the PFOR Meeting, AECOM will address all comments received and update the plans as appropriate. 5.2 Final Specification Package The final specifications package will include Project Special Provisions and a list of the Standard Special Provisions required to build the project and will address any comments received at the PFOR Meeting. 5.3 Engineer's Estimate A final Engineer's Estimate will be prepared based on the final SOAQ. AECOM will prepare the bid tabulation based on the final SOAQ for the City to include in the contract documents. 5,4 Final PS&E QA/QC AECOM will check all submittals per the companies ISO certified QA/QC process. Assumptions: • Survey and R.O.W. acquisition is not included in the scope or fee. • Assumes a combined FIR/FOR Plan Review Meeting. • Geotechnical/pavement design is not included. It is assumed that the City will contract separately for this work. • Utility design is not included, coordination only. • Bidding assistance and documents are not part of this scope. • Drainage report or analysis is not included. • The City will obtain any required permits for this project. • Preparation of CDPHE permit is not included.
