Re: Waters Way Neighborhood Park Construction
Park Planning and Development is completing the construction of Waters Way Neighborhood
Park (Purchase Order # 9111356) with Walsh Construction Incorporated. Waters Way
Neighborhood Park was designed to be constructed in phases due to the adjacent development
and the changes with future infrastructure. When park construction started, McWhinney's
builders (Shadow Creek Homes, Crow Creek Homes, and Journey Homes) advanced their plans
and started construction of Provincetowne Filling 3 and 4. Their housing projects extended
Bellewood Court and Eden Ridge Court on both sides of our neighborhood park project and
created the new San Juan Drive and Snowy Plain Road. The new roadways created the need for
our project to complete the ROW improvements. These improvements included a new hillside, a
landscaped stairway entrance off of San Juan Drive, sidewalk improvements, access ramps, street
trees, irrigation and grass. The development project to our North also included a stormwater
improvement project which installed a stormwater line to divert off -site water across the park to
a regional dentition pond. The majority of changes were handled with unit prices determined by
the contract. These items included grading and earthwork, concrete sidewalks and landscape
.items such as street trees, turf grass, and irrigation. We were able to incorporate the changes into
our park construction, but it has put us over the 15% contract maximum. Our final change order
# 12 with Walsh Construction brings the total percentage of all change orders to 16.32% of the
original contract. I worked with my supervisor, Craig Foreman, and John Stephen to incorporate
the changes without going over the 15%, but I did not anticipate the extent of the off -site
coordination, construction and cleanup. Walsh Construction is complete with all work items,
including change orders and we are ready to close out of the contract.
